HomeMy WebLinkAbout11-24-2015 BOHMASON COUNTY BOARD OF HEALTH PROCEEDINGS November 24, 2015 Attendance: Randy Neatherlin, County Commissioner; Tim Sheldon, County Commissioner; Terri Jeffreys. County Commissioner; Eileen Branscome, Hospital District #1; Peggy VanBuskirk, Hospital District #2; Frank Phillips, Fire Commissioner; Mike Olsen, City of Shelton Commissioner. 1. Chair Mike Olsen called the meeting to order at 3:30 p.m. 2. Welcome and introductions 3. Approval of Agenda Cmmr. Jeffreys/VanBuskirk moved and seconded to adopt the agenda as published. Motion carried unanimously. 4. Approval of September 22, 2015 meeting minutes. VanBuskirk/Phillips moved and seconded to adopt the September 22, 2015 meeting minutes. Motion carried unanimously. 5. Set 2016 meeting dates Cmmr. Jeffreys/VanBuskirk moved and seconded to approve the meeting dates for 2016. Motion carried unanimously. Resolution 02-15 (Exhibit A) 6. Name 2016 Alternate Health Officers: Cmmr. Neatherlin/VanBuskirk moved and seconded to approve designation of 2016 Alternate Health Officers. Motion carried unanimously. Resolution 03-15 (Exhibit B) 7. Public Health and Department of Community Development (DCD) consolidation: Cmmr. Jeffreys spoke about this proposed consolidation. Department of Community Development and Public Health would merge and be called "Community Services". They would add two managers and have one Director of Community Services. There are currently two directors who are invited to apply for the single position. Vicki Kirkpatrick said the statute said BOH shall appoint a local health officer. RCW 70.05.050, 040, 045 Cmmr. Olsen asked what is driving the change. Cmmr. Jeffreys said the main reason is to create a permit center and a more collaborative effort. Cmmr. Neatherlin said he just read the RCW's Vicki Kirkpatrick stated and he doesn't see any conflicts. Cmmr. Jeffreys said the recruitment process should start late December or early January although recruiting details are unknown at this time. 8. Introduction to Foundational Public Health Capabilities and Services: Vicki spoke about the history and new vision for Public Health. She spoke about foundational capabilities and programs. Washington Association of Counties (WSAC) participation will be critical. BOARD OF HEALTH PROCEEDINGS November 24, 2015 -PAGE 2 9. Health Officer Report: Dr. Yu said there is a new case of Ebola in Liberia. She reiterated the importance of a flu shot and said there have been five deaths in Washington State due to influenza. She added that the flu vaccine is good this year and should be very effective. (wash your hands, cover your cough and stay home when you're sick) There continues to be whooping cough cases. 10. Board Member Discussion: Cmmr. Neatherlin passed out copies of RCW 70.05.040, 045 and 050 pertaining to the statutes and requirements for the Board of Health. 11. Public Comment: 11.1 Ben Johnson explained the Mason County Substance Abuse Coalition and spoke about thefts of alcohol and paint at local stores. He said they would like to draft letters to Safeway and Walmart asking them to change portions of their policies regarding sale of these items. Chief Moody explained the details of the thefts. He explained they would like to ask the stores to change the areas they stock alcohol to make theft more difficult by making it harder to access. He said that at Walmart, they would like to ask them to change the location of paint (spray paint) which is being stolen and used for graffiti and huffing. Ben asked the BOH to support submitting the letters. Chief Moody stated that Safeway has the most accessible liquor section. He said this is a community issue. Cmmr. Neatherlin would like to send letters to the Belfair Safeway and QFC as well. Cmmr. Neatherlin/VanBuskirk moved and seconded to support sending the letters to the various stores previously mentioned. Motion carried. Cmmr. Jeffreys/Neatherlin moved and seconded to approve the Board of Health write and submit a separate letter to the local stores. Motion carried. 11.2 Cmmr. Olsen said this is his last meeting. He said it's been great being on the BOH. Cmmr. Neatherlin told City Commissioner Olsen that he has always been honorable and an excellent representative to the Community. Vicki Kirkpatrick thanked Commissioner Olsen for his professionalism and thanked him for his interest in the community as a whole. Cmmr. Jeffreys said she's always appreciated that he's not afraid to take on the tough stuff. 12. The meeting adjourned at 5:00 p.m. Next meeting Jan 26, 2016. WHEREAS, the Mason County Board of Health desires to hold regular board of health meeting six times per year; and WHEREAS, the Mason County Board of Health desires to meet every other month beginning January 2016, NOW, THEREFORE, the Board of Health of Mason County does hereby resolve to establish the following meeting dates: 1. January 26, 2016 2. March 22, 2016 3. May 24, 2016 4. July 26, 2016 5. September 27, 2016 6. November 22, 2016 BE IT FURTHER RESOLVED that the meetings will be held in the County Commission Chambers at 411 N. Fifth Street, Shelton, WA 98584 beginning at 3:30 PM. DJ -i s ~~~~~~~~~~- A RESOLUTION appointing alternate local health officers for Mason County for the year 2016. WHEREAS, Dr. Diana Yu is currently appointed by the Board of Health of Mason County (hereinafter Board) as the primary local health officer for Mason County; and WHEREAS, it is in the best interest of Mason County to provide continuous health officer coverage in the absence of the primary appointed health officer; and WHEREAS, the Board desired to appoint alternate local health officers for the year 2016 to provide back-up coverage for the primary local health officer for Mason County; and WHEREAS, the alternate local health officers meet the statutory qualifications set out in Chapter 70.05 RCW, NOW, THEREFORE, the Board of Health of Mason County does resolve as follows: Section 1. That Alan Melnick, MD, MPH, Health Officer, Clark County; Jennifer Vines, MD, MPH Health Officer for Cowlitz County Public Health; Sarah Present, MD, MPH, Health Officer for Skamania County Public Health; James Edstam, MD, MPH, Health Officer for Pacific County; John Ba usher, MD, Health Officer for Grays Harbor County; Rachel Wood, MD, MPH, Health Officer for Thurston and Lewis Counties, and Dean Gushee, MD, Mason General Hospital shall be appointed to act as alternate local health officers for Mason County for the year 2016 in the absence of Dr. Diana Yu or other primary local health officer appointed by the Board of Health for Mason County. Section 2. The appointment of the alternative local health officers shall be activated when contacted to act in the capacity of the local health officer for Mason County by the following individuals: (1) the primary local health officer for Mason County; (2) the director of Mason County Public Health and Human Services; or (3) the chair of the Board of Health of Mason County.
