9:00 A.M. Executive Session—RCW 42.30.110 (1)(i)Litigation
Commissioners Neatherlin, Shutty and Trask met in executive session from 9:00 a.m.to 9:26
a.m. Also in attendance: Michael Dorcy,Tim Whitehead,Tim Higgs,Dave Windom,Kell
Rowen,and Nichole Wilston.
9:30 A.M. Superior Court
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Thurston-Mason Behavioral Health Organization(TMBHO)amendment to Interlocal
Agreement for involuntary treatment court services approved to place on agenda.
• Uniform Guardianship Act(UGA)Interagency Agreement to reimburse attorney and court
visitor appointment cases from AOC.
9:40 A. M. Public Defense—Peter Jones
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Amendment to the interlocal agreement for Involuntary Judicial Services with the TMBHO
approved to move forward.
9:45 A.M. Support Services—Frank Pinter
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Request from Sheriff for gym upgrades to become the CJTC regional training facility. The
total is$64,213 and the request is to fund this from REET funds.
Frank noted that staff will bring forward a comprehensive plan for REET projects.
They do not have a firm quote for the blinds and the estimate is$10,000.
• Resolution committing to certain Building 10 projects to comply with City of Shelton
permitting requirements was approved to move forward.
• 2019 Department of Commerce Public Services Community Development Block Grant Close
out. Request to set a public hearing on March 16 was approved.
• Conflict of Interest Agreement from Foster Garvey regarding their intent to enter into an
agreement with the Housing Authority of Mason County to develop an Intergovernmental
Agreement between the Mason County Housing Authority and Mason County was approved
to move forward.
• Frank provided a KMB Jail Survey update.The last meeting was last year and the next step
was for the county to identify potential sites for a new jail complex;Grays Harbor County
pulled out of the analysis for a joint jail facility. Frank asked if the Board wants to move
forward with meeting with KMB. Remaining items are site review,final decision on size of
complex,preliminary drawings of a facility. About$225K-$250K remaining on the
contract. Sites previously discussed are two of the parcels by the Public Works facility,site
next to WCC;C Street landfill site;or build the facility next to existing jail. Frank noted there
is potential impact from a House Bill to revise the jail standards and sentencing guideline
changes. Cmmr. Shutty stated the minimum is to get together to review info from KMB and
factor in things that have changed such as the impact of the diversion program. Cmmr.
Neatherlin agreed to meet with KMB and stressed the need to stay within our means. He
would prefer the meeting be an in-person meeting. Cmmr.Trask would like to meet with
KMB and stressed the need to keep the cost realistic. Frank will contact KMB to schedule a
briefing meeting.
• Frank reported that Auditor McGuire has requested additional space and needs 1,500 to 2,000
square feet for ballot processing. Question is how to review potential facilities;Building 6 is
2,100 square feet but would need to have walls removed;possibly utilize the Mel Chev
building.The Auditor has a grant for equipment that needs to be purchased by end of June
2021.Could purchase equipment and store until location is determined. Frank also mentioned

the Bank of America building and building on Mt.View as possibilities. Cn=.Neatherlin
pointed out the cost to rehab a building could be very high. Frank will gather more info and
bring this issue back.
• Agreement with OAC for District Court interpreter services approved for the February 16
agenda.
• Request from District Court for Lead Pay for Marie Gisi-Mikulak,Probation Officer for the
period of 2/16/21 to 12/31/21. Cmmr.Trask has a problem with not making a permanent
position for the extra duties. Frank explained that the Lead Pay option could be bargained out
and create a higher classified position. This request approved to move forward.
• Frank asked the Commissioners what their telework expectations are during a County closure.
Frank will gather best practices and bring this issue back for review.
• News Release for Board of Equalization,need to fill a vacancy and there are two alternates.
Agreed to select senior alternate which is Carl Soper. News release and appointment will be
on the February 15 agenda.
• Jenn presented the January financial statements. Current Expense 1/31/21 cash balance is
$15M.
• RFP for services to the poor or infirm with a preference towards Veterans. In 2020,the
contract was with North Mason Resources. This contract provides$2,500 to the north end of
the county and$2,500 to the south end of the county. Cmmr. Shutty noted that in the future
the process should begin in the fall so there is no gap in services.This contract could be
extended. Approved to move forward.
• Advisory Board Appointments: Timberland Regional Library,Kenneth Sebby;LMTAAA,
Janeen McLaughlin. The Board agreed to place the appointments on the February 16 agenda.
• Frank announced he will be retiring this year and his last working day is August 27,2021.
Frank will bring forward a timeline and options for the Commissioners to consider in filling
his position.
10:45 A.M. BREAK
10:50 A.M. Community Services—Dave Windom
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• Amendment B to the Emergency Solutions—Covid19 grant approved to move forward.
• Amendment#3 to the contract with Crossroads Housing for the Eviction Rent Assistance
Program grant approved to move forward. Cmmr. Shutty brought up the need to explore
housing options as we come out of Covid. Cmmr.Neatherlin asked for a breakdown of what
we are doing with the dollars by zip code,wants to know where the money is being spent.
• News release for the Housing and Behavioral Health Board's Annual Report will be issued.
• Contract amendment with BERK Consulting to assist in preparing a Planned Action EIS for
the Belfair UGA.
• Approval to set a public hearing on March 161 to consider a rezone of two parcels from RR5
to RNR to allow for the expansion of the Johns Creek Sand&Gravel mine in Bayshore.
Cmmr. Shutty is supportive of setting the hearing and of increasing the setback in the
Treemont Drive area. Cmmr.Trask also supports a larger buffer. The Commissioners asked
staff to discuss with the applicant setting the buffer at 200 feet.
• Proposal to add a medical provider to the Mason County Board of Health was approved to
move forward.
11:15 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin, Shutty and Trask were in attendance via Zoom.
• News release announcing the 2021 Herbicide Program will be on the February 16 agenda.
• Public Works will secure on-call right of way appraisal services.
• 2021 hot mix asphalt overlay projects for Agate Road and Old Belfair Highway approved to
move forward.

• Cooperative agreement with USGS for streamflow monitoring gages on the Skokomish River
approved to move forward.
• Two Adopt-a-Road program applications for Insel Road and Johns Prairie Road approved to
move forward.
• Request to approve a correction to Road Vacation#406,Fir Street in Union. The alley way
was part of the request and the engineer's recommendation was to not approve vacating the
alley way due to a drainage system. The Commissioners agreed to not approve the alley way.
• Request to consider the one response for the Solid Waste and Recycle Materials Hauling
Services agreement at a March 16 public hearing.
• Approval to advertise and fill their Engineering&Construction Manager position that has
been vacated.
• Road Vacation 404,Roy Boad Road. Staff has done additional research regarding the
potential of a single lane off-ramp from SR3 to Roy Boad Road. Staff came up with three
potential alignments with one of them utilizing the Roy Boad Road. Cmmr.Neatherlin noted
the most economical alignment would be using Roy Boad Road and he doesn't believe
vacating this road will be a benefit to the public. The Belfair Mobility Study did evaluate
connecting Roy Boad Road to SR3 and determined this alignment has potential. Loretta
noted that any alignment to SR3 will be very costly. There was discussion of alternatives and
the buildability. Cmmr. Shutty stated that as of now,he is supportive of the road vacation
request. Cmmr.Neatherlin pointed out that the County owns this right of way and he believes
we need to keep it for the future. Cmmr. Trask will visit the area in-person with Public
Works staff. This will be brought back at the February 22 briefing.
• Road crew is prepared for potential snow and applying deicer.
11:30 A.M. Commissioner Discussion
Cmmr.Trask provided a draft of a letter to the Governor regarding the impact to local
businesses from Covid. The Commissioners were in support of Cmmr.Trask signing and
sending the letter. Cmmr. Shutty suggested the EDC and Chambers also write letters to the
Governor.
The meeting adjourned at 12:25 p.m.
