March 26, 2013
Attendance: Randy Neatherlin, County Commissioner; Terri Jeffreys. County Commissioner; Scott Hilburn,
Hospital District #1; Peggy VanBuskirk, Hospital District #2; Frank Phillips, Fire Commissioner;
Mike Olsen, City of Shelton Commissioner.
Cmmr. Tim Sheldon was absent.
1. The Chairperson called the meeting to order at 3:30 p.m.
2. Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the agenda as published. Motion carried.

3. Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the regular meeting minutes of February
26, 2013 as presented. Motion carried. N-aye; S-absent; J-aye
4. Resolution – BOH Voting Membership - The Board discussed what would constitute a quorum. It was
determined that a quorum would consist of at least one County Commissioner and three other members.
The resolution will be amended to reflect that change and will be brought forward to the County
Commissioner meeting.
Cmmr. Neatherlin/Jeffreys moved and seconded to move the resolution amending the composition of
the Mason County Board of Health to the Board of County Commissioners for approval with the
noted amendments. Motion carried. N-aye; S-absent; J-aye
5. Public Health Week Proclamation – Cmmr. Jeffreys noted that the proclamation and a news release would
be read at an upcoming Commission meeting.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve the Proclamation for Public Health
Week. Motion carried. N-aye; S-absent; J-aye
6. Community Health Assessment – Vicki Kirkpatrick went over the Executive Summary and discussed the
six health priorities identified in through the assessment. The health priorities include: trained and prepared
workforce able to access living wage jobs; access to affordable and healthy food; safe, affordable, healthy
housing; access and appropriate use of health care services; built environment that promotes health; and
functional families.
Kim Klint, Mason Matters, discussed the work that is being done through grants regarding the trained and
prepared workforce and healthy food priorities.
The Board discussed the built environment priority and ways to improve the community perception
regarding schools and economic opportunities.
Cmmr. Jeffreys asked for the positive points of the report.
Ms. Klint noted that community collaboration, such as the Oakland Bay Advisory Committee, has been
very good.
Ms. Kirkpatrick added that the county has done well in the environmental aspects.
Lydia Buchheit went over the next steps with the Community Health Improvement Plan.

7. 2013 National County Health Rankings – Ms. Kirkpatrick went over the rankings and provided the history
of how they have changed. Mason County is currently 33rd in health outcomes and 30th in health factors.
She noted that the rankings were better when broken down to the specific health factors, except Mason
County is 39th of 39 counties in adult smoking.
8. Office of the Director
8.1 Health Officer Report - Dr. Yu reported that World TB Day was March 24th.
8.2 Director Report - Ms. Kirkpatrick provided a copy of a National Association of Local Boards of
Health News Release regarding the six functions of public health governance.
9. Community and Family Health – Ms. Buchheit reported that there are currently two active cases of TB in
the county.
10. Environmental Health
10.1 Water Quality Update - Debbie Riley reported that there is currently an algae bloom in Hood
Canal that stretches from Union to Belfair. They are still waiting for the results from the testing of
the algae.
11. Public Comment – Steve Bloomfield commented on the significance of the shellfish industry in the
county’s workforce.
12. Adjourn - The meeting adjourned at 5:05p.m.
