Interview for Planning Advisory Commission Commissioners Neatherlin,Shutty and Trask interviewed Bob Wilkerson for the Planning Advisory Commission via telephone and Zoom. 9:10 A.M. Support Services—Frank Pinter Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom. • Jenn provided an analysis of eligible Treatment Sales Tax(TST)nurse time to distribute psychiatric and SUD medications.The actual cost is approximately$130K;$150K is budgeted as a transfer out to the jail so no budget amendment is needed. Cmmr.Shutty provided additional information for this request. Lydia Buchheit also provided history to what the TST funding has paid for in jail nursing services. The Board agreed to utilize the funding as presented by Jenn. • Jenn presented a draft Electronic Signature Policy and recommended a few changes. The Commissioners approved placing the updated policy on the agenda. • Peter Jones requested permission to accept an$19,656 OPD grant to be used for work on the State v.Blake court case. • Mason County Redistricting Citizens Advisory Committee membership;approval to appoint the nominees as submitted by the Republican party—Bob Rogers and Phillip Wilson and from the Democrat party—John Piety and Linda Prato. • The Board agreed to continue the current Commissioner briefing/meeting schedule(briefings every Monday;regular meetings every other Tuesday @ 9 a.m.). Holding in-person meetings will be reviewed after June 30. • The Board approved Diane's request to post,interview and hire to fill Jeri Giraldes position. • Staffing request from Prosecuting Attorney. The Board approved an additional Deputy Prosecuting Attorney II to assist with unexpected caseloads due to the backlog created by COVID- 19 jury trial suspensions and in-person court hearings and the State v. Blake Supreme Court decision. Also approved to increase the funding of the.25 FTE Victim/Witness Advocate position to from the General Fund to 1.0 FTE. • Frank presented a staffing request for the Assessor's succession plan which was approved. • Frank presented a review of the American Rescue Plan Act(ARPA)funding. Mason County is anticipating receiving approximately$13M in grant funding.Cmmr.Neatherlin would like to place the reimbursement funding in a separate budget line so there aren't restrictions. Cmmr. Shutty asked for examples of expenses not listed as eligible. Cmmr.Neatherlin provided the example of items that are already budgeted in the General Fund such as Sheriff staffing and jail expansion. Jenn stated we are receiving ARPA funds up front;it is not a reimbursement grant. Cmmr.Shutty stated his priorities are for utility assistance and helping the community;Cmmr. Trask wants to follow the guidelines as close as possible. Frank asked the Commissioners to prioritize the suggested expenditures provided in the briefing packet. • Frank requested authority to create,post and fill a County Administrator at a salary range 47. Frank offered to extend his retirement by two months to allow time to fill this position. Cmmr. Neatherlin supports succession planning. Cmmr.Trask supports making this position effective July 1,2021. Frank will be named as interim County Administrator effective 7/1/21 and the June 22 agenda will be amended. • Frank presented a new non-represented employee alignment restructure effective 1/l/22 and incorporate into the Personnel Policy a Longevity Benefit effective 1/l/23. The Board agreed to these changes. • Cmmr.Trask stated she is having meetings regarding the Juvenile Detention facility and Supportive Housing. • Cmmrs.Trask and Shutty agreed to appoint Bob Wilkerson to the Planning Advisory Commission. The Board took a 5-minute break. Board of Mason County Commissioners' Briefing Meeting Minutes June 21,2021 10:45 A.M. Community Services—Dave Windom Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom. • Lydia requested the contracts with Northwest Resources II SOS program and Olympic Health and Recovery Service be placed on the agenda for approval. Request was granted. • Lydia presented edits to the Treatment Sales Tax policies and procedures that are recommended by the Housing and Behavioral Health Advisory Board.The resolution will be placed on the agenda. • Also approved to send out award letters for the HEN and CHG programs. • Request to create an Accounting Technician/Sr.Accounting Technician position in Public Health to assist with grant accounting and billing. There is grant funding available for this position. A $33K budget amendment is necessary for 2021 and Casey reported there is additional funding. Cmmr.Neatherlin requested detail on the 58 grants that are being managed by Public Health. He wants to be sure this is defined as grant supported. Cmmr.Trask brought up utilizing CPA services that was apparently declined.Cmmr. Shutty is supportive so the administrative allowances in grants is maximized. Jenn recommended utilizing the CPA services. Alex Paysee spoke in support of this Accounting position. Frank supports Public Health going through a LEAN process to simplify their process and to move to MUNIS. It was agreed to hire a temporary FTE for one year that is grant funded;go through a LEAN review and move Public Health to MUNIS. 10:30 A.M. BREAK 10:35 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom. • Two news releases will be added to the June 22 agenda—SWAC vacancies and traffic impacts from the Moto America event. • Approval for two appointments to the Solid Waste Advisory Committee—Monica Nerney and Kendall Carman. • Approval to set a public hearing to consider establishing a 25-mph speed limit on Snider Road. • Mike provided an update on road projects. 1 1:00 A.M. District Court—Judge Steele/Patsy Robinson Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom. • Amended interpreter Reimbursement Program agreement will be placed on the agenda. • Patsy reported there will be a new case management system ODYSSEY for Courts of Limited Jurisdiction and equipment may need to be purchased,however the cost for the Courts is unknown. 11:30 A.M. Kyle Self from Capital Business Machines demonstrated the R-Zero Arc UV light disinfectant machine. The Commissioners requested staff to bring back information to the next briefing. Noon BREAK 1:00 P.M. Jail Needs Study—KMB Architects Commissioners Neatherlin,Shutty and Trask were in attendance via Zoom. • Bill Valdez stated they are meeting with staff to discuss staffmg and operational costs.Next meeting is July 19 to discuss final numbers. Have reviewed options for financing including tax exempt private funding model and general obligation bonds. • Engineering consultant has reviewed the site options for utility infrastructure. Site 01 is WA 1021US 101 Intersection;Site 02 is W.Eells Hill property;Site 00 is the existing Mason County Jail. Due to its isolation and without any public utilities to connect into,the consultant believes Site 02 is risky. • Bill reviewed potential site plans and costs with each site.
