Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Jennifer Beierle reviewed the American Rescue Plan Act(ARPA)Prioritization List. The first,2021,round of funding was for$6,484,451 and there is currently$236,165 left to allocate. Requests to remove: Belfair Water customer arrearages$26,271;Mason County Utilities arrearages$145k;design for Sheriffs Office 2°d floor expansion$100k;and Public Health message board$15k. Requests on hold: Sheriffs Office 21 floor expansion$800k; ballot sorter machine$1.2 million;and Public Utility District(PUD)3 Rural Broadband Cloquallum community$500k. Requests:Housing Authority rent arrearages$100k;signing bonus for Corrections Deputies up to$30k;Community Development records archival $500k;Prosecutor's Office 21 floor expansion$75k;Economic Development Council (EDC)waterline from Highway 101 to Prison$1 million;Belfair Water backup generators $197k;EDC sewer line extension from High School to Basin$2.5 million;EDC Wallace Kneeland substation$3.2 million;Shelton gateway$250k;and Building 10$750k. Projects brought forward:Public Works 70 grinder pumps$151,273. Projects approved to move forward:Housing Authority$100k;signing bonuses for Corrections Deputies up to$30k; Prosecutor's Office 21 floor expansion$75k;and Arc of the Peninsula$35k. • Jennifer shared the draft ARPA Subrecipient Application. Any project not funded will need to fill this application out. Approved to move forward. • Jennifer discussed the ARPA scoring sheet which weighs heavily on capital projects. Needs updated. • Kelly Frazier requested to declare TK Elevator Corporation(TKE)as the sole-source to replace the elevator doors in the Jail. Cost is$61,218.30 and Facilities has the budget for it. This may be able to be reimbursed with ARPA funding. Approved to move forward. • John Taylor discussed the Fiscal Year(FY)2020 Reallocated Emergency Management Performance Grant(EMPG). This is to purchase Community Emergency Response Team (CERT)cargo trailers and supplies for CERT response throughout the County. The amount of the grant is$17,275 and requires a 50%match. Department of Emergency Management has the funds budgeted. Approved to move forward. • Mark requested approval to issue a Request for Proposals for labor/employment services to negotiate the 14 Collective Bargaining Agreements. Approved to move forward. • Mark discussed the County Administrator authority level and how to streamline the process of giving staff the ability to efficiently conduct operations. Cmmr.Neatherlin would like this checked over by legal. • Cmmr.Neatherlin asked for additional Solid Waste vouchers for the City of Shelton. 9:20 A.M. Community Services—David Windom Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Kell Rowen requested to post and fill a full-time Clerical position and an extra help position. Approved to move forward. • Malissa Paulsen asked to set a Public Hearing for Tuesday,May 10,2022 at 9:15 a.m. regarding amendments to the administrative requirements within Title 16—Plats and Subdivisions. This would require a surveyor for boundary line adjustments and to write legal language to take the responsibility off of the County to ensure the legal language is correct. Approved to move forward. Page I 1 • Malissa requested to also set a Public Hearing for Tuesday,May 10,2022 at 9:15 a.m. regarding the application to the Community Development Block Grant(CDBG)for the Evergreen Estates Water Project. Community Development would do the application,grant management,and the Memorandum of Understanding with the City of Shelton. This will be a joint application with Malissa writing the grant and Dave being the main point of contact. Approved to move forward. 9:30 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Mike Collins discussed a Resolution for the approval of County Road Projects(CRP) converting gravel road to chip seal. CRP 2037—Sunnyside Road,CRP 2038—California Road,CRP 2039—Kelly Hall Road,and CRP 2040—Sunnyslope Road. Approved to move forward. • Loretta shared that Mike is still inspecting bridges. A reminder was sent out to utility customers still in arrears. Cmmr. Shutty asked for an aggregate of customers broken down by utility in arrears.
