Support Services—Frank Pinter Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom. • Jennifer Beierle presented the 2021 September Financial Statements. Total revenue collected through end of September$31,703,495. Treasurer's Department $21,234,188;81%of budget. Current Expense expenditures$28,086,202;68%of the total expenditure budget. Budget amendment will be needed for Parks&Trails and Coroner for fuel. Murder expenditures are at 74%. Six-Year Specific Revenue streams are all up except Road Diversion Property Tax. September Sales Tax $772,689.33. Estimating$8.5 million total for 2021. Six-Year Financial Recap $20,010,006 cash at the end of September. Special Fund Cash Balances $42,592,156. The Skokomish Flood Zone is down to$15k. Motor Pool to Actual 83.5%of total budget. Special and Other Funds Revenue Comparison$45,454,240; 79%for 2021. Special and Other Funds Expenditure Comparison$35,147,401;52% for 2021. • Jennifer shared setting a Public Hearing on November 23,2021 at 9:15 a.m.to certify to the County Assessor the amount of taxes levied for county purposes and the amount of taxes levied for each taxing district for 2022. At this time an increase is not in the budget for the Current Expense and Road property tax levies for 2022, but one may be considered. Approved to move forward. • Jennifer shared setting a Public Hearing on December 6,2021 at 9:00 a.m.to consider adoption of the 2022 budget. Approved to move forward. • Jennifer discussed that WSAC has new Blake Assessment dues that are due for Mason County in the estimated amount of$4,792. There is$5,000 in Non- Departmental for Veteran's assistance that can be removed due to using American Rescue Plan Act(ARPA)funds. Approved to move forward. • Jennifer shared Fund 145 Clean Water District needs the fund name changed and that the Hood Canal Coordinating Council dues of$2,500 are in the budget. Cmmr. Shutty shared those dues may increase. • Jennifer discussed the internal allocation unallowable expenditures did not have all of the debt restructuring removed. Total receivable was about$1.75 million and is now about$1.704 million. • Frank needs to move the Human Resources recommendation for the District Court staffing request to the next Briefing. 9:30 A.M. Community Services—Dave Windom Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom. • Alex Paysse shared two applications were received for the Clean Water District Advisory Committee. Terms will be 2-3-year terms. Approved to move forward. • Alex requested to hire an additional Environmental Health Specialist(EHS)position using funding through Foundational Public Health Services. This position would be hired for food safety. A contract update with funding should be received in the next week or so. Dave shared that this funding is retroactive to July 1,2021 and goes through June 30,2022 at which time the contract will renew. This is permanent funding. Commission would like to see the contract first. • Mariah Frazier discussed a Local Records Grant from the State Department of Archives for$19,620. Approved to move forward. • Kell Rowen requested to interview and appoint Terri Arcieri to Planning Advisory Commission. Approved to move forward. • Kell requested to reappoint Jan Goodpaster to Mason County Historic Preservation Commission for second term. Jan is currently serving as the Vice-Chair. Approved to move forward. • Kell shared a News Release for two open positions with the Historic Preservation Commission. Approved to move forward. • Dave gave a COVID update. At a Press Conference last Thursday,the Governor announced when over Ik people indoors individuals must be vaccinated or show test proof and when over I Ok people outdoors individuals must be vaccinated or show test proof. The State's position on the Federal requirements strongly indicated that to conform with Washington's current programs testing would not be allowed. This creates a two contingency planning mode of vaccinate and test or vaccinate and terminate. 10:00 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom. • Loretta discussed the annual cooperative agreement with the Department of the Interior U.S. Geological Survey(USGUS)to operate and maintain the network of streamflow monitoring gauge stations on the Skokomish River for the purpose of flood forecasting,documentation,flow regulations,and fishery enhancement. Mike Collins added that they found a company with solar-powered stream gauges that will be spread throughout the valley where the river rises quickest to monitor potential road closures. This will be put on the County website. Approved to move forward. • Mike discussed Road Vacation No.410 to vacate W Walnut Street and Fourth Street. Recommendation from the Hearings Examiner and County engineer are to deny or modify to leave access to the Clevenger property. Provision include paying 50%of appraised value$9,581;relocate existing board fence to match the right of way; easement for ingress and egress be retained;and if provisions are not met this vacation will be declared null and void. • Mike shared Old Belfair Highway is being paved,half of the road will be done today and the other half tomorrow with temporary striping until it is dry enough to stripe. • Loretta plans to submit the Public Works budget on Wednesday.
