Enclosed please find a list of marijuana licensed premises in your jurisdiction whose marijuana licenses will expire in abount 90 days.
This is your opportunity to object to these license renewal requests as authorized by RCW 69.50.331 (7) .
1 ) Objection to License Renewal
To object to a marijuana license rnewal:
This letter must: fax-or mail a letter to the Washington State Liquor and Cannabis Board (WS-LCB) Licensing Division.
o Detail the reason(s) for your objection, including a statement of all the facts upon which your objection or objections are
based.
o You may include attachments and supporting documents which contain or confirm the facts upon which your objections are based.
o Please note that whether a hearing will be granted or not is within the Board's discretion per RCW 69.50.331 (7) (c) .
Your letter of objection must be received by the Board's Licensing Division at least 30 days prior to the license
expiration date (WAC 314-55-165) . If you need additional time you must request that in writing. Please be aware, however,
that it is within the Board's discretion to grant or deny any requests for extension of time to submiti objections.
Your request for extension will be granted or denied in writing. If the objection is received within thirty days of
the expiration date or the licensee has already renewed the license, the objection will be considered as a complaint
and possible license revocation may be pursued by the enforcement division.
A copy of your objection and any attachments and supporting materials will be made available to the licensee, therefore, it is the
Local Authority's responsibility to redact any confidential or non-disclosable information (see RCW 42.56) prior to submission to
the WSLCB.

2) Status of License While Objection Pending
During the time an objection to a renewal is pending, the permanent marijuana license is placed on hold.
3) Procedure Following Licensing Division Receipt of Objection
After we receive your objection, our licensing staff will prepare a report for review by the Licensing Director. The report
will include your letter of objection, as well as any attachments and supporting documents you send. The Licensing Director
will then decide to renew the marijuana license, or to proceed with non-renewal.
4) Procedure if Board Does Not Renew License (WAC 314-55-165 (2) (b) )
} If the Board decides not to renew a license, we will notify the licensee in writing, stating the reason for this decision. The
licensee also has the right to request a hearing to contest non-renewal of their marijuana license. If the licensee makes
timely request for a hearing, we will notify you. The Board's Licensing Division will be required to present evidence at the
at the hearing before an administrative law judge to support the non-renewal recommendation. You may present evidence in
support of your objection or objections. The administrative law judge will consider all of the evidence and issue an initial

5) Procedure if Board Renews License Over Your Objection (WAG 314-55-165 (2) (a))
If the Board decides to renew the license over your objection, you will be notified in writing. At that time, you may be
given an opportunity to request a hearing. An opportunity for a hearing is offered at the Board's discretion. If a hearing
is held, you will be responsible for presenting evidence before an Administrative Law Judge in support of your objection to
license renewal. The Board's Licensing Division will present evidence in support of license renewal. The Licensee may
also participate and present evidence if the licensee desires. The administrative law judge will consider all of the evidence,
and issue an initial order for the Board's review. The Board members have final authority to renew the marijuana license and
will enter a final order announcing their decision.

Dear Mr. Nix:
This letter is in reference to your letter filed on November 10, 2020 for the
Cushman Hydroelectric Project No. 460. You request clarification regarding the
licensee's (City of Tacoma) maintenance responsibilities of the shoreline environment
associated with erosion and fallen trees around Lake Cushman, and specifically refer to
standard license articles 19 and 20.
You indicate that you represent neither the licensee for the project nor the
development company (Lake Cushman Company, LCC)which sub-leases the residential
lots, but represent the entity responsible for maintaining the shoreline above 742' contour
elevation.
The terms and conditions included in a hydropower license issued by the
Commission apply only to those lands and waters incorporated into the project boundary
and which serve a.project purpose. The project boundary for the Cushman Project
generally follows the 742' elevation contour around Lake Cushman(four feet above
normal full pool), with limited exceptions. The Commission has no jurisdiction over
lands and waters located outside of the project boundary.
It is not uncommon for a project reservoir to experience some shoreline erosion
caused by wave action from wind or boating activity, or high flow events due to high
precipitation and/or inflows into the reservoir. Such causes of shoreline erosion are not .

normally related to the construction, maintenance, or operation of the project reservoir
and are outside the scope of Article 19.1 Article 20 states, in pertinent part, "all trees
along the periphery of project reservoirs which may die during operations of the project
shall be removed." If you have specific concerns regarding dead trees along the `
l periphery of Lake Cushman located within the project boundary, which do not serve a
project purpose (such.as habitat for fish and/or wildlife),please address these concerns
with the City of Tacoma. Should there be a problem resolving these concerns, you may

potentially include photographs)using the efiling link on the Commission's website at
www.ferc.gov and requesting Commission staff look into those issues.

1 Article 19. In the construction, maintenance, or operation of the project, the
Licensee shall be responsible for, and shall take reasonable measures to prevent, soil
erosion on lands adjacent to streams or other waters, stream sedimentation, and any form
of water or air pollution. The Commission, upon request or upon its own motion, may

Executive Summary
A year with the necessity to stay-at-home to stay healthy, it is more important than ever to provide safe and
healthy homes that are affordable for those who have the hardest time finding and retaining a place to live.
Our new relationship with the Mason County Therapeutic Courts is thriving and we are pleased that the single
family home is being used to give so many individuals the opportunity to be safe. Thankfully,none of our
Mason County tenants or our staff have contracted Covid-i9 and we continue to keep people in homes and
healthy.We are also excited to have Wayne Souza,a Shelton resident,join our Board of Directors in 2020. We
will continue to seek representation from Mason County as our work in the community moves forward.

2020 - Despite Challenges, Renters Continue to Have
Homes
In 2020 our focus was on surviving in a pandemic environment and keeping ourtenants safe in their homes.
We have been successful in that endeavor,thanks to our community partnerships. As a nonprofit property
owner and manager,we do not provide case management or other social services. However,during the last 30
years of our work,we have formed many community relationships which help our tenants have.the permanent
supportive housing they need to be successful in their lives. Since embarking on our partnership with Mason
County in 203.5,we have been working on establishing relationships with local area service providers and the
County itself, in order to make our model work. In early 2020,we updated our agreement with Mason County
which allowed us to sign an agreement with the Mason County Therapeutic Courts(MCTC). In March, MCTC
moved into the single family home on S 7th.We are excited to partner with this organization who houses drug-
impacted individuals referred by the court system as an intervention aimed to offer supervision,accountability
and most importantly-treatment.

ITEM: Public hearing to consider a petition for annexation of additional property into
Mason County Fire Protection District No. 16.
Background: A Certificate of Sufficiency was submitted by Mason County Auditor
Paddy McGuire to the County Commissioners on January 15, 2021. In accordance
with RCW 52.04.011, the number of valid signatures in support of the petition meet
the required 15% of registered voters to request a ballot measure after review and
approval by the County Commissioners.
Pursuant to RCW 52.02.050, a public hearing by the county legislative authority shall
be published for three consecutive weeks in the official paper of the county and shall
be posted for not less than fifteen days prior to the date of the hearing in three public
places within the boundaries of the proposed district.
Pursuant to RCW 52.02.070, the county legislative authority has the authority to
consider the petition and, if it finds that any lands added by petition will be benefited,
it shall make a finding by resolution.
Fire Protection District 16 will need to hold a special meeting to adopt a resolution
requesting the county auditor call a special election.
Budget Impacts: Cost of legal notice, approximately $400.
RECOMMENDED ACTION: Approval of the resolution finding that the lands
described in the petition will be benefitted and approves the annexation request into
Mason County Fire Protection District No. 16.

A resolution approving an annexation request from Mason County Fire Protection District No. 16
WHEREAS, a Certificate of Sufficiency has been received from the Mason County Auditor certifying that a
petition submitted in support of annexing additional property into Fire Protection District No. 16 is
sufficient;
WHEREAS, RCW 52.04.011 states"After the county auditor has certified the sufficiency of the petition,
the county legislative authority... shall consider the proposal under the same basis that a proposed
incorporation of a fire protection district is considered... as provided under Chapter 52.02. If the proposed
annexation is approved by the county legislative authority... the board of fire commissioners shall adopt a
resolution requesting the county auditor to call a special election...";
WHEREAS, RCW 52.02.040 states"A public hearing on the petition shall be held by the county legislative
authority of the county in which the proposed fire protection district is located... ";
WHEREAS, notice of the public hearing was published and posted pursuant to RCW 52.02.050;
WHEREAS, the public hearing was held on February 23, 2021 by the Mason County Commissioners to
consider the annexation request for Mason County Fire Protection District No. 16;
WHEREAS, the Mason County Commissioners finds that the lands described in the petition will be
benefitted;

(1) A territory located within reasonable proximity to a fire protection district and not within the
boundaries of a city, town, or other fire protection district may be annexed to the fire protection district by
petition of fifteen percent of the qualified registered electors residing within the territory proposed to be
annexed. Such territory may be located in a county or counties other than the county or counties within
which the fire protection district is located. The petition shall be filed with the fire commissioners of the
fire protection district and if the fire commissioners concur in the petition they shall file the petition with
the county auditor of the county within which the territory is located. If this territory is located in more
than one county, the original petition shall be filed with the auditor of the county within which the largest
portion of the territory is located, who shall be designated as the lead auditor, and a copy shall be filed
with the auditor of each other county within which such territory is located. Within thirty days after the
date of the filing of the petition the auditor shall examine the signatures on the petition and certify to the
sufficiency or insufficiency of the signatures. If this territory is located in more than one county, the
auditor of each other county who receives a copy of the petition shall examine the signatures and certify
to the lead auditor the number of valid signatures and the number of registered voters residing in that
portion of the territory that is located within the county. The lead auditor shall certify the sufficiency or
insufficiency of the signatures.

at which the ballot proposition is to be submitted. No annexation shall occur when the territory proposed
to be annexed is located in more than one county unless the county legislative authority or boundary
review board of each county approves the proposed annexation.
(2) The county legislative authority or authorities of the county or counties within which such
territory is located have the authority and duty to determine on an equitable basis, the amount of any
obligation which the territory to be annexed to the district shall assume to place the property owners of
the existing district on a fair and equitable relationship with the property owners of the territory to be
annexed as a result of the benefits of annexing to a district previously supported by the property owners
of the existing district. If a boundary review board has had its jurisdiction invoked on the proposal and
approves the proposal, the county legislative authority of the county within which such territory is located
may exercise the authority granted in this subsection and require such an assumption of indebtedness.
This obligation may be paid to the district in yearly benefit charge installments to be fixed by the county
legislative authority. This benefit charge shall be collected with the annual tax levies against the property
in the annexed territory until fully paid. The amount of the obligation and the plan of payment established
by the county legislative authority shall be described in general terms in the notice of election for
annexation and shall be described in the ballot proposition on the proposed annexation that is presented
to the voters for their approval or rejection. Such benefit charge shall be limited to an amount not to
exceed a total of fifty cents per thousand dollars of assessed valuation: PROVIDED, HOWEVER, That
the special election on the proposed annexation shall be held only within the boundaries of the territory
proposed to be annexed to the fire protection district.
(3) On the entry of the order of the county legislative authority incorporating the territory into the
existing fire protection district, the territory shall become subject to the indebtedness, bonded or
otherwise, of the existing district. If the petition is signed by sixty percent of the qualified registered

electors residing within the territory proposed to be,annexed, and if the board of fire commissioners
concur, an election in the territory and a hearing on the petition shall be dispensed with and the county
legislative authority shall enter its order incorporating the territory into the existing fire protection district.

At the time and place of the hearing on the petition or at any adjournment thereof, the county
legislative authority shall consider the petition and shall receive evidence as it deems material in favor of
or opposed to the formation of the district or to the inclusion or exclusion of any lands. No lands outside
of the boundaries of the proposed district as described in the petition may be included within the district
without a written petition describing the land, executed by all persons having an interest of record in the
lands, and filed with the proceedings on the petition. No land within the boundaries described in the
petition, except that land which the county legislative authority finds will receive no benefits from the
proposed district, may be excluded from the district.

than one county.
The county legislative authority has the authority to consider the petition and, if it finds that the
lands or any portion of the lands described in the petition, and any lands added thereto by petition of
those interested, will be benefited and that the formation of the district will be conducive.to the public
safety, welfare, and convenience, it shall make a finding by resolution; otherwise it shall deny the
petition. The county legislative authority shall consider only those areas located within the county when
considering the petition. If the county legislative authority approves the petition, it shall designate the
name and number of the district, fix the boundaries of the district that are located within the county, and
direct that an election be held within the proposed district for the purpose of determining whether the
district shall be organized under this title and for the purpose of the election of its first fire
commissioners.
Where a proposed fire protection district is located in more than a single county, the fire
protection district shall be identified by the name of each county in which the proposed fire protection
district is located, listed alphabetically, followed by a number that is the next highest number available for
a fire protection district in the one of these counties that has the greatest number of fire protection
districts. An election on a proposed fire protection district that is located in more than one county shall
not be held unless the proposed district has been approved by the county legislative authorities, or
boundary review boards, of each county within which the proposed district is located.

Enclosed is a Certificate of Sufficiency from Fire District 16 for a petition the District Board
has submitted to annex an area west of Lake Cushman. In accordance with RCW
52.04.011,a petition was circulated among'the registered voters that reside in the area. My
office has determined that there are two such voters. The petition submitted contained the
signature of 50 percent of those voters and that signature was found to match the voter's
registration record. Therefore,I am submitting the petition to the Board for its
consideration. Should the Board approve this annexation,the matter would be referred back
to Fire District 16 for its Board to ask me to place the issue on a Special Election ballot. The
deadline for resolutions for the April 27,2021 Special Election is February 26,2021.
