Thomas Haapala, Appellant, was present at the hearing. IdaMae Jensen, Assessor's Representative, was present. The Appellants provided a timeline denoting improvements made to the house since they purchased it. Of particular concern was that they had painted the exterior of the home and had not put on new siding or new windows. They felt the home was overvalued as the Assessor had a mistaken belief that they had installed new siding and windows. The Appellants acknowledged that an Assessor's Representative had visited their home. They were left with the understanding that an error had been made regarding the siding and windows. The Assessor testified that the home was, indeed, listed in average condition and no upgrade had been noted for the siding and windows. An in-house correction was made, as there was an error in the number of plumbing fixtures this home had. When queried about the significant increase from 2019 to 2020, the Assessor's Representative noted that a physical inspection was done in 2019 for the revaluation cycle of 2020. This neighborhood was in transition from recreational to permanent residency which is now reflected in the market value. The Board found no clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $88,895 and improvements at $95,340 for a total of $184,235 for the subject parcel. The Assessor's Representative presented five comparable sales. The Board found no clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $34,510 and improvements at $192,860 for a total of $227,370 for the subject parcel.
