Calahan Barry, Appellant, was present at the hearing. IdaMae Jensen and Russ Milarch, Assessor's Representatives, were present. The Appellant testified that he purchased a 7.79-acre package for$199,000 on January 31, 2017. Each of the five parcels stand alone, but as a group, he testified that the back land portions require a significant amount of dirt to be moved to achieve a building grade. He testified that this parcel included a cabin that was almost in need of tear down and there is no water or septic. The Assessor's Representative testified that the waterfront portion of the property had 17' from the road to the front of the cabin and an additional 12' of steep slope to the edge of the bank. The Assessor's Representative noted the 75 front feet are valued via a 2019-tideland chart at $235/FF. Also assigned was a 25%reduction as an easement was present to the adjacent parcels. The Board found a preponderance of the evidence that an error had been made and sets the value at $117,400. Therefore, the Board overrules the assessed value and sets the value at $106,525 for the land and improvements at$10,875 for a total of$117,400 for the subject parcel. The Assessor's Representative testified that the waterfront portion of the property had 19' from the road to a steep slope of 14' down to the bank. The Assessor's Representative noted the 75 front feet are valued via a 2019-tideland chart at $235/FF. Also assigned was a 15%reduction for negative influence of a gulch. The Board found a preponderance of the evidence that an error had been made and sets the value at $95,515. Therefore, the Board overrules the assessed value and sets the value for the land at $95,515 and improvements at$0 for a total of$95,515 for the subject parcel.
