Minutes of May 4, 2010

1) CALL MEETING TO ORDER
Thurston County Chair Karen Valenzuela called the meeting to order.
Attendance: Mason County Commissioners Lynda Ring Erickson, Ross Gallagher and Tim Sheldon,
Thurston County Commissioners Karen Valenzuela, Cathy Wolfe and Sandra Romero, Mason County
Ex-Officio Board Members Peggy Vanbuskirk, Hospital District #2 and Fire Commissioner Frank
Phillips, Mason and Thurston County Health Officer Dr. Diana Yu, Mason County Public Health
Director Vicki Kirkpatrick, Thurston County Public Health & Social Services Department Director
Sherri McDonald, and Clerk of the Thurston County Board of Health Lydia Hodgkinson.
a) Approval of Board of Health Agenda-Commissioner Wolfe moved to approve the
agenda as submitted . Commissioner Romero seconded the pi.otion. The motion canied.
b) Approval of Thurston County Board of Health Minutes -Commissioner Wolfe
moved to approve the minutes of March 2, 2010 . Commissioner Romero seconded the
motion. The motion carried.
2) UPDATE ON CITIZEN ISSUES
Commissioner Ring Erickson noted the attendance of Mason County's extended Board of
Health Ex-Officio Members Ms. Vanbuskirk and Frank Phillips. Ex-Officio Members
participate regularly in their meetings.
3) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD -none

5) COMMUNICABLE DISEASE CONTROL
Vicki Kirkpatrick and Sherri McDonald addressed the Board Members providing a brief explanation of
the presentation to be given by staff explaining the common responsibilities and functions relating to
control of communicable disease in both Cow1ties . Lydia Buchheit the Mason Cotmty Community and
Family Health Manager and Jeanie Knight the Thurston County Investigation and Control of Disease

Supervisor Program presented information regarding Public Health roles and responsibilities relating
to communicable disease control common to both local public health agencies; conditions that are
reportable to local public health by medical providers, hospitals, and laboratories; the investigation
process undertaken by public health staff; methods of surveillance; and numbers reported of suspect
and confirmed disease cases for both Mason and Thurston Counties
Joy Fuller, Mason County Public Health Nurse and Marianne Remy, Thurston County Emergency
Preparedness Coordinator presented information regarding activities of both County public health
agencies regarding the HlNl outbreak including numbers of reported and confirmed cases. These
activities are an extension of the public health role in Communicable Disease control.
Commissioner Wolfe noted that staff are designated Health Officers authorized to enforce all Health
Officer directives. Ms. McDonald, Ms. Kirkpatrick, Dr. Yu and Program Staff addressed the Board
Members' questions. Commissioner Ring Erickson expressed the desire to explore additional
opportunities for both Counties to share services.
6) DIRECTOR'S REPORT
Ms. McDonald shared that Dr. Yu has been awarded a "Heroes in Health Care" award. The Health
Care Champions event is scheduled for Tuesday, June 15, 2010 at 6:00 p.m. at the Heritage Room at
Capitol Lake.
Ms. McDonald requested Commissioners sign a Certificate of Appreciation for Ann Edington who
recently left the Thurston County Social Services Ombuds Program Assistant position. This position
provides advocacy for consumers served by the Thurston Mason Regional Support Network (TMRSN)
who wish to file a complaint, grievance, appeal or fair hearing regarding services received. All Board
Members agreed to sign the Certificate.
7) HEALTH OFFICER'S REPORT
Dr. Yu noted May is "Physical Fitness" month and encouraged everyone to get moving and active for
better health. Ms. Kirkpatrick challenged all Board Members to participate in some type of physical
activity in May and share what they did at the next Board of Health meetings.
