9:00 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Trask, Shutty, and Neatherlin were in attendance via Zoom.
• Road Vacation 401,road vacation of plats of Lakewood Plats A, C,D and F approved to
place on agenda. Hearing Examiner is recommending approval.
• Request to set hearing for Road Vacation 408 approved to move forward.
• Upgrade five law enforcement radar units to use as traffic counters. Cmmr.Neatherlin
suggested upgrading the units to allow for pictures to issue speeding tickets. Cmmrs.
Shutty and Trask are supportive of purchasing the software as proposed and have Public
Works bring back a cost to upgrade to allow for the photo tickets. Cmmr. Shutty would
like to have a conversation with the Sheriff s office about the best way for speed
enforcement.
• News release regarding the PUD 3 tree removal project on North Shore Road on
November 23 agenda. Cmmr.Neatherlin noted that we also need to look at how to
stabilize the soil.
• News release for 2021 Solid Waste rate increases and water and sewer system rate
increases for North Bay,Rustlewood and Beards Cove.
• Reappointment of Jeff Bickford to the Solid Waste Advisory Committee.
• Contract Amendment#3 with Kennedy/Jenks Consultants for completing detailed design,
bid document prep and environmental coordination and permitting work required for the
Belfair sewer extension phase 2 project. This amendment extends the contract 6 months.
Approved to move forward
• Approved to move forward Amendment#2 for grinder pump contract with Correct
Equipment for North Bay and Belfair sewer systems.
• Asphalt roller purchase for$35,000 in 2021 budget, approved to move forward.
• Cmmr.Neatherlin reminded staff he would like an update on the railroad crossing at the
top of Romance Hill;update on the Freight Corridor and Rasor Road.
9:45 A.M. Public Defense—Peter Jones
Commissioners Trask, Shutty,and Neatherlin were in attendance via Zoom.
• Amendment to the public defense indigent defense standards to reflect current practices.
The Commissioners asked that the ordinance be reviewed by the Prosecuting Attorney's
office and the judges.
10:00 A.M. Community Services—Dave Windom
Commissioners Trask, Shutty,and Neatherlin were in attendance via Zoom.
• Request for appointments to the Historic Preservation Commission;there are four
applicants and three positions to fill. The Board approved reappointing Edgar Huber and
interview the three remaining applicants during the November 30 briefing.
• Contract with United Way for isolation,quarantine and community support in the amount
of$20,000 related to the COVID-19 response. Cmmr.Neatherlin wants legal sign off
before placing on agenda. Cmmr.Trask would like United Way to sign off prior to
Commission action. Due to the urgency,Cmmr. Shutty is comfortable placing on the
November 24 agenda and the Commissioners agreed.
• Amendment to the Department of Commerce contact COVIDI9 Outbreak Emergency
Housing grant extending the date to June 30,2021 approved to move forward.
• Dave provided information on WRIA 14 and WRIA 15. Staff met with Squaxin Tribe
last Thursday regarding the MOU. The focus is WRIA 14 right now;looking at the
Millcreek watershed which will reference the MOU with Squaxin Tribe. Working on the
roof top water project to see how to include in the WRIA's. Cmmr.Neatherlin has
concerns with the WRIA's.A hearing is set on December 8 for WRIA's 22 and 23.
Another goal is to have Evergreen Mobile Home park moved to City of Shelton utilities.
Dave pointed out that WRIA's 22 and 23 do not include policies;Squaxin Tribe has

brought forward a number of policies to include in WRIA 14. Cmmr. Shutty expressed
concern about parity in particular with WRIA 14 and 15 plans,doesn't want wildly
divergent differences between the two plans. Cmmr.Neatherlin agreed with this concern.
Dave will reach out to Ecology and other partners to discuss having one set of regulations
for the County. Cmmr. Shutty pointed out it is important to ask the elected leadership to
participate in the process to bring the constituent perspective to the process. Ecology
wants the adopted plans by March 2021. Cmmr. Shutty would like to continue regular
briefings on this issue.
• Cmmr. Shutty asked about revising the burn permit process. Dave will review with staff
and bring back to the Board.
• Dave reported Health is looking at changing how data is collected and reported for
COVID.
10:35 A.M. BREAK
10:40 A.M. Support Services—Frank Pinter
Commissioners Trask,Shutty, and Neatherlin were in attendance via Zoom.
• 2021 Park Host contracts for MCRA Park,Oakland Bay Park,Truman Glick Park,
Sandhill Park,Foothills Park and Mason Lake Park will be moved forward. Working on
getting a park host at Sunset Bluff park.
• 2021 Vehicle Take Home Special Pays for Michael Leeberg,Allan Eaton,Rod LaRue,
Grant Dishon,Cynthia Brewer and Kelly Frazier approved to move forward.
• Review of 2021 Lead Pay for Todd Cannon,Kevin Guijosa,Josh Luck,Genie
McFarland,Dawn Mesojednik,Grace Miller and Anna Smith approved for December 8
agenda.
• Updated Support Services authorized employees to telework approved to move forward.
• 2021 office lease for Veteran Services with North Mason Resources approved to move
forward.
• News Release for Timberland Regional Library Board of Trustees will be issued. After
discussion,it was agreed that Cmmr. Shutty will represent the Commission and call a
meeting with the other partner counties to review the issues that Brenda Hirschi cited in
her letter of resignation.
• Custodial contract will be extended in 2021.
• Kelly Frazier reported that Rachel Hansen/Chamber of Commerce requested to borrow
the tent that the County owns that has not been used since we ran the fair. This is for the
tree maze event. The Board agreed to lend the tent.
• Frank presented the CARES Act Distribution Allocation Report update. Includes$300K
for 3rd round of funding to EDC for business assistance grants. The 2nd contract with
EDC will be amended to include this additional funding;there are requests for funding;
the applicants must substantiate their request;Jennifer Baria reported the panel has
reviewed the applicants and the recommendations are not at the cap;Jennifer Beierle has
discussed with Commerce and the County can reimburse administration costs;$25K
funding to EDC in 2020 for staffing support of business assistance grants. The Board
agreed to increase business assistance up to$250K and up to$25K to reimburse
administration costs to EDC and set a public hearing on December 15 to adjust the 2020
budget to accommodate this increase. This will be added to the November 24 agenda.
Frank noted that whatever funding is not used for business assistance,the county can
request for reimbursement of public safety salaries. The county is not requesting
reimbursement of body cameras from CARES Act. Cmmr.Trask supports funding to
Hood Canal Communications because they provide broadband. There was discussion of
supporting Hood Canal Communications and how to do this. There was not a consensus
to provide funding to Hood Canal Communications.
• PUD 3 CARES Funding request-it was agreed to add$155K for hot spots.
• Frank provided an update for the Mason County Housing Authority(MCHA). After
meeting with legal counsel,the options for the County to provide assistance to the
Housing Authority include: loaning money;granting money;offer funding from existing
county housing revenue programs;continue to offer clerical assistance for MCHA
meetings;draft an ILA to outline the type of assistance;hire outside counsel to assist in

drafting the ILA;hold Cascade Property Management accountable and/or contract with
another property management company. The MCHA needs staff now. It was advised to
not add an ex-officio position however Cmmr.Neatherlin stated the attorney stated there
could be an MOU between the County and the MCHA to offer assistance. Cmmr.
Neatherlin's recommendation is for our staff to draft a MOU for the MCHA to consider;
Cmmr.Trask supports allowing the MCHA to meet and take the next steps. Frank
summarized that next step is to have the MCHA meet and come forward with their
request;Cmmr. Shutty supports the MCHA meeting in December and have a joint
meeting in January.
• Architectural Contract for Phase 2 on Building 10 to obtain certificate of occupancy for a
total of$62;972 approved to move forward.
• Proclamation recognizing Thanksgiving will be added to the November 24 agenda.
Commissioners Trask,Neatherlin and Shutty met in Closed Session from 11:55 a.m.to
12:05 p.m.with Frank Pinter for a labor discussion.
The meeting adjourned at 12:05 p.m.
