A permanent certificate, completed by the owner, builder or registered design professional, shall be posted within three
feet of the electrical distribution panel.The certificate shall list the predominant R-values of insulation installed in or on
ceiling/roof, walls, foundation (slab, basement wall, crawlspace wall and/or floor), and ducts outside the conditioned spaces;
U-factors for fenestration; and the solar heat gain coefficient(SHGC)of fenestration. Where there is more than one value for
each component, the certificate shall list the value covering the largest area. The certificate shall list the type and efficiency
of heating, cooling, and service water heating equipment, duct leakage rates including test conditions as specified in WSEC
Section 105.4, and air leakage results if a blower door test was conducted.
Building envelope air leakage control shall be considered acceptable when tested to have an air leakage less than 5 air
changes per hour when tested with a blower door in accordanve with IECC/.WSEC Section R402.4.
The blower door test results shall be recorded on the permanent certificate required located near the electrical distribution
panel. Air leakage testing is not required for additions less than 750 square feet. Reference IECC/WSEC R401.3.
Compliance certificates are available online at the WSU Energy program website titled, "WSEC 2015 Certificate"and are
available in Y4 or'/2 sheets. The Mason County Permit Center will also have some available.

* All permits expire and become invalid 180 days after permit issuance.At the time of all required inspections,the permit will
restart the 180 days as a continuance of the permit. If work is suspended or abandoned for 180 days or more the permit will
become invalid and will be cancelled.
The Building Official may extend a permit for a period not exceeding 180 days, upon the receipt of a written extension
request. The Building Official may grant no more than one extension for each permit.The document must indicate that
circumstances beyond the control of the permit holder that have prevented action from being taken.
It is Mason County policy to allow one progress inspection per permit.A progress inspection must demonstrate a substantial
progress to the next required inspection. Inactivity on the project will not be granted a progress inspection.

* All approved plans are required to be on-site for inspection purposes. If an inspection is called for and plans are not
available on site,then approval will not be granted. In addition, a re-inspection fee(refer to current fee schedule, minimum 1
hour)will be charged and must be collected by the Building Department prior to any further inspections being performed or
approvals granted.

* A Road Access Permit or Approval must be granted by the Mason County Department of Public Works. For more
information contact Public Works, at(360)427-9670, ext.450.The building permit will not be"finaled" until the permit holder
can show proof that the access permit from Public Works has been "finaled"and approved.

" A Mason County Stormwater Management Worksheet was completed and signed as part of this building permit
application. Design, sizing, placement, inspection and maintenance of stormwater management systems shall be the
responsibility of the owner/agent of the developed parcel. It is the owner/agent/contractor's responsibility to ensure that
Mason County Department of Public Works has approved the stormwater site plan for this parcel prior to the commencement
of any development activities. *NOTE if Stormwater Management option"A°was selected on the Small Parcel Stormwater
Management Application/Worksheet the document entitled"Managing Storm Drainage on Small Lots,The Small Parcel
Stormwater Site Plan" constitutes an approved plan based on the criteria listed on the application/worksheet. If the
development has, or will have, a septic/drainfield system you are responsible for contacting Mason County Division of
Environmental Health to ensure that the stormwater system will not adversely affect the septic system of this, or any other,
parcel. You may also wish to consult with the septic design professional involved with the project. By calling for a final
inspection of the building permit the owner/agent/contractor is acknowledging that all components of the stormwater
management system have been installed as approved on the stormwater site plan. X
* The plan review check list and corrections are part of the approved plans and must remain thereto. It is the responsibility
of the applicant to make the corrections indicated on the plans. Once the plans are marked"APPROVED", they shall not be
changed or altered without authorization from the Building Official. The permit holder is responsible to retain the complete
approved set of plans on site for the duration of the project. Failure to comply and/or removal of approved documents will
result in failure of required building inspections.

* Installation of heating equipment in a single-family residence shall meet the requirements of the current IECC/WSEC
R403, applicable sections of the IRC, and IMC.
Heating equipment shall be sized in accordance to ICC/WSEC, Section R403.6. Heating and design load calculations for the
purpose of sizing HVAC systems are required and shall be calculated in accordance with accepted practice, including
infiltration and ventilation. Design calculations shall be available for inspection during inspection.
Referencing IRC M1601.4, all ducts, air handlers,filter boxes, and building cavities shall be sealed. All joints of duct
systems and seams shall be made substantially air tight by means of tapes, mastics, liquid sealants, gasketing or other
approved closure systems. Closure systems used with rigid fibrous glass ducts shall comply with UL181A and shall be
marked 181A-P for pressure-sensitive tape, 181A-M for mastic or 181 A-H for heat-sensitive tape. Closure systems used
with flexible air ducts and flexible air connectors shall comply with UL181 B and shall be marked 181 B-FX for pressure-
sensitive tape or 181 B-M for mastic. Duct connections to flanges of air distribution system equipment or sheet metal fittings
shall be mechanically fastened. Mechanical fasteners for use with flexible nonmetallic air ducts shall comply with UL 181 B
and shall be marked 181 B-C. Crimp joints for round metal ducts shall have a contact lap of at least 1-1/2 inches(38 mm)
and shall be mechanically fastened by means of at least three sheet-metal screws or rivets equally spaced around the joint.
Closure systems used to seal metal ductwork shall be installed in accordance with the manufacturer's installation
instructions.
Duct tape is NOT permitted as a sealant on any ducts.When ducts are located in unheated spaces the ducts hall be
insulated to R-8
DUCT TIGHTNESS TESTING shall be conducted by person(s)trained to perform such testing. A signed affidavit
documenting test results in accordance to IECC/WSEC Section R403.3.3 shall be provided to the Mason County Building
Department prior to the final occupancy inspection. Affidavit forms are available on at the WSU-Energy Program website
titles, "Duct Leakage Affidavit"or"Duct Leakage Testing Results(Existing Construction)." Duct tightness testing is not
required if the air handler and all ducts are located within the heated space.

* The international code requires a fire apparatus access road for every facility, building, or portion of a building that is more
than 150'from an approved access road. Roads are required to meet the minimum Mason County Fire Marshal standards
for Fire Apparatus Access Roads up to the point where such roads connect with a county maintained public road or to
another fire apparatus access road which connects to a county maintained public road.

Per Mason County Code,Title 14,Chapter 14.48 a stormwater site plan is required whenever a building application is
made for residential development,or redevelopment',with more than 2,000 square feet of impervious surface'.

Open loop water source heat pump with a maximum pumping hydraulic head of 150
feet and minimum COP of 3.6

3d HIGH EFFICIENCY HVAC EQUIPMENT 3d: 1.0
Ductless Split System Heat Pumps,Zonal Control:In homes where the primary space
heating system is zonal electric heating,a ductless heat pump system shall be installed
and provide heating to the largest zone of the housing unit.
To qualify to claim this credit,the building permit drawings shall specify the option
being selected and shall specify the heating equipment type and the minimum
equipment efficiency.
4 HIGH EFFICIENCY HVAC DISTRIBUTION SYSTEM: 1.0
All heating and cooling system components installed inside the conditioned space.
This includes all equipment and distribution system components such as forced air
ducts,hydronic piping,hydronic floor heating loop,convectors and radiators.All
combustion equipment shall be direct vent or sealed combustion.
For forced air ducts:A maximum of 10 linear feet of return ducts and 5 linear feet of
supply ducts may be located outside the conditioned space.All metallic ducts located
outside the conditioned space must have both transverse and longitudinal joints sealed
with mastic.If flex ducts are used,they cannot contain splices.Flex duct connections
must be made with nylon straps and installed using a plastic strapping tensioning tool.
Ducts located outside the conditioned space must be insulated to a minimum of R-8.
Locating system components in conditioned crawl spaces is not permitted under this
option.
Electric resistance heat and ductless heat pumps are not permitted under this option.
Direct combustion heating equipment with AFUE less than 80%is not permitted
under this option.
To qualify to claim this credit,the building permit drawings shall specify the option
being selected and shall specify the heating equipment type and shall show the
location of the heating and cooling equipment and all the ductwork.

5a EFFICIENT WATER HEATING 5a:
All showerhead and kitchen sink faucets installed in the house shall be rated at 1.75
GPM or less.All other lavatory faucets shall be rated at 1.0 GPM or less.`
To qualify to claim this credit,the building permit drawings shall specify the option
being selected and shall specify the maximum flow rates for all showerheads,kitchen
sink faucets,and other lavatory faucets.
5 b EFFICIENT WATER HEATING 5b: 1.0
Water heating system shall include one of the following:
Gas,propane or oil water heater with a minimum EF of 0.74
or
Water heater heated by ground source heat pump meeting the requirements of Option
3c.
or
For R-2 occupancy,a central heat pump water heater with an EF greater than 2.0 that
would supply DHW to all the units through a central water loop insulated with R-8
minimum pipe insulation.
To qualify to claim this credit,the building permit drawings shall specify the option
being selected and shall specify the water heater equipment type and the minimum
equipment efficiency.
5c EFFICIENT WATER HEATING 5c: 1.5
Water heating system shall include one of the following:
Gas,propane or oil water heater with a minimum EF of 0.91
or
Solar water heating supplementing a minimum standard water heater.Solar water
heating will provide a rated minimum savings of 85 therms or 2000 kWh based on the
Solar Rating and Certification Corporation(SRCC)Annual Performance of OG-300
Certified Solar Water Heating Systems
or
Electric heat pump water heater with a minimum EF of 2.0 and meeting the standards
of NEEA's Northern Climate Specifications for Heat Pump Water Heaters
To qualify to claim this credit,the building permit drawings shall specify the option
being selected and shall specify the water heater equipment type and the minimum
equipment efficiency and,for solar water heating systems,the calculation of the
minimum energy savings.
5d EFFICIENT WATER HEATING 5d: 0.5
A drain water heat recovery unit(s)shall be installed,which captures waste water heat
from all the showers,and has a minimum efficiency of 40%if installed for equal flow
or a minimum efficiency of 52%if installed for unequal flow.Such units shall be
rated in accordance CSA B55.1 and be so labeled.
To qualify to claim this credit,the building permit drawings shall include a plumbing
diagram that specified the drain water heat recovery units and the plumbing layout
needed to install it and labels or other documentation shall be provided that
demonstrates that the unit complies with the standard.
6 RENEWABLE ELECTRIC ENERGY: 0.5
For each 1200 kWh of electrical generation per each housing unit provided annually
by on-site wind or solar equipment a 0.5 credit shall be allowed,up to 3 credits.
Generation shall be calculated as follows:
For solar electric systems,the design shall be demonstrated to meet this requirement
using the National Renewable Energy Laboratory calculator PVWATTs.
Documentation noting solar access shall be included on the plans.
For wind generation projects designs shall document annual power generation based
on the following factors:The wind turbine power curve;average annual wind speed at
the site;frequency distribution of the wind speed at the site and height of the tower.
To qualify to claim this credit,the building permit drawings shall specify the option
being selected and shall show the photovoltaic or wind turbine equipment type,
Provide documentation of solar and wind access,and include a calculation of the
minimum annual energy power production.
a.Projects using this option may not use Option la,lb or 1c.
b.Projects may only include credit from one space heating option,3a,3b,3c or 3d.When a housing unit has two pieces of
equipment(i.e.,two furnaces)both must meet the standard to receive the credit.
