Thomas Schafer, Appellant, was not present at the hearing. IdaMae Jensen, Assessor's Representative, and Patti McLean, Assessor were present. With the appeal packet, the Appellant provided documentation from the state which indicated the subject parcel's tidelands were "conditionally approved" for shellfish. No other evidence was presented to support their estimate of value. The Assessor's Representative presented a sliding scale used to value tidelands within the county. Applying this scale resulted in the tidelands valued at $21,250. In addition, the land was valued at $9,501 for a total assessed value of$30,751. The Board found no clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$30,750 for a total of$30,750 for the subject parcel. The Appellant included with the petition seven photos showing derelict vehicles, noxious weeds and domestic animal waste. The Appellant also noted a shooting range is now near the subject parcel. The Assessor testified that negative neighborhood conditions are not part of their valuation of properties. With these factors in mind, the Board assigned a ten percent decrement for the subject parcel. Therefore, the Board overrules the assessed value and sets the land value at $34,943 for a total of$34,943 for the subject parcel.
