Meeting Minutes
March 19, 2020
The regular meeting was called to order by Chair Susan Ickes at 5 * 00 p .m. The meeting was conducted by
conference call, due to the coronavirus and practicing of social distancing.
Attendance : Susan Ickes, Chair; and William Kendrick, Vice-Chair
Others : Kevin Hanson, Shane Schoeneberg, Tami Beyer, Sheryl Hilt and Becky Rogers .
Business :
1 . Approval of Minutes : February 20, 2020 regular meeting minutes .
Two corrections were noted in the draft minutes .
1 ) The motion for approval of the January minutes should be Kendrick/Ickes as Nault was not present on
February 20, 2020 . 2) The mention of six months probation was removed as the probation period is
twelve months .
Cmmr. Kendrick/Ickes moved and seconded to approve the regular meeting minutes dated February 20,
2020 as corrected. Motion carried unanimously.
2 . Chief Examiner Update
2 . 1 . Position Tracking — 5 vacant and funded FTE positions — 1 — Records Specialist; 2 — Deputy Sheriff,
and 3 — Corrections Deputy.
2 . 2 . Public Safety Testing — Due to the coronavirus pandemic, the pre- employment testing events
scheduled in Washington State from March 14 , 2020 thru April 9,2020 are canceled . This includes
testing for entry level Corrections Deputy and Deputy Sheriff positions .
2 . 3 . Promotional Revisions — Due to the coronavirus pandemic, notice was given by the facility that had
been reserved for the promotional testing for Patrol Corporal and Sergeant that all events are
canceled. Shelton School District Administrative Services Bldg has been designated as the new
location for the testing.
Cmmr. Kendrick/Ickes moved and seconded to approve the change in location to the Shelton
School District Administrative Services Bldg on April 1 & 2 for the Patrol Corporal and Patrol
Sergeant promotional testing. Motion carried unanimously.
2 . 4 . Promotional Candidates — Consideration of Approval of Requests for Waiver for Corrections
Corporal Candidates .
The Board reviewed the requests of Joshua Power and Andrew Ostergard . Consideration was given
to the minimum requirement of two years service with the County, and the employees length of
service which was less than the minimum . There was discussion that granting a waiver for less than
the minimum two years of service would set a precedent. Also if a waiver were approved the
promotional announcement would need to be reopened with the new requirements stipulated.
Cmmr. Kendrick/Ickes moved and seconded to deny the waiver request for Joshua Power and
Andrew Ostergard. Motion carried unanimously.

2 . 5 . Promotional Revisions — Approval of replacing the full Assessment Center with a Supervisory Skills
and Abilities Test (SSAT) for the Corrections Corporal & Sergeant positions promotional process
due to the limited number of candidates (less than four) .
Three candidates submitted a letter of intent for the Corrections Corporal and Sergeant promotional
process — 2 Corporal ; 1 — Sergeant.
There was discussion that the SSAT is designed for a smaller pool of candidates and is less
expensive than the Assessment Center. A summary of the SSAT was provided. This process has
been used within the Corrections division previously with a good response .
Cmmn Kendrick/Ickes moved and seconded to approve replacing the assessment center with the
Supervisory Skills and Abilities Test for the Corrections Corporal & Sergeant position
promotional process. Motion carried unanimously.
2 . 6 . Approval for the Sheriff to hire a provisional limited Corrections Deputy with the intent of the
candidate applying as a Corrections Deputy .
Per the Civil Service Rule 8 . 13 — Provisional employees may be appointed temporarily to vacant
positions pending establishment of an eligibility list. The intent is for the provisional employee(s) to
work four months with the option to renew for additional four month periods up to one year.
Chief Hanson asked for approval to hire two provisional employees . He briefly discussed the limited
duties of the position. It takes six months to train a corrections deputy and they do not have time to
fully train the employees . Orientation, training and responsibility would be less than that of a full
corrections deputy.
The union representing the corrections staff will vote on the provisional employee position as it is
not addressed in the collective bargaining agreement. The start time would be as soon as this process
could be put together after the vote of the union. The intent is for the position to be full-time .
Chief Hanson briefly discussed the duties the provisional employees would perform. He discussed
the current staffing levels within the corrections division . There will be four vacant Corrections
Deputy positions the first of April, in addition there are staff on modified work schedule . The Entry
Level Corrections Deputy eligibility list has one name for consideration to fill four vacancies and
with the cancellation of pre-employment testing there will be no new entry level candidates for
consideration. As discussed earlier in the meeting, PST has canceled pre- employment testing until
April 9 , due to the COVID- 19 .
Cmmr. Kendrick/Ickes moved and seconded to approve hiring two limited Corrections Deputy
provisional positions with the intent of the candidate applying as a Corrections Deputy. Motion
carried unanimously.
2 . 7 . Approval to set a public hearing on April 16 , 2020 at 5 : 15 pm to consider changing CSR 6 . 913 to add
"Provisional" .
Cmmn Kendrick/Ickes moved and seconded to set a public hearing on April 16, 2020 at 5:1 S p. m.
to consider changing Civil Service Rule 6. 9B to add "Provisional. Motion carried unanimously.

3 . Public Hearing - Civil Service Rules 8 . 17A Revisions
Cmmr. Kendrick/Ickes moved and seconded to continue the public hearing for revisions to CSR 8. 17A
to April 16, 2020 at 5:1 S p. m. Motion carried unanimously.
4 . Sheriff' s Office Update
4 . 1 . Chief Hanson expressed appreciation for the support of the Civil Service Commission during this
time .
The Commissioners thanked Chief Hanson for the way the department is being run.
4 . 2 Chief Beyer stated they are taking all necessary precautions during this coronavirus pandemic .
4 . 3 Sheryl Hilt was congratulated for being "MCSO Employee of the Year" .
5 . The meeting adjourned at 5 * 25 p .m.
