Waiving Public Bidding Approving Sole Source Radar Traffic Counter and Starnext Software Kit RESOLUTION NO. �,020- kl2 A RESOLUTION WAIVING PUBLIC BIDDING REQUIREMENTS AND APPROVING A SOLE SOURCE PROCURMENT OF LAW ENFORCEMENT RADAR TRAFFIC COUNTER AND STARNEXT SOFTWARE KIT FROM JAMAR TECHNOLOGIES, INC. WHEREAS, the County Public Works Department uses electronic traffic data records to collect traffic counts on most county-maintained roads to monitor roadway use and changes to traffic flow for planning improvements throughout the road system; WHEREAS, Public Works is looking to upgrade the current road tube traffic counters with radar units that can be used year-round. WHEREAS, JAMAR Technologies, Inc. is a sole source provider of the Law Enforcement Radar Units and STARnext software that the County is interested in procuring. WHEREAS, RCW 39.04.280 specifies exemption to competitive bidding requirements for purchases that are clearly and legitimately to a single source of supply; NOW,THEREFORE, BE IT RESOLVED by the Board of Mason County Commissioners as follows: 1. . JAMAR Technologies, Inc. is a sole source supplier of the Law Enforcement Radar Traffic Counter and the STARnext Software system. 2. That the County is authorized to purchase without proceeding to secure competitive bids, five Law Enforcement Radar Units, STARnext Software with laptop, estimated to cost $15,870. How does the recommended vendor's prices or fees compare to the general market?The vendor's price is reasonable and a fair value. 7. My department's recommendation for sole source is based upon an objective review of the product/service required and appears to be in the best interest of the County. I know of no conflict of interest on my part or personal involvement in any way with this request. No gratuities,favors or compromising action have taken place.
