Mason County Civil Service Commission Meeting Minutes May 20, 2021 The regular meeting was called to order at 5:00 p.m. virtually via the Zoom platform by Chairperson Ickes. Attendance: Susan Ickes, Chair; Mark Nault, Commissioner Others: Jason Dracobly, Kevin Hanson, Sheryl Hilt and Becky Rogers. 1. Approval of Minutes: April 15, 2021 regular meeting minutes. Cmmr. Nault/Ickes moved and seconded to approve the April 15, 2021 minutes. Motion carried unanimously. 2. Correspondence - Letter from Danielle Drogmund requesting the promotional eligibility list terminate in June at the end of the one year. Ms. Drogmund was notified that at the regular Civil Service meeting in April, the eligibility list was extended for an additional year to 2022. 3. Chief Examiner Update 3.1. Position Tracking - Seven (7) vacant funded positions: Corrections - 5; Patrol -1; Support Specialist 2. 4. Sheriff's Office Update 4.1. Corrections - Chief Hanson reported there will be a corporal position open at the end of May, due to an employee leaving the Sheriff's Office. He requested the eligibility list for Corrections Corporal. It is anticipated the County Commissioners will fund one more Corrections position in 2022 for transports to Building 10 (old Olsen building). District Court's move to that location will require 1.3 FTE corrections staff to manage the additional transports. The Jail Study is again moving forward after it stopped due to COVID-19. They are working on locations for the proposed jail. 4.2. Patrol - Chief Dracobly announced that a new Deputy Sheriff was hired on Monday and will be attending the Academy as soon as possible. There is one vacant position in Patrol. One candidate is in backgrounding. Next week, the County Commissioners will be considering approval of another FTE for a second Evidence Technician position. The position would be responsible for managing and handling digital evidence. In addition, the County Commissioners will vote on approval of body and in-car video recording systems for the Sheriff's office. Mason County Civil Service Commission Meeting Minutes May 20,2021 Page 2 4.3. Support Staff - Sheryl Hilt stated the newly hired Financial Assistant is a great fit for the Sheriff's Office. 5. Special Meeting - A special meeting will be held on June 10, 2021 at 5 pm to address the new Evidence Technician position. 6. Attendance: Susan Ickes, Chair; William Kendrick, Vice-Chair; and Mark Nault, Commissioner Others: Tami Beyer, Sheryl Hilt, Kevin Hansen, and Becky Rogers. 1. Approval of Minutes: June 10, 22 & July 1 special meeting minutes. Cmmr. Nault/Kendrick moved and seconded to approve the June 22 regular meeting minutes and July I special meeting minutes. Position Tracking - Deputy Corrections - 5; Deputy Sheriff - 1; Evidence Technician - 1; Support Specialist II - 1 2.2. Evidence Technician - New Position Job Posting closed on July 7, 2021. It will proceed with a skills test and then oral board interview. 3. Sheriff's Office Update 3.1. Corrections 3.1.1. Hiring Incentive - Chief Hanson stated that two of the County Commissioners are in favor of including a hiring incentive for the corrections deputy position -- $5k signing bonus and $5K bonus after three years. He felt this should come from the Civil Service Commission. Cmmr. Nault asked where the funding would come from for the bonuses. Chief Hanson stated that HR/Civil Service could request the County Commissioners for the funds, if there are not sufficient funds in the budget. Chair Ickes questioned if the bonus for Corrections division would set a precedent that would apply to Patrol division also. Chief Hanson responded this would need to be handled on a case-by-case basis. The Patrol division is not struggling to obtain enough applicants for the entry level Deputy Sheriff position. If necessary, they could go to the County Commissioners. Chair Ickes questioned if Mason County is eligible for grants from the state to help with recruitment. Chief Hanson responded that the County Commissioners have indicated there is a funding stream (with the American Rescue Plan Act (ARPA)) that may be available. Kendrick/Nault moved and seconded to approve the signing bonus for Corrections Deputy, $5K signing bonus and an additional$5K bonus after three years. Motion carried unanimously. 3.1.2 Program Changes - The Alternative Sentencing Program (ASP) is housed in the middle of the inmate living are. The ASP is the home monitoring day work release program. The three community service officers (CSO) and their supervisor are being moved to the modular courthouse. That will open up space in the jail to general custody inmates and will increase the population. 3.1.3 Pending Grievance. 3.2. Patrol - Chief Beyer stated they are looking forward to the new Evidence Technician position in preparation for the anticipated dash cam and video cams. Chair Ickes questioned when the equipment will coming. Chief Beyer reported the equipment is back ordered. They are hoping within the next few months. They anticipate this before the end of the year. 3.3. Support Staff - Chief Beyer stated they are working on the process for the Support Specialist promotion in place testing. 4.
