IdaMae Jensen, Assessor's Representative, was present. The Appellant stated in the petition that the value is excessive and the home interior is modest. The only evidence presented by the Appellant to the Board were two photographs presented at the hearing. The Assessor presented four comparable sales located in the Allyn area. The indicated range of value is $335,784 to $400,970, with a median value of$368,209. The subject value under appeal is $368,350. The Board found the Appellant provided no clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $38,120 and improvements at $330,230 for a total of $368,350 for the subject parcel. Craig &Michele Anderson, Appellants, were present at the hearing. IdaMae Jensen, Assessor's Representative, was present. The Appellant testified that 62 feet of the subject parcel is encumbered by a high power line easement. The Board noted the property was only 162' wide with the easement leaving only 100' for future development. The Appellant also testified that this was unimproved property without water, sewer, or gas available to this property. The Assessor provided four sales that she believed were comparable sales to the subject. These sales ranged from $47,260 to $65,285. The Board questioned using these sales as comparables. Due to the easement encumbrance on this property of 38%, the Board overrules the assessed value of $61,375 and sets the new value at $38,053 for the land for a total of$38,053 for the subject parcel. Cagle Andersen, Appellant, was not present at the hearing. IdaMae Jensen, Assessor's Representative, was present. The Appellants stated on their petition that roots in the plumbing pipes have caused a U-pipe under the house to become severely cracked. The repairs for the pipe are going to run an estimated $6,000. The Assessor's Representative testified that during the appeal period in 2020, an Assessor's Representative talked with the Appellant and added a 44% depreciation factor. Also written in her report, an appraiser downgraded the condition of the home from Average/Good to Average, lending to this reduction in value. The Board found the Appellant did not provide clear, cogent or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $27,110 and improvements at $121,235 for a total of $148,345 for the subject parcel.
