Construction Inspections
Dear Ms. Woolett:
Per your request I have assembled the following list that describes the construction testing that will
be implemented as part of the Emergency Vehicle Operation Course (EVOC) Skid Pan Rebuild at
Washington State Patrol Academy.
All testing procedures will be per the 2018 WSDOT Standard Specifications. This includes
laboratory testing for materials such as aggregates and field testing for in-place materials such as
asphalt and base compaction.
The Owner will have an independent testing consultant that will complete all testing for the project.
In addition, the Contractor will be required to complete testing as needed to ensure compliance.
The following are items which will be tested during construction of this project:
Earthwork:
• Import Fill Material (sampling, testing, classification & compacted density).
• Subgrade Verification (Inspection by geotech of record, compaction via testing or proof
rolling).
Erosion Control and Site Stabilization
• Erosion control measures will be inspected daily by the Contractor and during field visits by
the Project Engineer.
• All disturbed areas shall be seeded. Seeding operations will be inspected by the Project
Engineer. Site stabilization will be evaluated by the Project Engineer.
Aqgreqates:
• Crushed Rock (sampling, testing, classification & compacted density).

Asphalt Pavement:
• All Asphalt Pavement (mix design approval, compacted density, field verification by
Engineer of constructed grades).

• All Concrete Pavement (mix design approval, field tests such as slump, air entrainment, etc.
and field verification by Engineer of constructed grades).
• Surface (Flatness Rating & Coefficient of Friction in relation to the concrete polishing work).
Reclaimed Water Irrigation System:
• Pipes and Fittings (pressure test per WSDOT standards).
Material Submittals
• All material submittals will be submitted by the Contractor and reviewed and approved by
the Project Engineer. WSDOT QPL products can be approved without review. Pre-
approved WSDOT concrete and asphalt mix design are acceptable for this project.

• TWO (2) FULL SIZE 22X34 PLAN SETS

• TWO (2) COPIES OF SWPPP

We understand that the stormwater design is of major importance to the County as this project is
within Mason County's aquifer recharge area. For stormwater we have proposed a design that
meets or exceeds all requirements set forth in the 2005 DOE Manuel. This system includes a
water treatment filter strip to provided water quality for all runoff from the reconstructed Skid Pan.
In addition an infiltration facility will be constructed to infiltrate 100% of the stormwater to meet
County requirements.
I am available to meet with Mason County staff if you feel that a meeting would be beneficial during
the review process.
