9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Negotiation
Commissioners Neatherlin,Shutty,and Trask met in closed session from 9:00 a.m.
to 9:40 a.m. Mark Neary,Debbie Gould,and Nichole Wilston were also in
attendance.
9:30 A.M. Sheriffs Office—Chief Hanson
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Chief Hanson discussed the dental contract with Bowers Dental Group to perform
dental services for inmates. The Jail has an obligation to provide dental services,
however the rate is not acceptable for dental providers. Without an individualized
contract,the Sheriff's Office can only pay 50%of the billed charges. Bowers Dental
Group agreed to provide services defined in Exhibit A of the sample agreement.
Exact annual expenses are unknown. Approved to move forward.
9:40 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• John Taylor requested Lead Pay to be extended until April 1,2022 for Carl"Bud"
Olson,Parks&Trails Maintenance IV. Budget impact is approximately$629.
Approved to move forward.
• John discussed the Mason County Parks&Trails Advisory Board and asked to
reappoint Mendy Harlow as Chair,appoint Shawn Fontana as a new member,and
remove Mike DeMatteo due to non-attendance. Approved to move forward.
• Jennifer Beierle continued the discussion regarding the citizen inquiry to purchase
parcel no.32007-13-00050 off of Johns Prairie Road. Tim Whitehead agreed that the
County Code states that an outside appraisal is only needed if the property is
appraised by the County Assessor at more than$100k. This parcel is valued at
$3,690. The County surveyed the property at 0.21 acres or 9,008.28 square feet. The
Warranty Deed stated the property was 8,928.48 square feet. Set a Public Hearing for
April 12,2022 at 9:15 a.m.to surplus the property. Approved to move forward.
• Mark shared an agreement with Fire District No. 11 that was in place from 2009
through 2020 but not renewed in 2021. This was for Fire District No. 11 to provide
fire and emergency medical services support for Public Works. The Fire District can
charge us a reasonable amount. There were previous concerns about the precedence
this may set. Services the County provides the Fire Districts include the Treasurer's
Office receipts property taxes and other revenues for the districts and the Auditor's
Office processes their warrants which is about$28,857 worth of services. Chief
Searles shared this would renew at the same rate as the previous year for$6,400 and is
similar to other agreements. Approved to move forward.
• Mark gave an update on the purchase offers for the lots on Public Works Drive. For
the half price offer,the full price amount was countered but have not heard back yet.
A purchaser is actively being worked with for lot 7 and 8 and has met with Planning
and submitted a request. For the expired offer,earnest money in the amount of$5k
per parcel was received. The offer for lot 4 needed to prove their financing and
they've submitted their pre-approval letter. Cmmr.Neatherlin added that for the
expired offer if the County were to extend the offer all feasibilities will be gone and
non-refundable earnest money of$5k for each parcel must be given,however he

recommends putting the parcel back on the market. The Commissioners support
increasing the earnest money and moving the closing date to May 27,2022.

10:15 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Mike Collins discussed the Final Cost Notification for County Force Construction
Projects over$10k in 2021. RCW 36.77.070 requires advertisement in the County
newspaper. Projects included are:Homer Adams Road(culvert replacement),Snider
Road(gravel road conversion),Boyer Road(gravel road conversion),and Highland
Road(culvert replacement). Approved to move forward.
• Mike shared that the Transportation Improvement Program Citizens Advisory Panel
(TIP-CAP)terms are all ending at the same time. Recommendation is to approve a
new Resolution to adjust the terms to 2-and 3-year staggered terms. This Resolution
would fix the following members terms: Tim Lincoln,Don Pogreba,Mark Carlson,
Phillip Wolff,Jeff Carey,and Jack Johnson and add Amy Asher as a new member.
Approved to move forward.
10:25 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Lydia Buchheit discussed the Rural Communities Opioid Response Program(RCORP)
contract with Mason Health from the Health Resources&Services Administration.
This is a two-year contract that covers two positions ending August 2023 for$177,870.
Approved to move forward.
• Dave asked for authority for the Mason County Community Services Director to have
signature authority for amendments to the Consolidated Contract with the Department
of Health. Amendments would include date changes,statement of work changes,
dollar amount changes(not for new programs). Commissioners support this as long as
the amendments are briefed. Approved to move forward.
• Dave shared the Public Health Consolidated Contract amendment no.2 and asked to
move to the action agenda once Exhibit B arrives. Cmmr.Neatherlin asked to receive
a copy of the exhibit beforehand. Approved to move forward.
• Dave discussed the State Board of Health and the proposed rules around House Bill
1152. This will be brought before the Board of Health and then to the Board.
