April 6, 2006
Attendance: Commissioner, Lynda Ring Erickson; Commissioner, Jayni Kamin; Commissioner, Tim
Sheldon.
1. Chairperson Tim Sheldon called the meeting to order at 8:34 a.m.
2. Cmmr. Ring Erickson/Kamin moved and seconded to adopt the agenda as presented. Motion
carried unanimously. K-aye; S-aye; RE-aye.
3. Correspondence - None
4. Cmmr. Kamin/Ring Erickson moved and seconded to approve the meeting minutes of November 3,
2005 and January 12, 2006 as presented. Motion carried unanimously. K-aye; RE-aye; S-aye.
5. Administrative Issues
5.1 Health Officer’s Report – Dr. Yu presented the current health issues relevant to Mason County
including information about public health week, a concern about a patient’s treatment, and the
pandemic summit being held in Tacoma.
5.2 Resolution regarding County No Smoking Policy – Mr. Steve Kutz, Mason County Health
Department Director, presented a Resolution to adopt the revised smoking policies to the County
Title 2, Administration and Personnel Code and the Title 9 Peace, Morals and Safety Code.
Cmmr. Sheldon stated he was concerned about the enforcement side of the resolution. He said he
would rather have a discussion with the Sheriff and the law enforcement staff before the resolution
is passed.
Mr. Kutz stated he had presented a draft policy to Sheriff Whybark and requested input and
suggestions. The Sheriff stated they would take action based on the complaint and the availability
of staff. Currently there are no proposed enforcement actions requested in the Resolution,
although community education would be the preferred enforcement.
Cmmr. Kamin and Ring Erickson both agreed that community education would be the key
component to the enforcement of the policy.
Cmmr. Kamin/Ring Erickson moved and seconded to adopt Resolution No. 01-06 the revised
smoking policies to the county Title 2 administration and personnel code and the title 9
peace, morals and safety code. Motion carried. K-aye; RE-aye; S-opposed.
6. Personal Health Issues
6.1 Mason County Employee Health Challenge – Ms. Arleen Hyatt announced the Health challenge
was a huge success. There were 164 employees comprised into 12 teams that participated in the
challenge. The winning team and individuals will be announced at the employee breakfast on
April 19, 2006.
The Board thanked the health department staff and complemented them on the success of the
challenge.
Ms. Heidi Iyall, Community Health Educator, announced that the Washington Health Foundation
contacted her and invited them to speak about the health challenge at the Washington Health
Association conference, in Yakima, in October.

6.2 Proclamation – Mason County Public Health Week - Mr. Ben Johnson, Program Coordinator,
presented the Mason County Public Health Week Proclamation.
The goal of public health programs and services is to help prevent illness and injury, promote
healthy places to live and work, provide education to help people make good health decisions, and
ensure our county is prepared for emergencies, in an effort to make Mason County the healthiest
county in Washington State.
Cmmr. Ring Erickson/Kamin moved and seconded to adopt the Mason County Public Health
Week as the first week in April 2006. Motion carried unanimously. K-aye; RE-aye; S-aye.
6.3 News Release – National Public Health Week – Ms. Iyall presented a news release to urge all
citizens to join in acknowledging National Public Health Week by promoting personal and
community health for all Mason County citizens.
7. Environmental Health Issues
7.1 Environmental Health Waivers/Variances were provided to the Board for information only.
7.2 Contractor List update – Ms. Riley presented the Board with a updated certified contractor list.
Ms. Riley stated she got a call from a Mason County homeowner using a system called “Teralift”
to rejuvenate their septic system. Terralift technology was given a trial run in the late 1990’s and
the company did not take the required steps to be approved in Mason County. She has sent a letter
to all of the Terralift companies working in this area telling them the technology is not currently
approved for use in Mason County.
8. Public Comment – Mr. Mike Rutter, Facilities & Grounds Director thanked the health department staff for
being positive and always looking out for the well being of all of Mason County citizens.
9. The meeting adjourned at 9:36 a.m. due to no further business.
