Interviews for Lewis-Mason Thurston Area Agency on Aging Advisory Board Commissioners Neatherlin,Shutty and Trask attended via Zoom. • The Commissioners interviewed Diane McLean;Jamie Queen requested to be rescheduled. Commissioners will discuss the two applicants later this morning. 9:15 A.M. WSU Extension—Dan Teuteberg Commissioners Neatherlin,Shutty and Trask attended via Zoom. • Request to amend the current MOU to bring Kathy Fuller's position to full time was approved. 9:25 A.M. Superior Court—Judge Goodell Commissioners Neatherlin,Shutty and Trask attended via Zoom. • A re-organization to eliminate Superior Court Administrator and to create,post,and fill a Chief Superior Court Administrator and Finance Manager was brought forward. Salary Range would be 43. Phase 1,2,and 3 were also presented. Commissioners would like to have further discussion regarding budget and the re-organization. Approval to move forward with Phase 1. • The Juvenile Detention Center has safety and staffing concerns. There are two detention officers each working a 12-hour shift—one in the booth and one on the floor. Average daily population is three with a high of six or seven. Two additional detention officers were requested for a noon to midnight shift. Commissioners asked to wait until the Legislative Session is finished to see what changes may happen before deciding. Commissioners asked that the requests for re-organization and additional deputies be prioritized due to potential budget issues. Judge Goodell will discuss with the other two judges and Jim Madsen and brief next Monday. 10:00 A.M. Community Services—Dave Windom Commissioners Neatherlin,Shutty and Trask attended via Zoom. • Reappointment of two current members,Keith Fuller and James Medcalf,to the On-Site Sewage Advisory Board approved to move forward. • PowerPoint on the Mason County website regarding the WRIA process. 10:10 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty and Trask attended via Zoom. • 2020 Annual Certification,Certification of Expenditures for Traffic Law Enforcement, and Certification of Expenditures for Fish Passage Barrier Removal approved to move forward. • Request for a Private Line Occupancy Permit from Tina Fite approved to moved forward. • 2020 County Force Construction Projects and Notification of Final Costs approved to move forward. • Mike Collins presented the 2021 Annual Bridge Report. 10:30 A.M. Public Defense—Peter Jones Commissioners Neatherlin,Shutty and Trask attended via Zoom. • Contract with Karpel Solutions for Defender software and installation approved to move forward. This contract was anticipated in the 2021 budget. 10:40 A.M. Support Services—Frank Pinter Commissioners Neatherlin,Shutty and Trask attended via Zoom. Board of Mason County Commissioners' Briefing Meeting Minutes March 22,2021 • Chief Beau Bakken with North Mason Regional Fire Authority reported on the 20-year bond for$10 million that was voter approved in 2019 for a new emergency management campus. This centrally located facility will hopefully be completed by December of 2021. There is a non-binding letter with the County for location of County services at the old fire station. • Extending the contract with Mendoza Texas Style Food vendor for MCRA to March 2023 was approved to move forward. • Board of Equalization applicants will be interviewed for the alternate position. • Dawn reported she will bring forward a revised Telework Policy to add to the Personnel Policy. • Jenn presented a comparison of ER&R and Motor Pool. Estimated cost savings are over $1 million over a 10-year period for the Sheriff PPV Fleet Planning Analysis and$1.3 million for the Non-ERV Fleet Planning Analysis. Budget impact is an estimated cost savings of about$230k a year. A$267k over payment from ER&R to Current Expense was noted. • The 2021/2022 Vehicle Lease Order Request and 2022 Draft Motor Pool Rates was presented and approved to move forward. 16 Leased vehicles are being requested to bring the total leased fleet to 79. • Diane presented the request to delete the following obsolete chapters from the County Code:Chapter 3.04 Admissions Tax;Chapter 3.152 Chaplains Fund;Chapter 3.178 Volunteer Fund;Chapter 5.04 Merchant Patrolmen;Chapter 5.08 Junk Dealers, Secondhand Dealers and Pawnbrokers;Chapter 5.12 Carnivals and Circuses and Chapter 9.40 Alarm Systems. The Commissioners agreed to move the request forward. • Diane and Auditor Paddy McGuire presented the request to create a citizens committee to complete the required redistricting based on census population. Cmmr. Shutty believes involving the public would allow opportunity for input. Due to the delay of census data, only the Commissioner and PUD Commission districts will be redone in 2021;the remaining districts(fire districts,school districts,etc.)will be done in 2022. The Commissioners agreed to create the citizen redistricting committee comprising of two members from the Mason County Democratic Party,two members from the Mason County Republican Party and those four members select a non-voting Chair. Auditor's office will provide staff support to the committee. • Commissioner Correspondence Policy will be brought forward at next week's briefing. • The process for replacement of Support Services Director was continued. Job descriptions for Human Resources Administrate,Budget Manager,and Support Services Director were provided for review and comment. Commission requested Frank to explore options for using a hiring service and brief again next week. • The American Rescue Plan Act(ARPA)funding was discussed. About$13 million will be provided. Frank reviewed the many potential uses of the funding and will bring forward additional information. • Public access to County buildings pursuant to Phase 3 of Roadmap to Recovery was discussed. Opening Building 1 was agreed upon and Diane will ask the departments under the Commissioners' supervision to report their open status at next week's briefing. • The Board agreed to reschedule Jamie Queen's interview for the LMTAAA and to appoint Diane McLean. 11:50 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty and Trask met in Closed Session with Frank Pinter for a labor discussion for approximately 30 minutes.
