You must post this letter in a public service area as your temporary operating permit. If
you do not receive your Business License with liquor endorsements in 15 days, please contact
Department of Revenue's Business Licensing Service/Specialty Licenses at (360) 705-6744.
You are reminded that all employees must have a valid MAST permit within 60 days of
employment.
Persons under 21 years of age are not permitted in the lounge, except for musicians or
employees who qualify under RCW 66.44.316. "Minors prohibited" signs must be posted at all
restricted area entrances, and other locations as necessary, to clearly mark restricted area
boundaries.
Beer to be sold under this license must be purchased from a beer distributor or brewery.
Wine sold under this license may be purchased from another retailer with a Wine Retailer
Reseller endorsement.
If you purchase spirits from a Spirits Retailer licensee, you must keep records by stock-
keeping unit (SKU) of all your purchases, including the identity of the seller and the
quantities purchased.
At this time, Board approval is not required for music, dancing, and other entertainment at your
premises. If you wish to continue these activities in the dining area after 11 p.m., you must

either, 1) request Board approval to reclassify the dining area to a lounge, thus restricting
persons under 21 years of age, or 2) notify the Board Licensing and Regulation Division in
writing at least 48 hours in advance that the sale, service, and consumption of liquor will end in
the dining area at 11 p.m.
Your request to provide service in your outside area is approved subject to the following
conditions:
1 . You must own or have leasehold rights to the area where liquor will be served.
2. If food service is required, it must be available in the outside area when liquor is being
served.
3. The outside service area must be enclosed with a 42" barrier. Entrances to the outside area
may not be wider than ten feet. If a licensee has more than one entrance along one
wall/side, the total of all entrance areas on that side may not exceed ten feet. If the interior
access into the premises is restricted (bar/lounge) or the entire premises is restricted, minor
restriction signs must be posted.
4. Alcoholic beverages must be prepared in the liquor service area of the premises.
5. An employee must be responsible for control of the area when liquor is being served and
consumed.
6. Lighting in the outside service area must comply with WAC 314-11-055.
7. The Board may withdraw this approval if problems arise.
When applicable, you are obligated to meet all other requirements of state, county, and city
laws and ordinances (such as sanitation, zoning, fire, safety and building codes, etc.).
Alterations or changes in ownership require prior Board approval. If you wish to make
such changes, please contact our office for assistance.
Your liquor license can now be renewed online through Department of Revenue's Business
Licensing Service. Information on how to do this will be included on your renewal notice.

veterans. The Veterans Advisory Board oversees the rules governing both itself and these funds, and makes
recommendations to the County Commissioners for the budgeting of the funds. Additionally, the Board assists the
County Veterans Service Officer with maintaining records of each Assistance Fund applicant, and helps to compile a
yearly report for the County Commissioners.

I was recently the Okanogan County Veterans Service Officer and worked closely with the Veterans
Advisory Board there, and as such am very familiar with the Veterans Assistance Fund. Please feel

2021 Notice regarding DNR Urban/Transition Lands Property
You are receiving this notice in compliance with RCW 79.19.100, which directs the Washington
State Department of Natural Resources (DNR) to contact local jurisdictions on an annual basis to
facilitate cooperative land use planning initiatives regarding lands within or adjacent to urban
growth areas. DNR manages lands within these areas for the maximum effective development
and use of such lands as directed by RCW 43.30.215.
DNR manages approximately 3 million acres of uplands across the state,held in trust for several
named beneficiaries, to generate revenue for school construction, social and health services, and
other county and local services.
A majority of DNR's trust property is managed for commodities such as timber and agriculture.
As local zoning and comprehensive plans alter the highest and best use of these properties, our
management strategy is to reposition these assets to achieve the highest market return, either
through disposition or ground lease, on behalf of the underlying trust beneficiary. Based on this
strategy, DNR management activities for these particular parcels may include, but are not limited
to, the following activities:
1) Interim uses—current and moderate timber or agriculture activities for maintenance
purposes or continued short-term timber harvests or agricultural leasing.
2) Planning activities—annexations, rezones, comprehensive plan amendments,boundary
line adjustments, public utility extensions, short plats or large lot subdivisions.
3) Commercial ground leasing to private sector entities or brokerage firms upon completion
of 2) above, as necessary.
4) Disposition—direct sale to public agencies, public auction, or commercial land exchange
upon completion of 2) above, as necessary.
DNR will continue to manage these lands in accordance with all local land use regulations, but
wanted to ensure that we communicated to you our management strategies related to these
Urban/Transition Lands, and particularly our responsibility as trust fiduciary. Here is a link to

RE: Mason County Board of Equalization Membership
The Board of Mason County Commissioners is seeking applicants to fill an alternate
position on the Mason County Board of Equalization. The three-year term ends on May
31, 2023. Applicants must reside in Mason County.
The Board of Equalization is a three-member board appointed by the Mason County
Commissioners. Two alternate members may also be selected. The Board's
responsibility is to ensure that all property valuations are at 100% of market value, so
equitable tax assessment can be established.
Taxpayers may appeal their assessments, including assessments of real and personal
property, forest land, timber, and open space. The Board also considers denial of senior
citizen property tax exemptions. Taxpayers can file a petition with the Board of
Equalization and a hearing will be scheduled to present their appeal of their assessment
for timely filed and completed petitions.
Depending on the number of appeals heard each year, the Board may meet up to three
days a week, throughout the year. Board members are paid a per diem, currently $100
per day, when in session.
As required by RCW 84.48.042, the successful applicant must attend training, provided
by the Washington State Department of Revenue, within one year following appointment
or reappointment.

Mason County Parks Department is recruiting an on-site Park Host / Caretaker for Walker
Park. The County provides a free 2-bedroom / 2 bath modular home, water service, power
service, and septic at no charge. Caretakers are responsible for opening and closing the
park, site security, customer service, cleaning restrooms, and light maintenance duties in
return for residence and utilities. There is no salary or pay associated with this opportunity.
Mason County Parks and Trails is looking for a person(s) who are willing to work nights,
weekends and holidays, can physically make rounds of the park and have good
communication and customer service skills including the ability to remain calm and friendly
when confronted with problems.
Walker Park is located in Shelton on Walker Park Road. The park has child playground,
nature areas, a picnic shelter, basketball court and restrooms. Caretakers need to be
present in the evenings Monday-Friday and all day on weekends year-round.

• Dawn Twiddy shared there is an opening on the Board of Equalization and the Board agreed
to move Brenda Hirschi into that position and to fill the alternate position.
• Ross McDowell shared a position will be open in IT,David is retiring in February and Ross
would like to hire a new staff in November to train with David. Approved to move forward.
• MCRA Park Host request to add Reid Yamasato to the contract with Shelly Warren.
Approved to move forward.
• TJ Cannon discussed the internet outage that happened last Monday and looking into quotes
for more IT storage space.
• Frank reviewed the project list for ARPA funding.The County is receiving$11 million in
funding with just over$6M available now and the Commissioners have approved$5.1M.An
updated spreadsheet was reviewed;it was agreed to leave the award for MCSO body cameras
at$700K. Frank asked the Board to review the requests and it will be brought back.
• Jenn Beierle provided information for the rewrite of the Chart of Accounts to remove
duplicates,refine BARS numbers,implement position tracking/control,implement Executime
a time keeping system. Approved to move forward. Estimate to implement in January 1,
2022 and we have the manpower to do this.
• Shelton Rotary via Paddy McGuire has requested the use of Building 10 parking lot for a one-
time community garage sale. Cmmr.Neatherlin would prefer no use of County staff. Frank
will reach out with an agreement and provide the insurance requirements.
• Diane Zoren presented the LTAC recommendations to issue RFP's for the Welcome Center
concept,tourism development and festival support that includes support of the Wild Side
guide book,and visitor information center services. Welcome Center to issue RFP for
professional services contract up to$100k to take the feasibility study to the next step to move
forward. Approved to move forward.
• Cmmr.Neatherlin brought up having funding available in the Coroner's budget to help with
clean up in the event of a suicide. The Commissioners agreed and Cmmr.Neatherlin will talk
to the Coroner.
10:00 A.M. Community Services—Dave Windom

• Drought recovery plan,sent to PUD1. Plan written in 2014 and is out of date,looking at
updating list of water systems.
• COVID cases are increasing,the Delta variant more transmissive.

• Mike Collins stated the Homer Adams Road will be closed August 23 to September 3 for
culvert replacement. An arrangement is in place with Green Diamond for residents and the
post office has been informed.

• Richard Dickinson requested a public hearing be set to consider an amendment to the
Comprehensive Solid Waste Management Plan. Contamination reduction and outreach
program for recycling. Must be adopted by September 30,2021. Reviewed twice by SWAC
Board. Ecology is reviewing and copy will be sent to City of Shelton today.
• Mike provided information on several road projects they are working on in the next couple of
weeks.
11:00 A.M. Sheriff's Office—Undersheriff Adams,Chief Hanson,Chief Spurling
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Chief Dracobly shared information on changing access to Sheriff's Office front office.They
will have secure front doors that will have to buzz public into the lobby. Estimated cost is
$7K and Kelly Frazier is aware of the project. Approved to move forward.
• Request for ARPA funds to replace less lethal hardware and ammunition to be in compliance
with new reform laws recently enacted by the State.Pepper ball used as standoff tool to
disable someone.Can't use 12-gauge shotgun with bean bags anymore. Need to use a tool
that is not a firearm. This is air-driven similar to paintball gun. SWAT has to convert to
pepper spray grenades to fit criteria.
• Chief Hanson brought forward the request to offer a$5K hiring bonus for corrections
deputies. It is a struggle to find qualified candidates for corrections position and the proposal
is to offer a$5K hiring bonus and after 3 years would receive another$5K bonus. Currently
there are five open positions and another deputy is leaving in a few weeks. This will apply to
new hires.Frank will bring forward a MOU with the labor union.

Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Frank Pinter presented information on a reorganization of Support Services and a County
Administrator position has been created. Also created is a Budget&Finance Manager,
Central Services Manager and Human Resource Administrator. It is anticipated that the
briefing process will continue.
• Diane Zoren announced that the County has purchased the Gov QA Record Management
software for all County offices. It's the same software the Sheriff's office has used. The
software will create the JLARC report and staff training will be available.
• Jennifer Beierle reviewed the 2022 budget process and budget workshops will start in the fall.
• Jenn then explained the MUNIS expansion and clean up of the Chart of Accounts.
• Dawn Twiddy provided information on the WA State Long Term Care Trust Act. A new
payroll tax will be implemented in January 2022;an opt-out option is available this fall if the
person purchases private long-term care insurance.
• Frank announced the establishment of the Mason County Information Technology Steering
Committee which consists of the Information Technology Manager,the Network Engineer
and a Commissioner. Their first meeting is August 11.
• Updates from Elected Officials and Directors: Auditor McGuire—tomorrow is election day;
Judge Steele—getting ready for jury trials;Patsy—running two courts on Monday,Thursday
and Friday;Prosecuting Attorney Dorcy—working on backlog and filling staff positions;
Clerk Fogo—Therapeutic Courts has relocated to Building 6;hope to start processing
passports soon;Sheriff thanked area command for the COVID work;Frank announced he will
be retiring the end of October and we hope to interview for the County Administrator position
soon;Dan Teuteberg announced the Grays Harbor Fair is this week and they are filling the 4-
H Coordinator position;Diane asked to cancel the August 9 briefing,which was approved;
Assessor McLean—notice of valuations went out; Leo Kim—state audit will be starting soon;
Jim Madsen—dispute resolution center process will be used for renter eviction issues;still
requiring masking in the court facilities; Dave Windom talked about Community Services
business—permit applications are up;enforcement cases are up;CDC recommends to mask
when indoors,hiring accounting staff and a water Planner.

a. Emergency Restrictions for Fireworks (Exhibit A, Resolution # 2021-039)
Dave Windom shared that he met on June 28, 2021 with representatives from North Mason Fire,
Department of Natural Resources (DNR), and Emergency Management to discuss this
unprecedented weather. These conditions meet the requirement of Mason County Code 14.19.050
limiting fireworks based on fire hazard. The recommendation is to ban fireworks except from 6 p.m.
to midnight on July 4, 2021. This will not restrict the sale of fireworks.
Matt Caldwell, from DNR, commented that the fuel moisture content for the central lowlands is
between 7 and 16% depending on the fuel size. Both the energy release component and the
spread/ignition component are in the 99th percentile. Staffing levels are at a five which is the
highest staffing level. The US Forest Service is at a"moderate"fire level which allows recreational
fires but no fireworks.
Beau Bakken, North Mason Fire Department, shared that staffing is doubled for this coming
weekend as well as Memorial Day and Labor Day. The recommended six-hour window will allow
Departments to focus on fire attention on one day instead of five or six.
Mike Patty, Fire Chief, discussed concerns about dry conditions and encourages the ban on
fireworks. The enforcement process includes doing a fire investigation report and a Sheriff's
incident report.
Ross McDowell, Duty Officer for Emergency Management, will be available to coordinate with Fire
Departments if there is a need.
Herb Gerhardt mentioned economic impact for individuals and places that rely on funds from
firework sales.
Brian Smith shared his support for the fireworks ban.
Cmmr. Trask/Shutty moved and seconded to approve to prohibit the discharge of
fireworks except from the hours of 6 p.m. to 12 midnight on Sunday,July 4, 2021
which does not include licensed and insured commercial displays of fireworks.

Surf Fiber Buildout for $313,556 and the Eldon Fiber Buildout for $501,932. Both are joint
projects with Mason County Public Utility District # 1 (PUD1) and will also allow HCC to upgrade
power and underground facilities.
Chriss Clifford shared his support of the PUD1 Agate Beach Water System Mainline Replacement
project using ARPA Funding.

Marissa Watson shared the applicant for proposed rezone is Bruce Lund from Lund Custom
Machining, Inc and is represented by Paul Knutzen. This parcel is located near the Dayton
Hamlet and was the location of an old logger's bar and grill which was recently demolished.
The application was received on April 29, 2021. On June 21, 2021 the Planning Advisory
Commission (PAC) unanimously approved the recommendation to rezone this parcel. A State
Environmental Policy Act(SEPA) checklist and a Determination of Non-Significance (DNS) was
issued on May 10, 2021. General comments were received by PUD3 and the Department of
Ecology. There were no public comments and all notices were sent out. Staff believes this
rezone meets criteria and recommends approval.
Paul Knutzen, an engineer in Eastern Washington, shared this location was an old restaurant
that his cousins ran. The current zoning would not allow Bruce to run his new family-owned
business. The plan is to keep the existing footprint of the building, about 4,000 square feet, to
put in a machine shop and employ 7-14 individuals. There will not be high traffic and this
business will generate tax revenue for the community.

10.2 Public Hearing to approve an Ordinance establishing a 25-mile per hour speed limit on Snider

Mike Collins shared that the existing road surface was a mixed surface of gravel and chip seal.
This summer, Snider Road was converted to asphalt and no longer meets the criteria for a
primitive road therefore requiring it to have warning signs. The engineering group established
the recommended speed of 25-miles per hour.

ITEM: Information Technology position to replace retiring staff
BACKGROUND:
Mason County Information Technology will be losing David Coughlin February 28,
2022 to retirement, we wish him well and will miss him. We would like to hire his
replacement to give David and other IT staff time to train and pass along David's
institutional knowledge. The training time is needed to educate and familiarize the
new staff person with components of the Information Services Technician's job tasks,
Mason County Information Technology procedures / policies, and acquire as much of
David's knowledge and expertise with desktop solutions.
We are asking to hire an entry level staff position (Information Service Tech) at step 1,
starting November 1, 2021 to start a 4-month training period and then continue as a
full-time staff member after February 28, 2022 when a System Administrator retires.
BUDGET IMPACTS:
The staff position can be funded from the existing 2021 budget for 2 months by
moving operating budget to salaries & benefits. The beginning 2 months of 2022 will
come from the IT beginning fund balance. After that, the new staff position will be
paid from the IT budget while a System Administrator position will not be funded.
RECOMMENDED ACTION:
Request approval to hire and post a full time Information Services Technician position
starting November 1, 2021 using current IT funds and retain the Information Service
Technician position for 2022 to replace the retiring the System Administrator position.

Background: Mason County receives funds from room taxes imposed on lodging
facilities. These funds can be expended for activities established by and eligible under
State law. Tourism promotion is defined under RCW 67.28.080 as"...activities,
operations, and expenditures designed to increase tourism, including but not limited to
advertising, publicizing, or otherwise distributing information for the purpose of
attracting and welcoming tourists; developing strategies to expand tourism; operating
tourism promotion agencies; and funding the marketing of or the operation of special
events and festivals designed to attract tourists."
The local lodging tax advisory committee must select the candidates from amongst the
applicants applying for use of lodging tax and provide a list of such candidates and
recommended amounts of funding to the municipality for final determination. The
municipality may choose only recipients from the list of candidates and recommended
amounts provided by the local lodging tax advisory committee.
Budget Impacts: LTAC recommends the following allocations of the lodging tax
revenue: 63% for tourism development/promotion including festivals and small
events; 20% to VIC's; 15% to Welcome Center and 2% to Reserves.
RECOMMENDED ACTION: Approval to call for request for proposals (RFP) for 2022

Visitor Information Centers in Mason County
I. Introduction and Summary
Mason County, Washington is requesting proposals from qualified firms (Defined in RCW 67.28.1816
"...tourism-related facilities owned or operated by nonprofit organizations described under 26 U.S.C. Sec. 501(c)(3) and
26 U.S.C. Sec. 501(c)(6) of the internal revenue code of 1986, as amended") for providing visitor information services
to travelers planning to or in the process of visiting Mason County for recreational purposes. Services shall be
provided at locations within the County that provide convenient ingress and egress, high visibility, on major
tourist transportation corridors and offer a clean, welcoming environment.
It is anticipated that multiple contracts will be awarded. Total amount awarded for all Visitor Information
Centers (VIC) is up to $104,000 of lodging tax revenues. This is for services commencing January 1, 2022.
Visitor information services will be provided at the direction of the Mason County Board of Commissioners
under the advice of the Mason County Lodging Tax Advisory Committee. All County contracts require
approval of the Mason County Board of Commissioners.

Contract Terms: Contracts will be awarded for one year with an option for renewal. Contract performance
review will occur annually.
Insurance Requirements. All insurance provided shall be primary and non-contributory.

II. Statement of Need
Mason County, Washington is in need of contractors to provide visitor information services to travelers
planning to or in the process of visiting Mason County for recreational purposes. Services shall be provided at
locations within the County that provide convenient ingress and egress, high visibility, on major tourist
transportation corridors and offer a clean, welcoming environment.
Services provided shall include dissemination of printed recreational materials and direct assistance to visitors
from persons familiar with all parks, lodging, dining, retail and recreational establishments and services
available in Mason County. Contractors will be required to provide ongoing training for visitor service
providers to ensure thorough knowledge of and familiarization with services and amenities available in the
County. Respondents will be strongly encouraged to gain authorization to sell State Parks and/or National
Parks/Forests passes, guides and maps. Contractors will be required to provide updated information about
area events, lodging, dining and recreational experience opportunities to the County Tourism Marketing
Contractor. Contractors will be required to provide estimates and final numbers of visitors for annual reports
pursuant to Revised Code of Washington 67.28.1816 (2).
III. Form of Proposal
Respondent proposals should not exceed 10 pages, including attachments and should include:
1) Contact name, address,telephone number, and e-mail address.
2) Detailed description of proposed location including square footage of space dedicated to visitor
information services and hours of operation.
3) Statement of qualifications including experience in providing visitor information services.

5) A detailed budget of cost for providing visitor information location and services. No capital costs are

impacts to area businesses and to fulfill reporting requirements as defined in Revised Code of
Washington 67.28.1816 ii (c). All proposals shall include estimates of how this contracted service will
result in increases to people staying overnight, travelling 50 miles or more to Mason County, or coming
from another state or country to Mason County.
IV. Evaluation Criteria:
Proposals will be evaluated based on the following criteria. The evaluation criteria are subject to change
without notice.
1) Strategy for dissemination of visitor services (i.e. location, type of amenities, how will services be
provided,training of staff/volunteers).
2) What types of services are offered.
3) Experience providing visitor information services.
4) Strategy for maintaining familiarization of visitor amenities.
5) Hours of operation and level of staffing.
6) Cost of the proposal and the degree to which the budget reflects the requested activities.
7) Strategy to measure economic impacts to area businesses and methodology for tracking number of
clients served in accordance with Revised Code of Washington 67.28.1816(2).
V. Independent Contractor
It is the intention and understanding of the County that Vendor shall be an independent contractor and that
the County shall be neither liable for nor obligated to pay sick leave, vacation pay or any other benefit of
employment, nor to pay any social security or other tax that may arise as an incident of employment.
Contractor shall pay all income and other taxes as due. Industrial or other insurance that is purchased for the
benefit of Contractor shall not be deemed to convert this Contract to any employment contract. It is
recognized that Contractor may or will be performing services during the term of the Contract for other
parties and that the County is not the exclusive user of the Contractor's services.
VI. Prevailing Wage
If required by RCW 39.12, prevailing wages shall be paid. Contractor specifically agrees to comply with RCW
39.12 and to file all required forms, certifications, and affidavits necessary to comply with Federal and State

laws before final payment shall be made to the Contractor. The latest prevailing wage rate information is

Director of Tourism Development for Mason County
I. Introduction and Summary
Mason County, Washington is requesting proposals from qualified firms or individuals for tourism
development, marketing services and maintenance of the established tourism marketing campaign in Mason
County and to provide support for local festivals and events. This is for services commencing January 1, 2022.
The project will be completed under the direction of the Mason County Board of Commissioners under the
advice of the Mason County Lodging Tax Advisory Committee. All County contracts require approval of the
Mason County Board of Commissioners.
The anticipated award is up to $327,600 of County lodging tax revenues and an additional 15% of total
amount awarded will be budgeted for unanticipated services that may be available if recommended by the
Lodging Tax Advisory Board and approved by the Board of Mason County Commissioners. The contract
amount will include cost of production and distribution of marketing materials, media purchases, and
administrative costs; a minimum of 15% of the budget must be dedicated directly for local festival and event
marketing and support.

Proposals will be evaluated by the Lodging Tax Advisory Committee and respondents may be interviewed by
members of the committee. The committee will make recommendation for contract award to the Mason
County Board of Commissioners who will make final selection. Respondents should not lobby committee

Contract Terms. Contract will be awarded for two years (2022-2023) with an option for renewal. A
performance review will be conducted annually.
Insurance Requirements. All insurance provided shall be primary and non-contributory.
1) Comprehensive General Liability. $1,000,000 combined single limit per occurrence for bodily injury,
personal injury and property damage, $2,000,000 general aggregate;
2) Automobile Liability. $1,000,000 combined single limit per accident for bodily injury and property
damage;
3) Workers' Compensation. Workers' compensation limits as required by the Workers' Compensation Act
of Washington;
4) Consultant's Errors and Omissions Liability. $1,000,000 per occurrence and as an annual aggregate.
II. Statement of Need
Mason County, Washington is in need of tourism development and marketing services. The County wishes to
contract an experienced and qualified company or individual to continue the established multi-media tourism
marketing services that will result in increased tourism business and number of tourists to Mason County.
This includes maintenance of the existing Wild Side Guide. Contractor should develop collaborative
relationships with tourism related businesses and organizations resulting in additional amenities and/or
packages that enhance the visitor experience. Contractor will be required to assist area festival and event
organizers with marketing and promotion efforts of those events. It is expected that the Contractor will
devote a substantial amount of time (preferably fulltime) in Mason County to facilitate coordination between
tourism related services and businesses. Proposed marketing campaigns should integrate with the current
marketing campaigns developed and implemented with County lodging tax funds.

III. Form of Proposal
Respondent proposals should not exceed 15 pages, including attachments, and should include/address:
1) Contact name, address, telephone number, and e-mail address.
2) Development, support, coordination and marketing of Mason County tourism amenities and the visitor
experience that integrates the current marketing campaign collateral, brand, and materials into
proposed plan. Proposal should include plan for leveraging other tourism association marketing
opportunities resulting in additional amenities and/or packages which enhance the visitor experience.
3) Proposed strategy for providing outreach and marketing support for area festivals and events designed
to attract out-of-area visitors.
4) A detailed budget for the contracted services inclusive of travel, administration, sub-contracted
services, media development, and delivery with specific line items for festival and event marketing
totaling a minimum of 15% of the budget. The budget should also include print costs for any print
materials necessary to best serve visitors including, but not limited to, brochures, navigational maps,
and maps providing recreation/tourism information.

5) Plan and budget should also include proposed media outlets and corresponding
geographic/demographic targets with media delivery schedule. Media launches should be prepared by
March 2022 and delivered as per proposal.
6) Names, addresses, telephone numbers, and email addresses of clients for whom the respondent has
recently performed tourism promotion services including a sample of product(s) delivered.
7) Measures proposed to assess impact of contract performance including strategy to measure economic
impacts to area businesses and to fulfill reporting requirements as defined in Revised Code of
Washington 67.28.1816 ii (c). All proposals shall include estimates of how this contracted service will
result in increases to people staying overnight, travelling 50 miles or more to Mason County, or coming
from another state or country to Mason County.
IV. Evaluation Criteria:
Proposals will be evaluated based on the following criteria. The evaluation criteria are subject to change
without notice.
1) Development and marketing of Mason County tourism amenities utilizing existing marketing campaign.
2) How the proposal enhances the visitor experience.
3) Degree to which the budget reflects the requested activities and the cost of proposal. Considerations:
integration of current marketing campaign; leveraging other tourism association marketing
opportunities; dedicated festival and event marketing budget.
4) Media outlets and corresponding geographic/demographic targets and media delivery schedule.
5) Support for area festivals and events.
6) Amount of dedicated time in Mason County.
7) Clients for whom the respondent has recently performed tourism promotion services including a
sample of product(s) delivered.
8) Strategy to measure economic impacts to area businesses and methodology to fulfill reporting

V. Independent Contractor
It is the intention and understanding of the County that the Contractor shall be an independent contractor and
that the County shall be neither liable for nor obligated to pay sick leave, vacation pay or any other benefit of
employment, nor to pay any social security or other tax that may arise as an incident of employment.
Contractor shall pay all income and other taxes as due. Industrial or other insurance that is purchased for the
benefit of contractor shall not be deemed to convert this Contract to any employment contract. It is
recognized that Contractor may or will be performing services during the term of the Contract for other
parties and that the County is not the exclusive user of the Contractor's services.

VI. Prevailing Wage
If required by RCW 39.12, prevailing wages shall be paid. Contractor specifically agrees to comply with RCW
39.12 and to file all required forms, certifications, and affidavits necessary to comply with Federal and State
laws before final payment shall be made to the Contractor. The latest prevailing wage rate information is
available per the State of Washington, Department of Labor and Industries, Industrial Relations Division.

ITEM: SAN data storage purchase request for County IT
BACKGROUND:
On July 19th the Mason County Information Technology (IT) division received an alert
that the SAN was critically low on storage space. IT staff took immediate action, they
analyzed the data and freed up some storage room on the SAN servers.
On Monday, July 26th, the SAN was out of space due to regular back up which takes
8Tb. Systems started shutting down one by one. IT staff began using a back up
server but that became overwhelmed quickly too. IT staff call the vendor, Xiologic,
and with their assistance they were able to remove some duplicated date and free up
and reclaim some data space on the SAN.
After review the need for more space on the SAN for our increased data storage need
it was determined that we have two choices; one, increase the current SAN storage
(Utility Drive upgrade) with 10.3 TB which would last maybe 2 years or, two, replace
the 5-year old SAN with a new PowerStore 1000T SAN with 25.64 Tb of space (3-R750
servers) which would last for at least 5 years with expandable storage space available.
The quotes for the two options were sent to the IT Steering Committee for their
review / discussion of the options and to give the BOCC a recommendation. The IT
Steering Committee recommended that the BOCC approve the purchase of the
PowerStore 1000T SAN with 3-R750 servers which will last longer and can be
expanded for future needs.
BUDGET IMPACTS:
PowerStore 1000T quoted at $96,361.58 with 3 years maintenance included
3-R750 servers are quoted at $47,079.79 with 3 years maintenance included
Utility Drive upgrade quoted at $34,014.37 with 4-month maintenance included

ITEM: Approval to appoint Brenda Hirschi, as a regular member, to the Mason
County Board of Equalization to fill a vacant position with a term ending May 31, 2024.
Background: The Board of Equalization is a three-member board plus two
alternates appointed by the Mason County Commissioners. The Board's
responsibility is to ensure that all property valuations are at 100% of market
value, so equitable tax assessment can be established. On 7/15/2021 Carl
Soper resigned as a regular member. Current alternate members: Brenda
Hirschi (appointed 8/25/2020) and Cheryl Williams (appointed 3/30/2021).
Budget Impacts: Members receive $100 per diem, per day, when in session
and this is budgeted.

ITEM: Contract #K3547 between Washington State Department of Agriculture and
Mason County Noxious Weed Control Board for a project to control invasive knotweed
within the riparian corridors of Mason County
Background: Contract K3547 will continue the project to control invasive knotweed
within the riparian corridors of Mason County for the performance period July 1, 2021
—June 30, 2023. To meet the 2021 contract obligations, the noxious weed coordinator
may need to increase their hours from 30 to 40 per week for the period September 1,
through October 31, 2021.
Budget Impacts: Contract amount $20,000. 2021 $8,000 (to be included in_T1
quarter supplemental appropriations), 2022 $10,000, 2023 $2,000.
RECOMMENDED ACTION: Approval to authorize Patricia Grover, Noxious Weed

INTERAGENCY AGREEMENT
BETWEEN
WASHINGTON STATE DEPARTMENT OF AGRICULTURE
AND
MASON COUNTY
AND ITS AGENT
MASON COUNTY NOXIOUS WEED CONTROL BOARD
THIS AGREEMENT is made and entered into by and between the Washington State
Department of Agriculture (WSDA) and Mason County and its agent, Mason County Noxious
Weed Control Board.
IT IS THE PURPOSE OF THIS AGREEMENT to provide Mason County and its agent,
Mason County Noxious Weed Control Board, funding for a project to control invasive knotweed
species within the riparian corridors of Mason County.
THEREFORE, IT IS MUTUALLY AGREED THAT:
STATEMENT OF WORK
Mason County through its agent, Mason County Noxious Weed Control Board, shall furnish the
necessary personnel, equipment, material and/or service(s) and otherwise do all things
necessary for or incidental to the performance of the work set forth in Attachment "A" which is
attached hereto and incorporated herein.
PERIOD OF PERFORMANCE
Regardless of the date of signature and subject to its other provisions, this Agreement shall
begin on July 1, 2021 and end on June 30, 2023, unless terminated sooner or extended by
WSDA as provided herein through a properly executed amendment.
PAYMENT
Compensation for the work provided in accordance with this Agreement has been established
under the terms of RCW 39.34.130. The parties have determined that the cost of accomplishing
the work herein will not exceed $20,000.00. Only reasonable costs identified in Attachment "A",
incurred directly related to the Mason County Knotweed Control and Eradication Program, will
be reimbursed to Mason County under this Agreement.
Payment for satisfactory performance of the work shall not exceed this amount unless the
parties mutually agree in writing to a higher amount prior to the commencement of any work that
will cause the maximum payment to be exceeded. Compensation for service(s) shall be as set
forth in accordance with the budget in Attachment "B" which is attached hereto and incorporated
herein.
Projects in riparian habitats will begin at the farthest upstream infestation and continue
downstream. This funding may not be used downstream of a landowner that has not
given written permission for entry and treatment (Attachment C). Any deviation requires
prior written permission from WSDA.
BILLING PROCEDURE
Mason County shall submit properly completed invoices quarterly to the WSDA Agreement
administrator. Reference WSDA Contract Number K3547 on all invoices. Payment to Mason

County for approved and completed work will be made by warrant or account transfer by WSDA
within 30 days of receipt of the properly completed invoice. If Mason County does not have an
invoice template to request payment, Mason County can request a copy of a Certified State
Invoice Voucher(Form A-19) from WSDA. Upon expiration of the Agreement, any claim for
payment not already made shall be submitted within 30 days after the expiration date or the end
of the fiscal year, whichever is earlier. In no case can this be more than 10 days past the
end of the biennium.
DUPLICATION OF BILLED COSTS
Mason County shall not bill WSDA for services performed under this contract, and WSDA shall
not pay Mason County, if Mason County has been or will be paid by any other source, including
grants, for that service.
FUNDING CONTINGENCY
In the event funding from state, federal, or other sources is withdrawn, reduced, or limited in any
way after the effective date of this Agreement and prior to completion of the work in this
Agreement, WSDA may:
a. Terminate this Agreement with 10 days advance notice. If this Agreement is terminated,
the parties shall be liable only for performance rendered or costs incurred in accordance
with the terms of this Agreement prior to the effective date of termination.
b. Renegotiate the terms of the Agreement under those new funding limitations and
conditions.
c. After a review of project expenditures and deliverable status, extend the end date of this
Agreement and postpone deliverables or portions of deliverables. Or,
d. Pursue such other alternative as the parties mutually agree to writing.
RECORDS MAINTENANCE
The parties to this Agreement shall each maintain books, records, documents and other
evidence that sufficiently and properly reflect all direct and indirect costs expended by either
party in the performance of the services described herein. Documents must also support
performance and costs of any nature expended in the performance of this Agreement. These
records shall be subject to inspection, review or audit by personnel of both parties, other
personnel duly authorized by either party, the Office of the State Auditor, and federal officials so
authorized by law. All books, records, documents and other material relevant to this Agreement
will be retained for six years after expiration of the Agreement and the Office of the State
Auditor, federal auditors and any persons duly authorized by the parties shall have full access
and the right to examine any of these materials during this period.
If any litigation, claim or audit is started before the expiration of the six (6) year period, the
records shall be retained until all litigation, claims, or audit findings involving the records have
been resolved.
Records and other documents, in any medium, furnished by one party to this Agreement to the
other party, will remain the property of the furnishing party, unless otherwise agreed. The
receiving party will not disclose or make available this material to any third parties without first
giving notice to the furnishing party and giving it a reasonable opportunity to respond, consistent

with applicable laws. Each party will utilize reasonable security procedures and protections to
assure that records and documents provided by the other party are not erroneously disclosed to
third parties.
RIGHTS IN DATA
Unless otherwise provided, data that originates from this Agreement shall be "works for hire" as
defined by the U.S. Copyright Act of 1976 and shall be owned by WSDA. Data shall include,
but not be limited to, reports, documents, pamphlets, advertisements, books, magazines,
surveys, studies, computer programs, films, tapes and/or sound reproductions. Ownership
includes the right to copyright, patent, register, and the ability to transfer these rights.
INDEPENDENT CAPACITY
The employees or agents of each party who are engaged in the performance of this Agreement
shall continue to be employees or agents of that party and shall not be considered for any
purpose to be employees or agents of the other party.
AGREEMENT ALTERATIONS AND AMENDMENTS
This Agreement may be amended by mutual agreement of the parties. Such amendments shall
not be binding unless they are in writing and signed by personnel authorized to bind each of the
parties.
SUBCONTRACTING
"Subcontractor" means one not in the employment of a party to this Agreement, who is
performing all or part of those services under this Agreement under a separate contract with a
party to this Agreement. The terms "subcontractor" and "subcontractors" mean subcontractor(s)
in any tier.
Except as otherwise provided in the Agreement, Mason County shall not subcontract any of the
contracted services without the prior approval of WSDA. Mason County is responsible to
ensure that all terms, conditions, assurances and certifications set forth in this Agreement are
included in any and all Subcontracts. Any failure of Mason County or its Subcontractors to
perform the obligations of this Agreement shall not discharge Mason County from its obligations
under this Agreement.
TERMINATION FOR CONVENIENCE
Either party may terminate this Agreement upon 30 days' prior written notification to the other
party. If this Agreement is so terminated, the parties shall be liable only for performance
rendered or costs incurred in accordance with the terms of the Agreement prior to the effective
date of termination.
TERMINATION FOR CAUSE
If for any cause, either party does not fulfill in a timely and proper manner its obligations under
this Agreement, or if either party violates any of these terms and conditions, the aggrieved party
will give the other party written notice of such failure or violation. The responsible party will be
given the opportunity to correct the violation or failure within 15 working days of receipt of
written notice. If the failure or violation is not corrected, this Agreement may be terminated
immediately upon receipt of written notice of the aggrieved party to the other.
CONFLICT OF INTEREST
WSDA may, by written notice to Mason County, terminate this Agreement if it is found after due
notice and examination by the Director of the Department of Agriculture, and/or the designee

authorized in writing to act on the Director's behalf, that there is a violation of the State Ethics
Law, chapter 42.52 RCW; chapter 42.23 RCW; or any similar statute involving Mason County in
the procurement of or performance under this Agreement. Unless stated otherwise, the
signatory of this Agreement is the Director's designee.
In the event this Agreement is terminated as provided above, WSDA shall be entitled to pursue
the same remedies against Mason County and its agent, Mason County Noxious Weed Control
Board, as it could pursue in the event of a breach of the Agreement by Mason County or its
agent, Mason County Noxious Weed Control Board. The rights and remedies of WSDA
provided for in this clause shall not be exclusive and are in addition to any other rights and
remedies provided by law. The existence of facts upon which the Director of the Department of
Agriculture, and/or the designee authorized in writing to act on the Director's behalf, makes any
determination under this clause shall be an issue and may be reviewed as provided in the
"Disputes" clause of this Agreement.
DISPUTES
In the event that a dispute arises under this Agreement, it shall be determined by a Dispute
Board in the following manner: Each party to this Agreement shall appoint one member to the
Dispute Board. The members so appointed shall jointly appoint an additional member to the
Dispute Board. The Dispute Board shall review the facts, agreement terms and applicable
statutes and rules and make a determination of the dispute. The determination of the Dispute
Board shall be final and binding on the parties hereto.
GOVERNING LAW AND VENUE
This Agreement shall be construed and interpreted in accordance with the laws of the state of
Washington and the venue of any action brought under this Agreement shall be in Superior
Court for Thurston County.
ASSURANCES
The parties agree that all activity pursuant to this Agreement shall be in accordance with all
applicable federal, state and local laws, rules, and regulations as they currently exist or as
amended.
LICENSING, BONDING, INDUSTRIAL INSURANCE AND OTHER INSURANCE COVERAGE
Mason County and its agent, Mason County Noxious Weed Control Board, shall ensure that all
contractors hired to perform services under this Agreement shall comply with all applicable
licensing and bonding requirements for the type of service to be performed, and with the
provisions of Title 51, Industrial Insurance. Mason County and its agent, Mason County
Noxious Weed Control Board, shall also ensure that all contractors provide proof of an adequate
amount of commercial general liability insurance coverage for the activities to be performed
under any subcontract.
ORDER OF PRECEDENCE
In the event of an inconsistency in the terms of this Agreement, or between its terms and any
applicable statute or rule, the inconsistency shall be resolved by giving precedence in the
following order:
a. Applicable state and federal statutes and rules;
b. Terms and conditions contained within this Contract;
c. Plan of Work (Attachment A);
d. Budget (Attachment B);

e. Permission to Enter Private Land and Waiver of Liability (Attachment C); and
f. Any other provisions of the Agreement, including material incorporated by
reference.
ASSIGNMENT
Mason County and its agent, Mason County Noxious Weed Control Board, are responsible for
ensuring that all terms, conditions, assurances and certifications set forth in this Agreement are
carried forward to any subcontracts. In no event shall the existence of any subcontract operate
to release or reduce the liability of Mason County and its agent, Mason County Noxious Weed
Control Board, to WSDA for any breach in the performance of Mason County and its agent
Mason County Noxious Weed Control Board's duties.
WAIVER
A failure by either party to exercise its rights under this Agreement shall not preclude that party
from subsequent exercise of such rights and shall not constitute a waiver of any other rights
under this Agreement. Waiver of any default or breach shall not be deemed to be a waiver of
any subsequent default or breach. Any waiver shall not be construed to be a modification of the
terms of this Agreement unless stated to be such in writing signed by an authorized
representative of the party and attached to the original Agreement.
SEVERABILITY
If any term or condition of this Agreement is held invalid, such invalidity shall not affect the
validity of the other terms or conditions of this Agreement.
ALL WRITINGS CONTAINED HEREIN
This Agreement contains all the terms and conditions agreed upon by the parties. No other
understandings, oral or otherwise, regarding the subject matter of this Agreement shall be
deemed to exist or to bind any of the parties hereto.

Plan of Work

Project for Knotweed Control
July 1, 2021 to June 30, 2023
County Knotweed Control Criteria:
Mason County through its agent, Mason County Noxious Weed Control Board, will conduct
control work on knotweed infestations located within the riparian corridors of Mason County.
The control of any knotweed species not located in a riparian corridor requires written
permission from the WSDA knotweed coordinator prior to any treatments or work completed.
Treatment of these areas will utilize funding allotted by the state legislature for control of
knotweed species during the 2022-2023 state fiscal biennium. Control shall include field survey
directly associated with areas to be treated.
Minimum work specifications: workers will be hired or contracted to treat knotweed infestations
known or discovered in the area identified above. Mason County knotweed control employees
or contractors will use an integrated weed management approach, in conjunction with the best
management practice for the control of invasive knotweed species. Projects in riparian habitats
will begin at the farthest upstream infestation and continue downstream. This funding may not
be used downstream of a landowner that has not given written permission for entry and
treatment (Attachment C). Funding stops where permission stops. All control methods will
be employed consistent with the laws, rules and regulations of Washington State, Mason
County, the Noxious Emergent Plant Management Environmental Impact Statement(EIS) first
published in November 1993, and all subsequent amendments to the EIS.
Mason County, or subcontractors to Mason County, must enter into a contract with WSDA
under which Mason County, or subcontractors to Mason County, act as limited agents to carry
out noxious and quarantine weed control for WSDA under the "Aquatic Noxious Weed Control
National Pollutant Discharge Elimination System Waste Discharge General Permit" (NPDES
permit) prior to the performance of any activity pursuant to this Agreement that discharges
herbicides directly into streams or rivers, or indirectly into streams, rivers, estuaries, wetlands,
along lake shorelines, or in other wet areas. Herbicide treatments may only occur at times
allowed under provisions of the NPDES permit and must comply with conditions specified in
such permit.
The crew will work closely with the county noxious weed coordinator and the WSDA Knotweed
Control Coordinator, and be active in the field from July 1, 2021 to June 30, 2023, as allowed by
the variable growth season of knotweed and any required preparation or conclusion times.
Work will only take place on property for which the Mason County Noxious Weed Control Board
has obtained prior written permission for entry and treatment, utilizing the permission form
provided by WSDA (Attachment C) or any applicable permission form approved by WSDA, from
the landowner or tenant. Mason County Noxious Weed Control Board will also provide access
to these properties for the WSDA Knotweed Control Coordinator. Changes made to any
permission form must be approved by WSDA prior to the performance of any work on that
property undertaken under terms of this Agreement.

Work Crew and Work Hours:
The knotweed control crew will work or be under contract with the county noxious weed control
board during the specified period, dedicating their time to controlling knotweed in the project
area.
The control crew will have one crew leader who will be responsible for coordinating the crew's
work, and who will maintain ongoing contact with the county noxious weed coordinator and the
WSDA Knotweed Control Coordinator.
Equipment:
The knotweed control crew will use all available tools for control, including manual controls and
herbicide applications, to control knotweed infestations in Mason County. The control crew may
use equipment provided by other agencies, provided the county noxious weed coordinator and
the WSDA Knotweed Control Coordinator agree to the usage of the equipment and materials.
Program Needs Provided by WSDA:
WSDA may furnish the knotweed control crew with herbicide, public information fliers, public
notification signs, and other equipment as the WSDA Knotweed Control Coordinator deems
necessary. All unexpended items remain the property of WSDA.
Expenditures:
The funds provided for the county knotweed control crew will primarily go towards salaries and
benefits, travel, supplies and equipment expenses for the crewmembers. All supplies furnished
by WSDA will be used in Washington State and under the supervision of county personnel. An
inventory list will be furnished to WSDA upon request. Items such as computer programs,
models, food and beverage, or other costs not specified in this document will not be reimbursed
unless the expenditure is specifically authorized in advance in writing by WSDA.
Coordination:
The Mason County Knotweed Control Program will be coordinated with state, local and private
control efforts.
Deliverables:
The county noxious weed coordinator will submit a written report to the WSDA Agreement
administrator, documenting the work conducted in Mason County, as follows: A season ending
report is due December 1, 2021 and December 1, 2022, which will include the following: date(s)
of control activities, map of project area(s), the type of control conducted, solid acres of
knotweed treated, acres of knotweed protected, number of river miles worked, number of
landowners assisted, and photo documentation of selected sites, including before and after
treatment photos. The county noxious weed coordinator will supply WSDA with all geographic
information system data that is generated as a result of this Agreement. Final payment under
this Agreement will not be made until the season ending report is accepted by WSDA.
These deliverables are separate from and in addition to any reporting requirements associated
with limited agent status under WSDA's Aquatic Noxious Weed Control NPDES General Permit
coverage.

PERMISSION TO ENTER PRIVATE LAND AND WAIVER OF LIABILITY
THIS AGREEMENT INCLUDES PERMISSION TO ENTER PRIVATE PROPERTY AND A WAIVER
OF CERTAIN CLAIMS OF LIABILITY. READ CAREFULLY BEFORE SIGNING.
This Permission to Enter Private Land and Waiver of Liability is made between the Mason County Noxious Weed
Control Board, hereafter referred to as "the Board," and hereafter
referred to individually or collectively as"the property owner(s)."
INTRODUCTION
1. The control and eradication of noxious weeds on public and private lands is in the public interest and the
presence of invasive knotweeds(Polygonum spp.)on private lands threatens wildlife habitat and provides
a source for renewed infestation of other private and public lands. Effective eradication of knotweeds
requires concerted effort on both public and private lands to protect our natural resources.
2. The Board and its agents desire to perform activities to eradicate and/or control knotweed on public and
private lands within Mason County. These activities are authorized and carried out under one or more of
the following chapters: 17.04 RCW, 17.06 RCW, 17.10 RCW, and 17.24 RCW.
3. The property owner(s) is/are the sole owner of property located at
in Mason County, Washington,hereafter referred to as"the property."
4. The property owner(s) is/are interested in and benefited by the eradication and/or control of knotweed on
the property.
5. The property owner(s) and the Board desire to memorialize an agreement for the purpose of eradication
and/or control of knotweed on the property.
AGREEMENT
1. Permission. In consideration of the benefits described above, the property owner(s) grant permission to
the Board and its agents, contractors, cooperators and employees to enter onto the property from July 1,
2021 to December 31,2025 to perform activities to eradicate and/or control knotweed on the property. The
property owner(s) acknowledge and agree that these activities may include the application of herbicide to
the property.
The property owner(s) also grant permission to agents, contractors, cooperators and employees of the
Washington State University and/or the Washington State Department of Agriculture to enter onto the
property from July 1,2021 to December 31,2025 for the purpose of monitoring and evaluating the success
of knotweed eradication and/or control activities.
2. Expiration and Revocation. The Board and its agents, contractors, cooperators and employees are
permitted to enter the property on all of the above dates and until December 31, 2025, or until this
permission is revoked, whichever occurs first. The property owner(s) may revoke this permission by

presenting a written letter of revocation to the Board. The revocation is effective five (5) business days
after receipt by the Board.
3. Liability Waiver. The purpose of entry onto the property is to perform activities to eradicate and/or control
knotweed. The property owner(s) expressly agree to hold harmless the Board, the Washington Department of
Agriculture (WSDA), and the agents, contractors, cooperators and employees of the Board, or WSDA, and to
waive any claim of liability against the Board,WSDA, and the agents,contractors,cooperators and employees
of the Board, or WSDA, for any injury, damage, or harm which is the logical and intended consequence of
activities properly performed to eradicate and/or control knotweed.
The Board and its agents, contractors, cooperators and employees agree to waive any claim of liability against
the landowner for any injury, damage, or harm which is not the consequence of the landowner's negligence.
As to any other act or omission of either party under this agreement,each party shall be responsible for its own
acts or omissions and those of its officers, employees and agents under this agreement. No party to this
agreement shall be responsible to the other for the acts or omissions of entities or individuals not a party to this
agreement.
4. Entire Agreement. This Permission to Enter Private Land and Waiver of Liability contains the entire
agreement between the parties with regard to the matters set forth herein.
5. Applicable Law. This Permission to Enter Private Land and Waiver of Liability shall be construed and
interpreted according to the laws of the State of Washington.

ITEM: Road Closure - Homer Adams Road —
7:00am Monday, August 23, 2021 to 4:00pm Friday, September 3, 2021
for Culvert Replacement Project (CRP 2001)
BACKGROUND:
The Homer Adams Road Culvert Replacement project (CRP 2001) will envolve the
removal of the existing Decker Creek culvert and replacing it with a larger culvert
that will allow fish passage under the county road.
The closure is scheduled to begin at 7:00am, Monday, August 23, 2021 and reopen
at approximately 4:00pm, Friday, September 3, 2021. The intent of this road closure
is to protect the safety of County crews and the traveling public. The County has
worked with Green Diamond to establish a detour route through Green Diamond
properties for local residence and emergency vehicles (see attached map).
RECOMMENDED ACTION:
Recommend the Board of County Commissioners approve the closure of Homer
Adams on Monday, August 23, 2021 to Friday, September 3, 2021 to complete
County Road Project (CRP) 2001, culvert replacement project.

Solid Waste Management Plan Amendment—
Contamination Reduction and Outreach Plan (CROP)
BACKGROUND:
Washington State Legislature directed Ecology to develop a plan to reduce recycling
contamination. Ecology prepared a state-wide CROP and local jurisdictions with a population of
25,000 or more are required to adopt a CROP as part of their Solid Waste Management Plan.
CROPS are to be adopted by September 30, 2021 and need to be reviewed by the Solid Waste
Advisory Committee (SWAG) and local partnering jurisdiction (City of Shelton), Ecology and
Board of County Commissioners. SWAC has reviewed the draft and the City of Shelton and
Ecology are currently reviewing. Final recommendations will be included prior to the hearing.
RECOMMENDED ACTION:
Recommend the Board set a Hearing for September 14, 2021 to consider an amendment to the
2018 Comprehensive Solid Waste Management Plan, adopting a Contamination Reduction and
Outreach Plan.

Mason County Solid Waste
Recycling Contamination Reduction and Outreach Plan (CROP)
The goal of the CROP is to reduce contamination of the materials collected in Mason County's single-family,
multi-family, drop box, and commercial recycling programs. This, in turn, helps Mason County Solid Waste
more fully realize the economic, environmental, social, and public health benefits of these programs. The
CROP does not specifically include strategies to reduce contamination of other material streams such as
organics or construction and demolition debris. However, many of the same strategies apply to these streams
and may be included in future CROP updates.
The CROP intends to meet the requirement in RCW 70A.205.045(10)that counties with a population of more
than 25,000, and cities within these counties with independent Solid Waste Management Plans (SWMP),
include a CROP in their SWMP by July 1, 2021.
This CROP includes ten action steps and is a framework for developing a more detailed and customized
implementation plan in the future. In addition, it also identifies the need to align the CROP with the SWMP,
and secure and allocate funding for ongoing planning and implementation.
Step 1: Inventory current recycling collection services and programs
Mason County Solid Waste will inventory single-family, multi-family, drop box, and commercial collection
programs to identify what is accepted for recycling, where and how it is collected and by whom, and how it
should be prepared for recycling.
This inventory may include, but is not limited to the following:
• Designated recyclables list in the SWMP
• Collection methods (single- or multi-stream, carts or stackable bins, etc.)
• Number of tons collected for recycling and customers for each type of program
• Types of materials accepted for recycling in each type of program
• Minimum service-level or other ordinances, resolutions, or interlocal agreements
• Collection or material processing contracts
• Local government and recycling collector websites and social media sites
• Stickers and signs on containers, in businesses, etc.
• Brochures, newsletters, information shared at community events, etc.
• Recent media coverage
Mason County Solid Waste will identify differences or inconsistencies across contracts and agreements for
recycling programs, and in the information provided to residents and businesses about what to recycle and
how it should be prepared for collection. Mason County Solid Waste will use this data to identify
opportunities for more consistent and aligned programs. The data will also be used to help determine what
specific contamination reduction strategies to implement.
Step 2: Develop scope of work with stakeholders
Mason County Solid Waste will work with key stakeholders to develop a scope of work for the CROP
addressing the specific challenges and opportunities associated with local recycling contamination. To begin
this scoping process, the information learned in Step 1 will be shared with the Solid Waste Advisory
Committee (SWAC) and the SWAC's role in developing the CROP will be defined.
These stakeholders may include, but are not limited to:
• SWAC members
• Elected officials and key staff from other local governments, including potential regional partners in
the same MRF-shed
• Garbage and recycling collection companies and their front-line staff
• Organizations representing homeowners, tenants, and multi-family and business interests
• Material recovery facilities (MRF) and transfer station operators
• End markets for recovered materials
• Mason County Solid Waste's Ecology Regional Planner and grant manager
• Non-governmental organizations and community groups
• Regional, statewide, and national organizations that can provide technical assistance and/or
financial support.
Step 3: Prioritize the recycling program(s) to focus on first
Together with key stakeholders, Mason County Solid Waste will identify what recycling collection program(s)
to focus on first. Driving this decision could be current knowledge of contamination levels and their estimated
impact on costs and material quality, the number of customers, total quantity of material collected, etc.
Step 4: Establish acceptable materials lists
Starting with the highest-priority program(s), Mason County Solid Waste will establish lists of acceptable
materials. This effort will be coordinated with the SWAC, MRF operators, collectors, end markets, and other
key stakeholders. Criteria for determining the acceptable materials lists may include, but are not limited to:
• Alignment with the SWMP mission and goals, and community values
• Degree of uniformity across local programs, regionally, and statewide
• Diversion potential
• Cost to collect and process relative to other management options
• Strength and long-term viability and stability of end markets
• Environmental, social, and other benefits and costs
• Potential to cross-contaminate or lower the value of other materials
• Potential to cause customer confusion
The Washington State Association of Counties Solid Waste Managers Affiliate, the Washington State Refuse
and Recycling Association, and the Department of Ecology have supported the establishment of regional, and
if possible, statewide uniformity in what materials are accepted for recycling and how they should be
prepared. More harmonization across programs reduces customer confusion and contamination. To that end,
they identified these four priority materials for statewide recovery:
1. Paper (including office and notebook paper, newspaper, mail, catalogues, magazines, and cereal or
cracker boxes)
2. Cardboard
3. Plastic bottles and jugs (clear, colored, and natural)
4. Steel and aluminum cans
The resources and guidelines developed by these organizations to establish their list of priority materials will
help guide the development of Mason County Solid Waste's acceptable materials list. Ecology's Resource
Library contains this information and, along with Ecology's Best Management practices (BMPs) and Resources
document, includes other resources to assist in developing an accepted materials list. This includes
information on the specific challenges and opportunities associated with collecting glass and aseptic and
polycoat containers, which some recycling programs in Washington accept.
Step 5: Define what data to collect to determine baseline levels of recycling contamination
Starting with the highest priority program(s), and based on the review completed in Step 1, Mason County
Solid Waste will identify what the acceptable materials are and what is considered contamination for the
purposes of establishing a baseline recycling contamination rate. This data will also inform decisions about
what, if any, changes to make to the accepted materials list in the future.
Step 6: Gather baseline recycling contamination data
Starting with the highest-priority program(s), Mason County Solid Waste will establish baseline levels and
types of recycling contamination. Recycling contamination rates can vary significantly across different
programs and communities. Nationally, The Recycling Partnership (TRP) estimated an average contamination
rate of about 17% across 197 programs that participated in their 2019 State of Curbside Survey. In Washington
State, TRP's 2019 survey of seven MRFs found inbound levels of contamination from commingled recycling
collection programs ranging from 5%-20% by weight. Recent drop-off programs and cart lid-lift audits in
Washington showed rates as high as 40%. For this reason, it is important to gather data on local recycling
contamination levels.
In discussions with stakeholders, and building on the information in the State CROP and Ecology's Resource
Library, and on the work completed in Step 5 Mason County Solid Waste will identify and develop ways to
track specific contaminants. For example, tracking the number of carts containing plastic bags may be a more
useful metric than an estimated overall percentage of contamination by volume.
Data collection methods may include, but are not limited to:
• Recycling stream composition studies
• Survey of transfer stations and MRF operators
• Tracking contamination using on-board truck or container-mounted cameras
• Drop box composition studies or visual audits
• Container lid-lift audits for residential, multi-family and commercial accounts
o Legal questions have been raised about lid-lift audits. The Measurement and Reporting section
of Ecology's BMPs provides more details.
Step 7: Identify key contaminants and their costs and impacts
Based on the data collected in Step 6 and collaborating with key stakeholders, Mason County Solid Waste will
identify the most problematic and costly contaminants starting with the highest-priority program(s). Although
the types and impacts of contamination don't vary as much as the levels of contamination across different
communities and programs, it is still important to gather locally specific data. This data is critical to designing
outreach campaigns and other strategies targeting the most problematic materials. It can also be helpful in
calculating the economic and other benefits of removing problematic materials from the recycling stream.
In recent surveys, such as the one conducted by the TRP in 2019, MRFs and cities in Washington identified the
following recycling contaminants as the most problematic and costly to manage:
• Plastic bags and film
• Tanglers including rope, cords, chains, and hoses
• Food and liquids
• Shredded paper
• Bagged garbage
• Non-program plastics including clamshells and polystyrene foam
• Hypodermic needles
These contaminants can:
• Slow down the sorting and processing of materials.
• Reduce the quality and value of secondary material feedstocks.
• Result in costly shutdowns.
• Damage collection, processing, and remanufacturing equipment.
• Cause serious injuries to collection and processing facility staff.
According to TRP, the greatest costs associated with managing a contaminated recycling stream at MRFs
nationally come from the following and represent 80% of total contamination-related costs:
• 40%for disposal of residuals
• 26% in value lost from contaminated recyclables
• 14% in labor to remove contamination from sorting equipment, etc.
Step 8: Develop and implement education and outreach strategies to reduce contamination
Mason County Solid Waste will develop and implement education and outreach strategies based on best
practices. This starts with addressing any inconsistencies in recycling information and messaging identified in
Step 1. All new outreach materials and messages will be aligned and consistent across all platforms.
Depending on the type of recycling program, outreach and education strategies may include, but are not
limited to:
• Moving toward uniformity in cart and container colors (or at least lids)
o blue for recycling, gray or black for garbage, and green for organics
• Visual, easy-to-understand signage using photos and universal pictures and symbols
• Cart-tagging and cart rejection
• On-route monitoring tools, including apps and cameras
• Pairing right-sized recycling and trash bins
• On-site assistance and outreach at drop-off sites
• Up-to-date, and easy-to-find and access websites with clear, consistent messaging
• Social media posts, campaigns, mailings, brochures, and other communications
• Online apps for residents and businesses to get answers to their recycling questions
• Community presentations, tabling, and activities at community events
• School presentations and activities focused on recycling right
• Translation and transcreation of educational materials and campaigns to ensure recycling information
is clearly understood by all audiences
• Social marketing campaigns to effectively promote long-term behavior change
Where possible, free and customizable resources will be utilized, including Ecology's Recycle Right campaign
materials and The Recycling Partnership's Anti-Contamination Kit. Ecology's Contamination Reduction Best
Management Practices & Resources document and Resource Library have examples of successful anti-
contamination programs.
Step 9: Evaluate the effectiveness of anti-contamination strategies and set next steps
Mason County Solid Waste will conduct periodic assessments on the effectiveness of recycling contamination
reduction programs and strategies, and share the results with key stakeholders and the public. These
assessments will use, at least in part, the same methodology used in Step 6 to establish baseline
contamination levels.
The assessment results inform what is working and what adjustments to make for better results. This includes
reducing contamination in other recycling programs that were not a focus during the initial CROP
implementation.
Step 10: Explore contamination reduction strategies beyond education and outreach
As part of a statewide effort, Mason County Solid Waste will work with Ecology and other partners to explore
strategies and solutions beyond education and outreach. These could address regional planning, operations
and collection, contracting, incentives, pricing, policies, mandates, enhanced data collection, etc. Based on this
evaluation, Mason County Solid Waste will identify and pursue the most promising initiatives.
These options may include, but are not limited to:
• Regional planning and aligned or joint contracting for services to harmonize messaging, lower
program costs, and improve program performance.
• Evaluating the costs and benefits of operational changes, including collection frequency, level of
source-separation at the curb, and innovative drop-off container designs on contamination levels
and overall program performance.
• Product bans or restrictions.
• Strengthening contracts with haulers and MRFs to include provisions focused on reducing
contamination, collecting and reporting data on program performance and ensuring materials on
the accepted materials list are responsibly recycled. Consult The Recycling Partnership's BMPs for
MRF contracting and their supporting materials for guidance.
Ensure alignment of the CROP and SWMP and secure and allocate funding to implement the
CROP: This work will occur throughout the process as needed. Updates to the CROP can occur
during SWMP revisions, including the required five-year revision process.
This work includes involving key stakeholders in reviewing, and if necessary, updating related elements in the
SWMP to ensure they are aligned and consistent with the contents of the CROP and implementation work.
This information may include, but is not limited to:
• Designated recyclables list
• Recycling facilities including transfer stations, drop-off sites, and MRFs
• Recycling collection services and providers, and collection systems and fees
• Waste reduction and recycling education and outreach strategies
• Funding sources and mechanisms for recycling programs and services
During this process, Mason County Solid Waste will also work with Ecology and other key stakeholders to
identify and secure new and/or allocate existing funding, and forge partnerships with agencies and
organizations to provide technical and financial assistance.
The State CROP and Ecology's Resource Library are tools to get started on implementing the CROP. The library
includes contamination reduction best management practices, contracting guides, MRF-shed maps, materials
from successful programs in Washington State and across the country, and more.
An initial 3-year implementation schedule for all ten steps in the CROP is included below. As Mason County
Solid Waste clarifies and defines the scope of work, and identifies the resources to complete the work, a more
detailed and refined implementation plan, schedule and budget will be developed.

BUDGET SUPPLEMENTAL APPROPRIATIONS AND AMENDMENT REQUESTS-NOTICE OF HEARING
WHEREAS,by reason of conditions which could not be reasonably foreseen at the time of making the budget
for the year 2021,it is necessary to make provisions for supplemental appropriations and amendments to the budget
as required by RCW 36.40.100,and RCW 36.40.195;and
WHEREAS,the revenue and expenditure adjustments to County funds,as listed in Attachments A&B to this
Resolution,are required in order to incorporate into the budget the revenues and expenditures now identified,which
were not known at the time of original budget adoption;and
WHEREAS,the net total of adjustments to 2021 authorized expenditure appropriations in the General Fund is
an increase of$227,604;and
WHEREAS, the net total of adjustments to 2021 authorized expenditure appropriations in funds other than

Future Land Use Map and Official Development Areas (Zoning) Map 3 of 10.
BACKGROUND:
Parcel number 22335-44-00000, in private ownership since at least the mid 8os, is
shown on the Future Land Use Map and the Development Areas(Zoning) Map Panel 3
of 10 as Long Term Commercial Forest(LTCF), although it was not designated Long
Term Commercial Forest Land (LTCF) on any of the working maps.
Based on the absence of the subject parcel from LTCF designation on any of the
working maps(mid gos) and the communication with a senior planner(Michael
MacSems)which indicated that the parcel would not have qualified to be classified as
LTCF,the County believes that the subject parcel was mistakenly assigned the Long
Term Commercial Forest designation when the working map information was
translated to the zoning excel spreadsheets and then to GIS when the Comprehensive
Plan update was approved.The parcel should have been zoned Rural Residential, which
is also the zoning of adjacent parcels.
This request is to approve the correction to the official maps, by designating the parcel
Rural Residential 5 which is the zoning of the adjacent parcels.
RECOMMENDED ACTION:
Regarding parcel 22335-44-00000,the Board of County Commissioners shall approve
the correction to the Future Land Use Map and Official Development Areas (Zoning)
Map Panel 3 of 10 from Long Term Commercial Forest to Rural Lands with a designation
(zoning)of Rural Residential 5(RR5).

CORRECTION TO MASON COUNTY FUTURE LAND USE MAP AND DEVELOPMENT AREAS
(ZONING) MAP
VAN GIFFEN CORRECTION
ORDINANCE Mason County Future Land Use Map and Development Areas (zoning) Map under
the authority of RCW 36.70A.
WHEREAS, the Washington State Growth Management Act (RCW 36.70A.130) requires each
county, including Mason County, to take legislative action to review and revise its
comprehensive plan and development regulations to ensure that the plan and regulations
continue to comply with the requirements of the Act; and
WHEREAS, in May 2021 the Mason County Planning Department discovered a mapping error
on the Future Land Use Map and the Development Areas Map Panel 3 of 10; and
WHEREAS, the Planning Department concluded through research that parcel number 22335-
44-00000 was correctly designated on the working maps (mid 90s) as Rural Lands but
incorrectly designated and adopted as Long Term Commercial Forest for the June 2000
Comprehensive Plan document; and
WHEREAS, the same parcel was mapped as Long Term Commercial Forest; and
WHEREAS,the Commissioners considered the requested correction at a duly advertised public
hearing on August 17, 2021; and
WHEREAS,the Board of County Commissioners took public testimony from interested parties,
considered all the written and oral arguments and testimony, and considered all the
comments presented; and
WHEREAS, the Board of County Commissioners also considered the Staff Report; and
WHEREAS, the Board of County Commissioners finds that the correction to the Future Land
Use Map and the Development Areas (Zoning) Map Panel 3 of 10 complies with all applicable
requirements of the Growth Management Act, the Comprehensive Plan, and the Mason
County Code, and that it is in the best public interest; and
BE IT HEREBY ORDAINED, the Mason County Board of Commissioners hereby approves and
ADOPTS correction to the Mason County Future Land Use map and Development Areas
(Zoning) Map Panel 3 of 10 for parcel 22335-44-00000 from Long Term Commercial Forest to
Rural Residential 5 (RR5).

Summary of Proposal
Correction to the Future Land Use Map and the Official Development Areas (Zoning) Map
Panel 3 of 10 for Parcel 22335-44-00000 from Long Term Commercial Forest(LTCF)to Rural
Lands with designation of Residential 5(RR5).
Parcel Information
Parcel No: 22335-44-00000 is 40.00 acres in size and is located approximately .20 miles north
of NE North Shore Road.This parcel is bordered to the east and south by parcels designated
rural residential 5 and to the north and west by LTCF(long term commercial forest).
The subject parcel was designated (zoned)on the working maps(mid 9os) as rural residential
but got translated into the maps prepared for the Comprehensive Plan update as LTCF.The
subject parcel has been under private ownership since at least the mid 8os. The working maps
indicate it as not part of the Long Term Commercial Forest lands and consultation with a senior
planner, around during the implementation of zoning within the County, indicated that the
parcel would not have qualified for classification as Long Term Commercial Forest.
In May of 2021,the owner of the parcel contacted the Community Development Department
to inquire about the uses allowed on the property. He also contacted the long range planner
and after referencing the maps used in the designation of parcels in the Mid 9os,the error was
found.
The Planning Department concluded that a mapping error occurred when the maps were
prepared for the June 2000 Comprehensive Plan document and the error was perpetuated in
the Mason County GIS.
The Planning Department further concluded that the working maps of the mid 9os and the fact
that the parcel never qualified to meet the classification of Long Term Commercial Forest
lands supersedes mapping and that Rural Residential 5 is the recognized designation (zone) of
subject parcel.
Zoning Information
Current Zoning Designation As Mapped:
LTCF—Long Term Commercial Forest
The purpose of the LTCF designation is to maintain and enhance natural resource based
industries,to encourage the conservation of commercial forest lands,to have no net loss of
forest lands, and to discourage incompatible land use.
Correct Zoning Designation To Be Mapped:
RR5—Rural Residential 5
This district provides for residential development on parcels of five acres or more.
Analysis
The subject parcel is not developed. The parcel has been under private ownership since at least
1985.
Under Section 17.o5.o8o(a) MCC are eight rezone criteria used in review of rezone proposals
which would be entered into written findings. These criteria are not addressed because a
mapping correction does not constitute a rezone.

Dear Ms.Watson:
Thank you for sending the Washington State Department of Commerce(Commerce)the 60-day
Notice of Intent to Adopt Amendment as required under RCW 36.70A.106. We received your
submittal with the following description.
Proposed Comprehensive Plan Amendment to correct a mapping error. A single parcel
that was designated in the County's working maps as rural lands and would not have met
LTCF classification is reflected on the Future Land Use map and Development Areas
(zoning) map as Long Term Commercial Forest. Mason County is proposing only to
correct the official maps.
We received your submittal on 06/15/2021 and processed it with the Submittal ID 2021-S-2792.
Please keep this letter as documentation that you have met this procedural requirement. Your 60
-day notice period ends on 08/14/2021.
We have forwarded a copy of this notice to other state agencies for comment.
Please remember to submit the final adopted amendment to Commerce within ten days of
adoption.
