HomeMy WebLinkAbout04/16/2020 Mason County Civil Service Commission Meeting Minutes April 16 , 2020 The regular meeting was called to order by Chair Susan Ickes at 5 : 00 p . m . The meeting was conducted telephonically by conference call , due to the Mason County Commissioners ' partial closure in response to the global pandemic . Attendance : Susan Ickes , Chair ; William Kendrick , Vice - Chair ; and Mark Nault , Commissioner Others : Kevin Hanson , Tami Beyer , Sheryl Hilt , Shane Schoeneberg and Becky Rogers Business . 1 . Approval of Minutes : regular meeting minutes . Cmmr. Kendrick/Nault moved and seconded to approve the regular meeting minutes dated March 19, 2020 as corrected. Motion carried unanimously. 2 . Chief Examiner Update 2 . 1 . Position Tracking - 6 vacant and funded FTE positions - 1 - Records Specialist ; 2 - Deputy Sheriff ; and 3 - Corrections Deputy . 2020 Public Safety Testing has cancelled pre - employment testing events scheduled in Washington State from March 14 , 2020 until at least May 4 , 2020 , due to COVID - 19 . 2 . 3 . Promotional Revisions - Patrol Corporal & Sergeant positions postponed from April 1 & 2 until the week of June 1 - 5 . Cmmr. Kendrick/Nault moved and seconded to approve the change in the promotional plan to postpone the testing until the week of June 1 S. Motion carried unanimously. 2 . 4 . Promotional Revisions - Approval of the revised promotional announcement April 1 - 15 , 2020 for Corrections Corporal & Sergeant positions . The revised promotional announcement was discussed . Cmmr. Kendrick/Nault moved and seconded to approve the change in the promotional plan as presented for the Corrections Corporal & Sergeant positions. Motion carried unanimously. 3 . Public Hearings - 5015 p . m . 3 . 1 - REMOVED Chief Beyer noted the collective bargaining agreement with the Sheriff Deputies contains language in Article X " All new employees will serve a probationary period of one ( 1 ) calendar year on full time duty commencing on their date of hire . . " The CBA language is in conflict with the proposed language . This matter will need to be Mason County Civil Service Commission Meeting Minutes April 16 , 2020 Page 2 addressed with the union and then brought back to the Civil Service Commission for consideration . 3 . 2 Consider approval of Civil Service Rule 6 . 9B revisions to add " Provisional " to receive an additional ten percent preference points to a score . Cmmr. Kendrick/Nault moved and seconded to approve the Civil Service Rule 6. 9B revisions to add "Provisional " to receive an additional ten percent preference points to a score. Motion carried unanimously. 3 . 3 Approval to set a public hearing on May 21 , 2020 at 5 : 15 p . m . to consider revisions to Civil Service Rule Chapter 8 , Sections 3 and 13 related to changing the Rule of Three to the Rule of Five , effective June 11 , 2020 . Cmmr. Nault/Kendrick moved and seconded to set a public hearing on May 21, 2020 at 5: 15 p . m . to consider revisions to Civil Service Rule Chapter 8, Sections 3 and 13 related to changing the Rule of Three to the Rule of Five, effective June 11, 2020. Motion carried unanimously. 4 . Sheriff's Office Update 4 . 1 . Sheriff's Office Closure - Chief Beyer shared that the main business office has been closed since March 25 . The clerical office staff are teleworking in some capacity . They are still conducting business . 4 . 2 . Sheriff Hiring Freeze - It was noted the County Commissioners at a recent meeting discussed the State of the County and the possibility of a hiring freeze came up . Sheryl Hilt stated it is not known when the Commissioners would implement a hiring freeze and they are waiting for further information . At the current time , the Sheriff's Office has placed a freeze on hiring . They will honor one recent conditional offer of employment extended to an Entry Level Corrections Deputy candidate . Any other candidates who have applied to fill vacant positions could be on hold until the freeze is lifted . 4 . 3 . Jail - Chief Hanson reported on the current conditions in the jail during the COVID - 19 pandemic . The lobby of the jail has been closed . Court appearances are mostly handled via video . Two staff are teleworking . A lateral corrections deputy was hired last week and now is in orientation . One candidate is in the final stages of backgrounding who started the process as a provisional candidate . Upon submittal of his PST score , the candidate transitioned to an entry level Corrections Deputy candidate . Chair Ickes questioned if they have enough personal protection equipment supplies .
