Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session from 9:00 a.m. to 9:42 am. Mark Neary,Deb Gould,and Nichole Wilston,were also in attendance. 9:45 A.M. Sheriff's Office—Chief Spurling Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Chief Spurling requested a one-time purchase for 40 millimeter less lethal projectile guns for$57k. Engrossed Substitute House Bill(ESHB) 1054 inadvertently removed the ability for law enforcement to use the less lethal shotguns. Using the 40mm guns will eliminate the chance for mistakes as the shotguns can still fire live rounds and if used within 20' still considered lethal force. Approved to move forward. 9:55 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • John Taylor shared a shortage in the Parks&Trails budget for fertilizer due to prices increasing by a minimum of 10%. Parks fertilizes four times a year:once in the spring,twice in the summer,and once in the fall. An additional 80 bags need to be purchased and the budget increased by$4,170.92. Approved to move forward. • John requested to extend Carl"Bud"Olson's Lead Pay for an additional 12 months. The current Lead Pay is set to expire April 1,2022. Budget impact is$7,548. Approved to move forward. • John shared a request from Amy Bond to rename Union Community Park to Howard Leggett Park in memory of Howard Leggett. The estimated cost is between$500- 700. John recommends careful consideration because this would set the precedence of renaming public entities and suggests creating a policy first. • John gave Notification of Authorization for contractors to use Latimer's Landing overflow parking while working on the Harstine Island Bridge Deck Resurfacing Project scheduled for summer 2022. There will be an alternate plan if the project is extended as to not interrupt the primary use of Latimer's Landing. • Jennifer Beierle discussed the 2022 Oath of Credit Card Inventory pursuant to RCW 43.09.2855 and Resolution No. 10-18 and suggested the County Administrator have the authority to sign this Oath in the future. Approved to move forward. • Deb Gould requested to appoint Carl Soper to fill an alternate member position on the Board of Equalization and to interview David Mallory. Approved to move forward. • Mark shared the proposed addendum update for the purchase of lots 7 and 8 on Dayton Airport Road. Previous submitted addendums have been denied. This addendum is for once the developer secures approval for an RV park no later than 105 days from the mutual acceptance of this addendum the developer agrees to close no later than 10 days. Commissioners declined the addendum. • Deb Gould put in her resignation. • Cmmr.Shutty discussed a Letter of Support for the Public Utility District No.3 (PUD 3)Federal Community Projects request through Congressman Kilmer. This is for a power capacity project in Belfair. The application is due from PUD 3 by April 1,2022. Approved to move forward. Page I 1 • Cmmr. Shutty asked for an update on the authority delegation for the County Administrator. Mark reached out to the Directors to define priorities that they would like to accomplish in 2022. A timeline will be brought forward next Monday. • Cmmr. Shutty suggested providing a landing on the County website where the Public Records Request log is published to add transparency. • Cmmr. Shutty asked for American Rescue Plan Act(ARPA)criteria to help build out how the County is putting together requests. 10:15 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Loretta shared the annual County Road Herbicide Program Notice News Release. Approved to move forward. • Mike Collins discussed setting a Public Hearing for Wednesday,May 25,2022 at 1:00 p.m.for a Road Vacation No.412 from Daniel Hite at 4030 E Mason Lake Drive W in Grapeview. Public Works sees no value or future use of the right-of-way and proposes a requirement that Daniel dedicates a 60'wide easement. Approved to move forward. • Richard Dickinson asked to change the Solid Waste Utility Fee Rates to increase each year by the amount of the October to October Consumer Price Index(CPI)for the Olympia Metropolitan area. Approved to move forward. • Loretta shared that her department is brainstorming potential projects and will bring those forward to the Commission with recommendations.
