MASON COUNTY BOARD OF HEALTH PROCEEDINGS
May 24, 2016
Attendance: Randy Neatherlin, County Commissioner; Tim Sheldon was absent, County Commissioner;
Terri Jeffreys. County Commissioner; Eileen Branscome was absent, Hospital District #1; Peggy
VanBuskirk, Hospital District #2; Frank Phillips, Fire Commissioner; Kathy McDowell, City of Shelton
Commissioner.
1. Chair VanBuskirk called the meeting to order at 3:45 p.m.
2. Jeffreys/Sheldon moved and seconded to adopt the agenda as published. Motion
carried unanimously.
3. Jeffreys/Phillips moved and seconded to adopt the regular meeting minutes of March
22, 2016 as presented. Motion carried unanimously.
4. 100 Day Challenge to End Family Homelessness-Tammey Newton spoke about the 100 Day
Challenge. June 6 there will be a celebration at the Governor's residence. Homeless
Managments Information Systems (HMIS) is sponsored by Commerce.
5. Water Quality Program -Debbie Riley spoke about the following items:
• Shellfish Protection Districts status
o Mclane Cove and Hood Canal #6 -implementation progress
o Church Point -pending downgrade and district formation
• Current grant funding
o Hood Canal Pollution Identification & Correction Phase 2
• 1/1/15-12/31/16, $170,000, PIC deliverables+ seepage pit project
o Oakland Bay Pollution ID & Correction
• 9/1/15-10/31/17, $250,000, focus to unconditionally re-open Chapman Cove
and North end of Oakland Bay to commercial shellfish harvest & form
shellfish protection districts for Mclane Cove and Hood Canal #6
• Debbie Riley made a recommendation for the Board of County Commissioners to adopt a fee
to provide sustainable funding for Mason County Water Quality program.
o The group discussed the updated packet previously presented at May 2015 BOH
meeting.
o Debbie gave the group a handout and spoke about Governor Inslee's shellfish
initiative.
6. Health Officer Report: Dr. Yu gave the health officer report.
Moving Mason Forward:
1. There were two active cases of TB last month. Luckily they are run of the mill cases
which are easier to treat.
2. Health Priority: Prevention and treatment of Substance Abuse and Mental Health.
They will be doing a survey pertaining to the syringe exchange and plan to do a
larger community forum later this year. They would like to come up with a
community plan.
3. Initiative: Opioid Abuse awareness
4. Mason County had the first case of ZIKA virus and haven't seen it again since. The
biggest concern is still pregnant women. There is additional information on the
website.

7. Other Business and Board Discussion
8. Public Comments:
Constance Ibsen spoke about the Hood Canal shellfish protection district. She hopes that some
of the $100,000 will go towards implementing the plans. She said it's not just about shellfish but
about people's health. She said enforcement has always been missing. She would like to update
the ordinance and have enforcement. Constance also spoke about people using their houses for
Airbnb and the effects on the septic systems.
Teri King spoke about water testing. Iron seems to be getting worse in the County. They have
submitted water and shellfish samples and results should be back soon.
