9:00 A.M. Support Services—Frank Pinter
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Debora Munguia shared there will be a short legislative session in January that will
focus on supplemental budget—technical fixes,long term care act,healthcare
funding,behavioral health,and affordable housing. Legislature has unappropriated
American Rescue Plan Act(ARPA)funds. The House and the Senate are discussing
a transportation revenue package. Changes,and potentially new appropriations,may
be made in the Capital Budget. At this time the Capital Budget is$80 million but
they are looking at ways to expand that. Debora would like to know the County's
priorities for capital needs. There will be a tax infrastructure workgroup October 13,
2021 at 2:30 p.m.and 6:30 p.m.
• Frank is requesting authority for a Request for Qualifications(RFQ)for engineering
and architectural services. This would include architectural work on projects such as
expanding Building 10,ARPA projects,a potential second floor in the Sheriff's
Office and Prosecutor's Office,and anything else Facilities may need. Approved to
move forward.
• Frank gave an update on the ARPA contracts. Most contracts have been sent out for
signature. To date$5,117,772 has been approved. Semi-approved is the Information
Technology(IT)infrastructure backbone for$136,261 leaving$1,200,418 still
available. Items left on the list are:redesign the second floor of the Prosecutor's
Office,add a second floor above gymnasium of the Sheriffs Office. Design work
would cost about$100k and actual construction will be about$700-800k for each
project. Requests from Public Works include:Rustlewood water well and reservoir
for$200k;AC mainline replacement for$100k;Belfair pump station 1 improvement
for$150k;Belfair pump station 3 for$180k;and the North Bay sewer pump
replacement for$65k. In June the County will receive another$6,454,000 for ARPA
funding.
• Diane Zoren would like to reschedule the Elected Official/Director meeting to
November 1,2021.
• Diane received a request from the Port of Allyn to add a main well replacement to
the Comprehensive Economic Development Strategy(CEDS)list. Comments were
received from Ken VanBuskirk and Brad Carey asking to delay action on this item.
Jennifer Baria received applications from Belfair Water and Public Utility District
No. 1 to be added to the CEDS list as well. The Economic Development Council
(EDC)will open applications back up for one month.
• Cmmr. Shutty shared a letter of support for Peninsula's Thurston-Mason
Developmental Disabilities funds. Approved to add to tomorrow's action agenda.
9:30 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Abe Gardner shared a request to use up to$50k from Treatment Sales Tax(TST)
dollars for one year for a.5 full-time Behavioral Health Navigator position. This
position would do clinical and crisis response work and partner with Olympic Health
and Recovery Services. Approved to move forward.
• Dave shared that Dr.Keri Gardner's Washington license came in and next week Dr.
Stein will hand the Health Officer position over to Dr.Gardner.
9:45 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Loretta shared a request for a Private Line Occupancy Permit for North Shore Road.
• Mike Collins presented the 2022 Annual Construction Program and the 2022-2027
Six-Year Program. Highlights include resurfacing east Agate Road and Old Belfair
Highway;Mason Lake improvement project;resurfacing Sunny Side Road,
California Road,Kelley Hall Road,and Sunnyslope Road;culvert work for Cady
Creek,Uncle Johns Upper,Uncle Johns Lower,and Dayton Creek;intersection work
in various locations;and WSDOT County intersection feasibility study for Johns
Prairie/State Route 3,Clifton Old Belfair Highway/State Route 300,North Bay/State
Route 3,and Lakeland Village Road/State Route 3. The Six-Year Program has the
same first 23 items plus studies and engineering work.
• Loretta shared that they received word from Highways and Local Programs
regarding receiving Highway Safety Improvement Program(HSIP)funding for
safety projects. The Six-Year Program will be revised due to this. Mike added that
HSIP Safety Enhancement funds have been awarded as well for guardrail retrofit of
existing structures,horizontal curve analysis,and signpost reflective panels. These
projects are planned for 2023,2022,and 2025.
• Loretta shared a Private Line Occupancy Permit for David Sweet parcel#32207-50-
00915 at 21951 NE North Shore Road. Approved to move forward.
10:00 A.M. Economic Development Council—Jennifer Baria
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Jennifer shared the grant program will move forward with ARPA funding mid-
October. Past grants are usually open for 3-4 weeks depending on the number of
applications received. Currently two businesses have expansion projects. The Port
of Shelton has a curb funding application for additional site work. For the holidays,
the plan is to build awareness of shopping local. The conversation is being started
regarding partnership on utility infrastructure. A Memorandum of Understanding
was signed for Economic Development District Redevelopment. Four recruitment
projects came in,two are moving forward. One is looking for 50+industrial acres
for forest-based products. Elections have opened.
10:15 A.M. BREAK
10:30 A.M. District Court—Judge Steele
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Judge Steel discussed the 2021 District Court budget status. The interpreter budget,
as of the end of August,has expended 85.6%of the budget. The Court is obligated
to provide an interpreter,however there are strict state-mandated regulations for 20-
minute long breaks. This has pushed the interpreter calendars out to a point where it
is no longer possible to finish them in a reasonable amount of time. Additionally,
more languages are needing to be provided such as Hungarian,Mandarin,Cantonese,
Russian,Korean,and others. For the Judge Pro-tem budget,95.5%has been
expended. Jury trials were restarted during the pandemic;however,it was not
possible to conduct every trial during trial week. The primary duty is to see that all
parties receive a fair trial. A pro-tem was needed to cover other calendars. Currently
there is$23.75 left in that budget. For the Dispute Resolution budget,85.6%has
been expended. For Witness Fees, 143.9%has been expended. This is due to the
number of jury trials and the Court must pay witness fees$10.00(daily rate and
mileage)to those subpoenaed for a trial. Cmmr.Neatherlin shared that each
department is allowed to move over$15,000 from another line item. Patsy Robinson
shared that District Court is at 72.4%of its budget and to be on track it should be at
70.8%. A budget change request has been submitted to Jennifer Beierle highlighting
the aforementioned items. Dispute Resolution is revenue based and as of the report
printed this morning,$10,980 has been brought in. The expenses,which include
money out from December of 2020,is$12,235. Jennifer shared that there is$12,500
in computer purchases that were originally paid for by IT which needs to be code
corrected but District Court does not have the budget for it. Frank added that ARPA
funding could potentially be used for COVID-related Court costs.

4:00 P.M. Executive Session—RCW 42.30.110(1)(g)Review of Qualifications of County
Administrator Applicants
Commissioners Neatherlin, Shutty,and Trask met in Executive Session to review
the qualifications of County Administrator Applicants from 4:00 p.m.to 4:30 p.m.
Also in attendance was Frank Pinter,Diane Zoren,and Steve Worthington. No
decision was made.
