County Commissioner; Peggy VanBuskirk, Hospital District #2; Vacant, Fire Commissioner; Kathy McDowell, City of Shelton Commissioner. Absent: Randy Neatherlin, County Commissioner; Tim Sheldon, County Commissioner and Eileen Branscome, Hospital District #1 Chair Peggy VanBuskirk called the meeting to order at 3:35 p.m. A quorum was not present. Due to no quorum no action was taken to adopt the agenda or adopt the September 27 meeting minutes. Dave Windom noted that Dr. Yu provided a Mason County Opioid Response Plan. Laura, Care Manager with Thurston Mason Behavioral Health Organization, explained all the programs she is involved with in Mason County. She works with the various agencies that provide care for substance abuse disorders and mental health issues. Lydia Buchheit provided her Community Health & Human Services Manager report. Dave Windom provided a PowerPoint on Foundational Public Health. The 2017-2019 Legislative Budget Request is $50M to local health jurisdictions; $6M for Department of Health and $4M for modernization. If appropriated, Mason County could receive up to $209K. A resolution was presented asking the state legislature to support the Public Health funding. This will be moved to the January Board of Health meeting. Lydia Buchheit provided nursing contract updates. Recommendation is to drop the Workfirst contract. Director Windom brought up the Hirst court decision that may impact available water. He then provided a recap of the issues discussed at the WA State Association of Local Public Health Officials (WSALPHO). Public Comments Marilyn Vogler asked about fee for service.
