Meeting Minutes
August 20, 2020
The regular meeting was called to order at 5 : 00 p .m. , virtually via the Zoom platform by Acting Chairperson
Kendrick.
Attendance : William Kendrick, Vice-Chair; Mark Nault, Commissioner; Excused Absence : Susan Ickes
Others : Tami Beyer, Sheryl Hilt, Kevin Hanson, Shane Schoeneberg, and Becky Rogers .
Business :
1 . Approval of Minutes : July 16, 2020 regular meeting minutes .
Cmmr. Nault/Kendrick moved and seconded to approve the regular meeting minutes dated July 16,
2020 as circulated. Motion carried unanimously.
2 . Chief Examiner Update
2 . 1 . Position Tracking — 5 vacant and funded FTE positions . Deputy Sheriff — 3 ; Corrections — 1 ;
Records Specialist. - 1
2 . 2 . 39t" Annual Civil Service Conference Virtual Format — October 13 & 14 — The Commissioners are
all invited to attend this free conference.
3 . 5 : 15 p .m. Public Hearing — In response to the COVID4 9 outbreak and no in-person meetings, we will
accept public comment via email to Becky Rogers at rsrkco .mason. wa.us 24 hours prior to the meeting .
3 . 1 Public hearing to consider revisions to Civil Service Rule Chapter 7, Section 7 . 2 and Chapter 8 ,
Sections 3 and 13 related to changing the Rule of Three to the Rule of Five .
At 5 : 15 p .m. the Chair opened the public hearing for comment.
Chief Hanson expressed support to the legislative change to certify the names of the five persons highest
on the eligibility list, changing from Rule of Three to Rule of Five . This will allow them more candidates
to choose from when filling a position.
Chief Beyer concurred the increase from three to five opens up a lot more opportunity.
Cmmn NaultlKendrick moved and seconded to approve revisions to the Civil Service Rule Chapter 7,
Section 7. 2 and Chapter 8, Sections 3 and 13 related to changing the Rule of Three to the Rule of Five.
Motion carried unanimously.
4 . Sheriff' s Office Update
4 . 1 Clerical Matrix — Chief Beyer noted she has compiled a packet relating to the clerical matrix and
has submitted it to Frank Pinter, Support Services Director. This item is set for a briefing with the
County Commissioners next Monday for discussion.
4 . 2 Chair Kendrick inquired about the recent incident with the MCSO staff at the High Steel Bridge .
Chief Beyer stated there were two deputies involved in the incident and they are both home and
expected to recover, but it will take some time .

4 . 3 Chair Kendrick asked about the status of COVIDI9 and how the MCSO handles inmates that test
positive for the virus . Chief Hanson reported the jail has a reverse airflow room that individuals
can be placed in if they test positive for the virus . Masks would be required and they would be
isolated from others .
4 .4 Chair Kendrick questioned if the Sheriff' s North Precinct in Belfair is staffed. Chief Beyer stated
there are no clerical staff at the North Precinct Office . The office is typically manned by two
volunteers Monday thru Saturday from 9 am — 5 pm. However, due to COVID 19 the schedule has
been reduced to Tuesday thru Saturday from 10 am — 4 pm.
5 . The meeting adjourned at 5 * 17 p .m. due to no further business .
