HomeMy WebLinkAbout2021/06/28 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Mason County Commission Chambers,411 North 5th Street,Shelton,WA Week of June 28,2021 Monday,June 28,2021 9:00 A.M. Support Services—Frank Pinter Commissioners Neatherlin,Trask and Shutty attended via Zoom. • Jenn presented a proposal to pay off the interfund loan from Current Expense to County Road for the lower half of Building 8. The Commissioners approved moving this forward. • Jenn brought up creating an Information Technology Steering Committee which the Board approved and Cmmr.Shutty will sit on this committee. • Ross provided updates on the MCRA Irrigation Project RCO/YAF Grant Project Update and the Hood Canal School District#404 RCO/YAF Grant Project. • Continued discussion of the possible purchase of R-ZERO Arc and R-Zero Air machines for Mason County. There was discussion about how many units the County would need and who would manage the units. Commissioners would like more information on how it would operate to make sure the units are used. FEMA funds would be available but for only the time period during the COVID pandemic • Frank clarified what Cmmr.Neatherlin meant at last week's briefing when he said he would like to"wash"the ARPA funds. Frank used the example of how the County managed the CARES Act funding which placed$3.6M into the ending fund balance of the General Fund. He is not sure how much of this could be done with ARPA funds. Cmmr. Shutty pointed out ARPA funds are not meant to use only on Mason County projects but believes there are projects for the community and infrastructure;he wants to utilize the flexibility and put the money to work in the community. Cmmr.Neatherlin agrees and would like a community forum for input. Frank will continue to bring forward information on how to prioritize projects to spend the ARPA funds. • Frank provided an update on the Prothman executive search. It is estimated that the final interview process could happen the end of August/first part of September with the County Administrator's first day available to work the end of September to mid-October. • Frank brought up the unmasking procedure for Mason County employees;confirmed an e-mail will be sent to employees this afternoon requesting an electronic signature. The forms are treated as a health document;will be kept by HR and are not disclosable. • Commissioners agreed to schedule a special meeting tomorrow to consider emergency restrictions on the use of fireworks. 9:30 A.M. Therapeutic Courts—Renee Cullop/Judge Goodell Commissioners Neatherlin,Trask and Shutty attended via Zoom. • CJTA funding contract for 2021-2023 in the amount of$181,196 approved to move forward. • Contract between Department of Children Youth and Families(DCYF)and Mason County approved to move forward. These funds are used to expand the Functional Family Therapy(FFT) program for youth and their families. Recess until 10:05 a.m. 10:05 A.M. Community Services—Dave Windom Commissioners Neatherlin,Trask and Shutty attended via Zoom. • Marissa Watson requested permission to schedule a public hearing to consider a correction to the Future Land Use Map and Official Development Areas(Zoning)Map 3 of 10. Commissioners agreed to schedule the hearing. • Request approved to schedule a public hearing to consider rezoning a 9.77-acre parcel from Rural Commercial 1 (RC I)to Rural industrial(RI)within the Rural Development Areas. • Kell updated on the Belfair EIS and will bring forward additional information. 10:00 A.M. Otherwise no business to bring forward.
