9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Shutty and Trask met in Closed Session for a labor discussion with
Frank Pinter from 9:00 a.m.to 9:30 a.m.
9:30 A.M. Support Services—Frank Pinter
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Approved to place the news release solicit members for the VSP work group on the July 20
agenda.
• Approved to place the resolution for the distribution of the PUD Privilege Tax on the July 20
agenda.
• News Release to solicit for at-large position on the Veterans Advisory Board will be placed on the
July 20 agenda.
• Updates to Personnel Policies will be tabled to next week when Dawn is available.
• Kelly Frazier reported that Mason County received a Capital budget award for$62K for Memorial
Hall. He will bring this back after the Memorial Hall Committee meeting to discuss specifically
what the award will be used for.
• Jenn presented the 2021 budget adjustment requests for August public hearing and will bring
forward a resolution to set the public hearing. Cmmr. Shutty asked Jenn check with Public
Works/Utilities to see if there was a$500K capital budget award for Belfair Sewer that could be
included with this budget amendment.
• Jenn presented the resolution for the formation of I.T.Steering Committee and that will be placed
on the July 20 agenda.
• Jenn presented the resolution to pay off lower half of Building 8 and that will be placed on the
July 20 agenda.
• Frank presented an offer from Skokomish Tribe to purchase property,parcel 42 1 1 0-4 1-000 1 1,for
$1,664.00. This is Tribal property and is part of a hillside. The Board agreed to the offer.
• Frank stated he has received information from the Public Utility Districts for ARPA funding.
Cmmr.Trask noted that projects must be completed by 2026 to be eligible for ARPA funding.
The Commissioners agreed it is important to invest in the local utilities.
• Frank asked if the Board wants to develop a scope of work for a lobbyist and go out for a Request
for Qualifications(RFQ). The Commissioners agreed it would be beneficial to hire a lobbyist to
secure dollars for the County. The Commissioners agreed to focus on capital project funding and
Frank will bring forward a draft RFQ.
• Cmmr.Neatherlin suggested the County invest in funding for training for law enforcement,staff
and the public on what law enforcement can legally do to protect themselves and the public.
Cmmr. Shutty agreed this new law will be in effect at the end of the month and he can ask the
BHO on recommendations on how to educate ourselves and the public.
10:00 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Contract renewals for Homeless Crisis Response System 2021-2023 Biennium and the new
Consolidated Homeless Grant and 2163 Local Documents Recording Fees awards were approved
to place on the July 20 agenda. Cmmr.Neatherlin asked if there are other services that could be
provided with this funding. Lydia explained there is an advisory board that meets monthly and
they adjust the services based on the need.
• Alex presented the resolution to create the Mason County Clean Water District Advisory
Committee. The membership was discussed. Alex will reach out to local partners to see if they
want to participate on this advisory committee.
• Review of the monthly permitting and complaints for Community Services.

• Contract extension and$58K budget amendment for the Planned Action EIS for Belfair approved
to move forward.
• Kell requested permission to have the Permit center extension(352)on message mode from noon
until 1 p.m.for the lunch hour. Most staff take a 30-minute lunch and this will allow time for
clerical staff to meet.
• Dave reported Public Health will participate in MUNIS training on Wednesday and will then meet
with Jenn regarding the transition to MUNIS.
• Cmmr. Shutty would like to explore policies/code for short term vacation rentals. He has received
numerous complaints on short-term vacations rentals;it is important for our economy but wants to
make people responsible. Cmmr.Neatherlin agreed residents are impacted;perhaps the County
can look at setting a limit on how many people can live in a dwelling/property. Septic Code says
two people per bedroom. Windom said this is a bigger conversation because of the lack of rental
housing. Cmmr. Shutty's focus right now is on short-term vacation rentals and would like staff to
bring forward possible Code changes. He stated Chelan County has recently made Code changes.
Kell noted that staff is working on changes to the Shoreline Master Plan and the Capital Facilities
Plan and can then look at possible Code changes.
The Board took a break until 10:40 a.m.
10:40 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• News Release for temporary road closures on Trails Road and Shelton Matlock Road will be
placed on the July 20 agenda. Road closure process was discussed;the Board wants to be notified
as much in advance as possible.
• Cooperative Agreement with Mason Transit Authority for the Cole Road and Pickering road Park
and Rides to maintain striping,signage and illumination.
• Loretta reported the Public works HVAC system repairs have been completed.
• Richard Dickinson announced the sludge hauling contract award to Tribeca Transport,LLC of
Woodland,WA.
• Cmmr.Neatherlin brought up placing temporary speed limit signs throughout the County and
believes this will be discussed at the TIP-CAP meeting. He reminded the public the of various
needs to chip seal a road and it is not a waste of tax dollars.
11:00 A.M. Superior Court—Judge Goodell
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• Juvenile Detention Alternatives Initiative(JDAI)grant contract approved for the July 20 agenda.
• Request approved to fill a male Detention Officer position.
• Request to create a FTE position reporting to the Chief Court administrator providing office
support for the Superior Court Administration office. This request is part of Phase 2 of the
Superior Court reorganization. Cmmr.Neatherlin would like this presented at the 2022 budget
time;Cmmr.Trask would like to know budget impacts for the entire reorganization which has
been presented in phases. Cmmr. Shutty agreed to look at this as part of the 2022 preliminary
budget and look at the budget as a whole. Cmmr.Trask noted that ARPA funding could be used
for temporary positions that are needed to catch up on workloads due to COVID.
The Board recessed until 2:00 p.m.
2:00 P.M. Jail Needs Study—KMB Architects
Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom.
• JeffTamkin,PFIC,presented a proposal for development and tax-exempt financing for a jail
facility that included leaseback financing highlights. Mr.Tamkin will send a list of projects they
have financed.
• Discussion of the potential size of a new facility and the financing options.

• The July 19 meeting is canceled. The next step is for the Commission to discuss the options and
let KMB know their decisions.
• Meeting adjourned at 2:50 p.m.
