Meeting Minutes
July 16 , 2020
The regular meeting was called to order at 5300 p . m . via Zoom by Chairperson Ickes .
Attendance : Susan Ickes , Chair ; William Kendrick , Vice - Chair ; Mark Nault ,
Commissioner
Others : Sheryl Hilt , Shane Schoeneberg , Kevin Hanson , Frank Pinter , Tami Beyer and
Becky Rogers .
Business .
1 . Approval of Minutes : April 16 , 2020 regular meeting minutes .
Cmmr. Kendrick/Nault moved and seconded to approve the regular meeting
minutes dated April 16, 2020 as circulated. Motion carried unanimously.
2 . Chief Examiner Update
2 . 1 . Position Tracking - 5 vacant and funded FTE positions - 3 - Deputy Sheriff ; 1
- Corrections Deputy ; and 1 - Records Specialist
2 . 2 . Approval to set a public hearing on August 20 , 2020 at 5 : 15 p . m . to consider
revisions to Civil Service Rule Chapter 7 , Section 7 . 2 and Chapter 8 , Sections
3 and 13 related to changing the Rule of Three to the Rule of Five . Ms . Rogers
requested the Commission set a hearing . The Governor adopted legislation
effective June 11 , 2020 in Washington State relating to the Rule of Five . This
would bring Mason County Civil Service Rules up to date with the State .
Cmmr. Kendrick/Nault moved and seconded to set a public hearing on
August 20, 2020 at 5. 15 p. m . to consider revisions to Civil Service
Rule Chapter 7, Section 7. 2 and Chapter 8, Sections 3 and 13 related
to changing the Rule of Three to Rule of Five. Motion carried
unanimously.
2 . 3 . Eligibility List Status
2 . 3 . 1 . Corrections Deputy - Ms . Rogers stated that the Entry Level
Corrections Deputy eligibility list has been exhausted . A Provisional
Limited Corrections Deputy eligibility list has been established . In the
meantime , the Entry Level Corrections Deputy position is being
advertised and they are seeking applicants .
2 . 3 . 2 . Records Specialist - Expires 7/ 22/ 2020 -
Approval to extend the Records Specialist eligibility list for up to four
months . It was requested
Cmmr. Nault/Kendrick moved and seconded to approve
extending the Records Specialist eligibility list to November 22,
2020. Motion carried unanimously.

3 . Sheriff's Office Update
3 . 1 . Promotional Appointments - Corrections & Patrol
Chief Beyer announced that Corporal Birklid has been appointed to Patrol
Sergeant and Deputy Anderson has been promoted to Patrol Corporal .
Kevin Hanson , Jail Chief, informed the Board that Jayson Dawson has been
promoted to Corrections Sergeant and Ryan Peplinski was promoted to
Corrections Corporal .
3 . 2 Clerical Matrix - Chief Beyer briefly discussed the challenges of selecting
support staff and the desire to improve the internal hiring process . She has
talked with the county administration and the union . The model being
considered is similar to what a lot of other agencies have gone to . The intent
is to make it more appealing to people with the possibility to advance within
the office without having to test again . They could hire at entry level .
Chair Ickes questioned how the process would change .
Chief Beyer noted it would be more work for her but it would be worthwhile for
the agency to go to a clerical matrix . It would be less work for Civil Service .
She requested the Board 's initial support at this time as she moves forward
with a written proposal to be submitted at a later time .
Chief Hanson agreed with Chief Beyer 's proposal for the clerical matrix . There
are two support staff in the jail and he believes the process would work well
for them .
The Civil Service Commission voiced their support to move forward with the
proposal .
3 . 3 Records Specialist - Chief Hanson stated the recent Provisional Corrections
Deputy Eligibility List included Keli Dunlap 's name . Ms . Dunlap is currently a
Records Specialist assigned to the Jail . They will transition her from being a
Records Specialist to a Provisional Corrections Deputy , Ms . Dunlap will be
going through the Public Safety Testing ( PST ) process to get her name on the
Entry Level Corrections Deputy eligibility list , which is one of the conditions of
a provisional Corrections Deputy . This transition creates an additional Records
Specialist vacancy and they will be reviewing the names on the eligibility list
looking for a good fit in the Jail .
Chair Ickes questioned if the person filling the Records Specialist position
would be considered provisional , since Ms . Dunlap is transitioning to a
Provisional Corrections Deputy position . What happens if Ms . Dunlap does not

pass the PST or does not get selected for the Entry Level Corrections Deputy
position .
Chief Hanson stated the Records Specialist vacant position would not be
considered provisional . Ms . Dunlap is aware of the risk of transitioning to a
provisional position and that she could not simply revert back to her previous
position , if she does not get the Entry Level Corrections Deputy position .
4 . The meeting adjourned at 5020 p . m . due to no further business .
