If the subject trees are more than 115 ft from the shoreline, as you describe, the said trees would not need to be replaced in coordination with a common line mitigation plan. In short,I am comfortable approving your building permit with a condition, that in the event that the subject trees are within the 115 ft shoreline buffer, said trees shall be replaced within close proximity at the time of final building inspection for the proposed garage. As for when the lot was cleared, I'm not sure but it must have been around the time that they built my house, 2006? Then they filled it up with junk. You can see from the remaining 3 stumps in the previous pictures that they have been down a while. I removed 2 large stumps that were about in the middle of the lot and probably cut at the same time. Like I mentioned before, for the last year we have been removing the building debris left from the construction of my house and all the scotch broom and 2 stumps. There will only be 2 trees/plants removed as marked in the pictures. The big fir with the float hanging from it is coming down with or without the shop. It has scared me since I bought my house. When they made the path down to the back yard they undermined and cut the roots on the south side of the tree, even though it was not their property. I have since cleared around the other side so I can get at the stump when the tree is removed. That's where the dirt pile is from. If the shop don't get built the little tree will live on. However, as you can see both of these trees are toward the front of the lot and well past the 115'. 1 think the back of the shop is also beyond the 115'. 1 will measure it next time I'm up there. Everything else will remain untouched. The driveway is accessed from my existing driveway. Notice to,that the back of the shop is about 10' forward of the large firs heading down to the lake. Like I mentioned before, with or without a building nothing is going to change. The new regulations for shoreline properties were adopted 9 months ago and the recent building permits issued were vested prior to the new regulations going into effect, meaning they were submitted and processed prior to the adoption of the new codes, thus they were not required to do vegetative mitigation. Thank you for the photos of the property, they surely help in visualizing the land. One piece of information that is difficult to gather from the subject photos,was determining whether or not any shrubs or trees (and how many?)will be displaced not only for the proposed garage but the driveway, too?. If so, the new codes require shrubs/trees to be replaced elsewhere on the property at a 1 : 1/2 ratio, which is the minimal category for mitigation, given that the bulk of the area appears to have been previously cleared. Do you happen to know how long ago the subject area was cleared? A response to these 2 questions will assist in assessing the applicability of the codes. I was under the impression that your department has had the building permit application for at least 8 weeks, Kenji informed me that he mailed the application on 7/3/18. Once again I apologize. Also, keep in mind that it took well over a year and lots of paperwork and pictures for Mason County to finally get the valuation of this lot correct. That wound is just starting to heal and now all this just to build a pole building?? Not an easy County to deal with,just read the local news paper. I sent along some pictures of the lot as you requested. As you can see where the building will be located (green flags on 4 corners) is already cleared. This area was a mess with building debris from the people who built my house. They just dumped tile, cement, wood and anything else you can imagine. It took me the better part of a year to clean this area up and remove all the scotch broom as well. Using the county GSI map and scaling the north lot line, it is apx. 260' and the south lot line apx. 230'. 1 know that 100' from the well house is about 15-20' east of the tree line heading down to the lake and the well house is about 20' from the east lot line (road). That's where the septic guy laid out the septic system and that's as close as I could built to it. That is where the back of the building will be,just in case I need a septic someday. So, doing the math the back of the building will be apx. 120' from the east lot line. That leaves 260' - 120' = 140' on the north side and 230' - 120, = 110' on the south side. By being north apx. 20' off the south lot line, the distance to the water should meet the 115' and the north side has more than 115'. If need be I can move the building forward of the tree line (east) a few feet to meet the set back but this will limit my front area for backing in boats ect. since I'm entering from my driveway. That being said, as you can see from the pictures, the area between the building and the lake is pretty much untouched except for a small path and open area made by a previous owners. I purchased this lot for a shop and buffer and plan on leaving it pretty much the way it is, with the exception of grass and land scaping around the building, if I ever get to build it. I also included a few pictures of other houses (there are several more I didn't make it to)that were built within the last year or so. As you can see they don't have a stick on them right down to the water. I have a forest and that's not good enough??
