Dale Carpenter, Appellant, was present at the hearing. IdaMae Jensen, Assessor's Representative, was present. On the petition, the Appellant presented four comparable sales from January 2019 to March 2020. Two sales were not used by the Assessor. One sale was beyond the assessment year and one sale was bare land. The Appellant stated on the petition that the "house is over appreciated when compared to comps." The Assessor's Representative provided three comparable sales. In addition, the Assessor's Representative used the remaining two of the Appellant's comparable sales. These five sales had an indicated value range of$215,083 to $277,884. The subject parcel's value fell below this range. The Board found the Appellant did not provide clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$21,595 and improvements at $210,085 for a total of $231,680 for the subject parcel. Two of which were beyond the date of assessment. One sale appeared to be a part of an adjacent purchase. One comp sold in June 2019 for $35,000 which carried an assessed value of$31,765. The Board was presented with an assessment roll correction signed by the Assessor on April 2021 with an indicated value of$15,480. The Board found that this was a preponderance of the evidence that the original value of$25,560 was in error. Therefore, the Board sets the value for the land at $15,480 and improvements at$0 for a total of$15,480 for the subject parcel. The Assessor's Representative presented an In-House Correction(Manifest Error)noting that the oyster acres were inadvertently added into the actual acreage size. These acres were reduced from the actual acreage, thus bringing the total acreage at 12.7 acres once again. Therefore, the Board sustains the value for the land at$219,255 and improvements at $0 for a total of $219,255 for the subject parcel.
