1. Call to Order—The Chairperson called the regular meeting to order at 9:01 a.m.
2. Pledge of Allegiance— Cmmr. Trask led the flag salute.
3. Roll Call — Present: Present: Commissioner District 1 — Randy Neatherlin; Commissioner
District 2 — Kevin Shutty; Commissioner District 3 — Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent in the following: a Liquor License for the
Eldon Store and a Liquor License for Smoking Mo's, LLC.
4.1.2 Federal Energy Regulatory Commission sent in a letter regarding the Spillway Embankment
Seepage Geophysical Investigation Report, Cushman Project.
4.1.3 Mason County Public Utility District No. 1 and Mason County Public Utility District No. 3 sent
in an Annexation Election Petition for Alderbrook Golf and Country Club.
4.1.4 Mason County Republican Central Committee sent in a Resolution regarding constituent's
rights regarding medical procedures and vaccinations.
4.1.5 Becky and Kass Sells, Rob Granlund, Mark and Jane Fischer, and Mike's Beach Resort sent in
letters of support for Hood Canal Communication's partnership with Public Utility District No.
1 regarding the American Rescue Plan Funding Request.
5. Open Forum for Citizen Input

6. Adoption of Agenda
Cmmr. Trask/Shutty moved and seconded to adopt the agenda as published. Motion

8. Approval of Action Agenda
8.1 Approval of Warrants&Treasure Electronic Remittances

8.2 Approval of the 2021 Oath of Credit Card Inventory.
8.3 Approval to appoint Micah Sanders to fill a currently vacant term on the Mason County Historic
Preservation Commission which expires November 30, 2022.
8.4 Approval to establish a Special Revenue Fund for the American Rescue Plan Act (ARPA) Funds.
8.5 Approval of the agreement and to pay for the use of the KnowBe4 software with the
understanding that Washington State Risk Pool will reimburse Mason County for its portion of
the KnowBe4 software in the amount of$17,449.83 for a three-year period.
8.6 Approval to amend the contract with Quixote Communities to extend the end date through
September 30, 2021.
8.7 Approval to add one Full-Time Employee (FTE) to the Planning Department as a Planner or
Senior Planner.

8.8 Approval for the Sheriff's Office to purchase enough in-car and body cameras for each
commissioned and partially-commissioned deputy and all Sheriff's Office vehicles, a requisition
to Systems for Public Safety to install cameras in vehicles, and to create a new FTE and hire for
an Evidence Technician position.
8.9 Approval to execute the Interlocal Agreement between Mason and Kitsap Counties to provide
residential household hazardous waste collection and disposal opportunities contract # KC-346-
21.
8.10 Approval to authorize the Chair to execute the County Road Administration Board Rural Arterial
Program Prospectuses Amendment No. 1 increasing Rural Arterial Trust Account funding to
$1,188,000 for County Road Project No. 2020, Old Belfair Highway resurfacing, restoration, and
rehabilitation project.
8.11 Approval of the Private Line Occupancy Permit granting permission to run the utility lines under
and across NE North Shore Road for address 16891, parcel # 32220-50-03022.
8.12 Approval of the Private Line Occupancy Permit granting permission for the existing waterline
running under and across NE North Shore Road for address 16161, parcel # 32224-50-01007.
8.13 Approval of the Private Line Occupancy Permit granting permission to run a new waterline
under and across NE North Shore Road for address 5530, parcel # 22210-12-00080, on Landon
Road.
8.14 Approval to amend the current contract with Pacific Security for Mason County Weapons
Screening and campus security to add two additional guards.
8.15 Approval to set a Public Hearing on Tuesday, July 6, 2021 at 9.15 a.m. to consider an
Annexation Election Petition received from residents in the Alderbrook Golf and Yacht Club to
annex that area into Mason County Public Utility District 1.
Cmmr. Shutty/Trask moved and seconded to approve action items 8.1 through 8.15.
Motion carried unanimously. N-aye; S-aye; T-aye.
9. Other Business (Department Heads and Elected Officials)
Undersheriff Travis Adams shared his appreciation for the Commissioners support of the Local Law
Enforcement and Corrections Staff Proclamations as well as for the foresight of moving forward
with purchasing body cameras for the Sheriff Deputies. He also shared his thanks for the
Facilities Department and the work they have been doing.
10. 9:15 a.m. Public Hearings and Items Set for a Certain Time
Please see above options to provide public testimony. These options are available only while COVID-19 OPMA
meeting restrictions are in place.
10.1 Public Hearing to consider a petition for annexation of additional property into Mason leXh�bt�P,)
County Fire Protection District No. 16. Staff: Diane Zoren
Diane shared this is a duplicate petition, following the same process, to annex additional
parcels into Fire District No. 16.
Chief Matthew Welander commented that the original election failed due to the voter reading
the ballot as if it were to approve Mason County Resolution # 21-004, which pertained to
Habitat for Humanity, and not the resolution for the junior taxing district.
Cmmr. Shutty/Trask moved and seconded to approve the resolution finding the
lands described in the petition will be benefited and approves the annexation
request into Mason County Fire Protection District No. 16. Motion carried
unanimously. N-aye; S-aye; T-aye.
10.2 Public Hearing to consider the rezone of a 10.75-acre parcel, parcel # 32030-14-90030,
from Neighborhood Residential (NR) to Mixed Use (MU) within the Shelton Urban Growth (C'X66 C)

Marissa shared a complete application was received March 9, 2021 from Rene Salazar and his
representatives. The request is to rezone from Neighborhood Residential (NR) to Mixed Use
(MU). A determination of non-significance was made by the Department on March 18, 2021.
Comments were received by the Squaxin Island Tribe. The Planning Advisory Committee voted
to recommend. Marissa followed up with the City of Shelton and the Washington State
Department of Transportation (WSDOT) regarding highway access. WSDOT was fine with the
proposal and had no additional comment. The City of Shelton shared concerns about access
from E Delanty Road and commercial trucks, however the County is not proposing access from
that road and commercial trucks should not be an issue. The City's MU zoning does not allow
light industrial use while the County's MU zoning does as an accessory use.
Cmmr. Neatherlin asked if there are other MU parcels nearby and if the department checked
with legal to ensure this would not be considered a spot zone. Marissa answered that there
are no MU parcels nearby although there is a General Commercial parcel to the east. Legal
was not asked about spot zoning. Kell Rowen shared there are no special favors being
granted, the County is not going after this particular parcel for a rezone, and similar
applications have been received.
Cmmr. Shutty/Trask moved and seconded to approve the rezone of parcel #
32030-14-90030 from Neighborhood Residential (NR) to Mixed Use (MU). Motion
carried unanimously. N-aye; S-aye; T-aye.
11. Board's Calendar and Reports—The Commissioners reported on meetings attended the past
week and announced their upcoming weekly meetings.

ESTABLISHMENT OF 2021 AMERICAN RESCUE PLAN ACT FUND NUMBER 155
WHEREAS, a request has been made by the Mason County Audit Committee for the
Mason County Commissioners to establish a County Fund for the American Rescue Plan Act
(ARPA) funds, and
WHEREAS,Title IX, Subtitle M(Sec. 9901) of the American Rescue Plan Act(ARPA)
establishes the State and Local Fiscal Recovery Funds program, and
WHERAS, these local fiscal recovery funds will cover qualifying expenses through
December 31, 2024 to cover increased expenditures,replenish lost revenue and mitigate
economic harm from the COVID-19 pandemic, along with any qualifying expenses as the U.S.
Treasury issues more detailed guidance, and
WHERAS, any unused funds must be expended or returned to the U.S. Treasury at the
end of the covered period, and
WHEREAS,the Mason County Audit Committee having established that the best
practice would be to create a new fund to track the ARPA funds and duly determined a Special
Revenue Fund is an appropriate fund type,
NOW,THEREFORE,BE IT RESOLVED,that the County Auditor is authorized to
establish a Special Revenue Fund 155-0000000-000-000, and
BE IT FURTHER RESOLVED,that said fund shall be known as the American Rescue
Plan Act Fund, and Support Services is hereby directed to administer the Fund by receipting
revenue and paying proper expenses as directed and approved by the Mason County Board of
County Commissioners.

RESOLUTION N0. 2021-b3D
A resolution approving an annexation request from Mason County Fire Protection District No. 16
WHEREAS, a Certificate of Sufficiency has been received from the Mason County Auditor certifying that a
petition submitted in support of annexing additional property into Mason County Fire Protection District
No. 16 (MCFPD 16) is sufficient;
WHEREAS, RCW 52.04.011 states"After the county auditor has certified the sufficiency of the petition,
the county legislative authority... shall consider the proposal under the same basis that a proposed
incorporation of a fire protection district is considered... as provided under Chapter 52.02. If the proposed
annexation is approved by the county legislative authority... the board of fire commissioners shall adopt a
resolution requesting the county auditor to call a special election... ";
WHEREAS, RCW 52.02.040 states"A public hearing on the petition shall be held by the county legislative
authority of the county in which the proposed fire protection district is located...";
WHEREAS, notice of the public hearing was published and posted pursuant to RCW 52.02.050;
WHEREAS, the first annexation request was considered at a public hearing on February 23, 2021 by the
Mason County Commissioners and Resolution No. 2021-010 was adopted, an election was held that failed
and MCFPD 16 has submitted the annexation request again for consideration;
WHEREAS, the second annexation request was considered at a public hearing on June 8, 2021 by the
Mason County Commissioners;
WHEREAS, the Mason County Commissioners finds that the lands described in the petition will be
benefitted;
NOW, THEREFORE BE IT HEREBY RESOLVED by the Board of Mason County Commissioners to approve
the petition for annexation of additional property into Mason County Fire Protection District No. 16, DBA
West Mason Fire, and shall include all properties in the following boundary:

AMENDMENTTO MASON COUNTY SHELTON UGA MAP
SALAZAR REZONE
ORDINANCE Mason County Shelton Urban Growth Area (UGA) Map (rezone) under the
authority of RCW 36.70A.
WHEREAS, the Washington State Growth Management Act (RCW 36.70A.130) requires each
county, including Mason County, to take legislative action to review and revise its
comprehensive plan and development regulations to ensure that the plan and regulations
continue to comply with the requirements of the Act; and
WHEREAS, the County needs to address certain requests for comprehensive plan and zoning
changes to meet the goals and requirements of Chapter 36.70A RCW (Growth Management
Act); and
WHEREAS, Rene Salazar, owner of real property in Mason County known as parcel 32030-14-
90030, has requested a zoning change of the property from Neighborhood Residential (NR)to
Mixed Use (MU); and
WHEREAS, on April 19, 2021, the Mason County Planning Advisory Commission held a public
hearing to consider the amendment and passed a unanimous (4-0) motion to recommend
approval of said rezone; and
WHEREAS, the Board of County Commissioners considered the requested rezone at a duly
advertised public hearing on June 8, 2021; and
WHEREAS,the Board of County Commissioners took public testimony from interested parties,
considered all the written and oral arguments, testimony and comments presented; and
WHEREAS, the Board of County Commissioners also considered the Staff Report and
recommendations of the Mason County Planning Advisory Commission; and
WHEREAS, the Board of County Commissioners finds that the proposed amendment to the
Shelton UGA Map complies with all applicable requirements of the Growth Management Act,
the Comprehensive Plan, and the Mason County Code, and that it is in the best public interest;
and
BE IT HEREBY ORDAINED, the Mason County Board of Commissioners hereby approves and
ADOPTS amendment to the Mason County Shelton UGA Map rezoning the parcel 32030-14-
90030 from Neighborhood Residential (NR) to Mixed Use (MU).
