Steven Lamberto, Appellant, was present at the hearing. IdaMae Jensen, Assessor's Representative, was present. The Appellant testified that the Assessor's calculations and supporting comparable sales do not support a 32% increase in assessed value. The Appellant provided four comparable sales. The Assessor presented a comparable analysis using the four comparable sales presented by the Appellant and one additional sale from the Assessor. As adjusted, these sales ranged from $234,935 to $283,900. The subject property fell within this range. The Board did not find the Appellant provided clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$54,610 and improvements at $213,335 for a total of $267,945 for the subject parcel. The Appellant presented an assessment roll correction(ARC) signed July 17, 2020 that changed the value from $467,760 to $418,425 as of January 1, 2019. The Assessor presented five comparable sales to demonstrate the new assessed value of the subject parcel of $480,285 was equalized with the neighborhood. As adjusted, these comparable sales ranged from $426,408 to $664,804. The Board found the Appellant provided no clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at$165,765 and improvements at $314,520 for a total of $480,285 for the subject parcel.
