1. Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m.
2. Pledge of Allegiance—Cmmr. Neatherlin led the flag salute.
3. Roll Call— Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3—Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Received an application from George Blush for the Housing Authority Board.
4.1.2 Brenda Hirschi sent in a letter resigning from Mason County Trustee Timberland Library
District and a response from Timberland Regional Library's Cheryl Heywood was
received.
4.1.3 Letter was received from Federal Emergency Management Agency regarding Flood
Insurance Rate Map.
4.1.4 Washington State Liquor and Cannabis Board sent in a liquor license approval for
Potlatch Brewing Co.
4.1.5 Ken Van Buskirk complimented the Public Works department and Rod LaRue for their
prompt response to a partially plugged culvert on Irene Creek and he commented on
the scoping notice and materials for the Belfair Planned Action EIS.
4.1.6 Richard Krase sent in a letter on tabulation of recent elections.
4.2 Loretta Swanson read the news release regarding the Mason County and PUD3 Tree Removal
Project on North Shore Road.
4.3 Chair Trask presented an Outstanding Performance Award for the Rustlewood Wastewater
Treatment Plant.
4.4 Cmmr. Shutty read a Thanksgiving Day Proclamation.
5. Open Forum for Citizen Input—
5.1 Ken Van Buskirk shared his compliments to the Public Works department for their attention on a
water level issue with Irene Creek and Irene Pond. He also wanted to thank the Commissioners
for their participation in the Belfair EIS. He was happy to see the sub-area plan updated and
portions of the UGA potentially being removed. However, Ken shared concerns regarding GIS
inaccuracies and the North Mason Regional Fire Authority being on a faster track for construction
than the planned action EIS and sub-area plan update. Also shared were his concerns regarding
adding the Sheriff's department and Mason County's EMS to the existing stormwater facility.
Specifically, how Irene Creek and Irene Pond would be affected as well as potential noise and
traffic safety issues. A joint meeting with the Regional Fire Authority was suggested.
6. Adoption of Agenda —
Cmmr. Neatherlin/Shutty moved and seconded to adopt the agenda as presented. Motion
carried unanimously. N-aye; S-aye;T-aye.
7. Approval of Minutes—
Cmmr. Neatherlin/Shutty moved and seconded to approve the November 9, 2020 and
November 16, 2020 Briefing Minutes as published. Motion carried unanimously. N-aye; S-
aye;T-aye.
8. Approval of Action Agenda:

8.2 Approval of the contract in the amount of$20,000 with United Way and Mason County Public
Health for isolation, quarantine, and community support services related to COVID-19 response.
This is from the Coronavirus Relief Fund (CRF) Program.
8.3 Approval to award an additional $155,000 to PUD 3 to reimburse for COVID related expenses for
Wi-Fi Hotspots.
8.4 Approval to amend the contract with the Mason County EDC for grants to local businesses that
have incurred losses due to pandemic closures. This amendment allows up to an additional
$250,000 for grants to businesses and up to $25,000 to reimburse the EDC for the administration
of this program.
8.5 Approval to set a Public Hearing on Tuesday, December 15, 2020 at 9:15 a.m. to consider budget
supplemental appropriations and amendments to the 2020 budget. Total requests for
adjustments to the General Fund are $430,000. (Exhibit A)
8.6 Approval for the Board to sign on to the Association of Washington Cities and Washington State
Association of Counties letter to the Governor concerning fully funding the Brian Abbott Fish
Barrier Removal Board 2021-2023 project list.
Cmmr. Shutty/Neatherlin moved and seconded to approve action items 8.1 through 8.6.
Motion carried unanimously. N-aye; S-aye;T-aye.
Cmmr. Shutty wanted to note that item 8.5, the Public Hearing set for December 15, 2020 regarding the
adjustment amount of$430,000 to the General Fund, lines up with items 8.3 and 8.4. When CARES Act
funding is used, the appropriate adjustment needs to be made to the budget.
Cmmr. Neatherlin shared his thanks to the Commission for their approval of the EDC and grants program
for local businesses. These monies were scheduled to end up in the Ending Fund balance, however the
Commission decided it was more important to get this money out to help businesses.
9. Other Business (Department Heads and Elected Officials)
10. 9:15 a.m. Public Hearings and Items set for a certain time—
10.1 Public Hearing to Certify to the County Assessor the amount of taxes levied for County purposes
and the amount of taxes levied for Current Expense and Road for 2021. An increase to the
Current Expense and Road property tax levies for 2021 may be considered. Staff: Jennifer
Beierle (Exhibit B-F)
Jennifer Beierle shared per RCW 84.52.070 the Commissioners must certify to the County
Assessor the amount of taxes levied for County purposes and for each taxing district by adoption
of a resolution by November 30, 2020. There are three different recommended actions. (1) For
the Current Expense levy, move to increase the 2021 Current Expense Property Tax levy by 0%,
bank excess capacity, and set the levy at$10,466,495.61. (2) For the Road Levy, move to
increase the 2021 Road Property Tax Levy by 0%, bank excess capacity, and set the Levy at
$11,208,298.03. This includes a Diversion of the Road Levy of$1,080,000 and a Levy Shift to
Current Expense of$1,080,000. This would bring the amount that the Road Fund brings in to
$9,048,298.03 and the amount for Current Expense to $11,546,495.61. (3) Move to adopt the
2021 Current Expense and Road Property Tax Levy Resolutions and continue the hearing to the

December 8, 2020 Commission Meeting at 9:15 a.m. to adopt the resolution certifying to the
County Assessor the property tax levies for collection in 2021.
Cmmr. Shutty clarified this can be done in three separate motions. Jennifer recommended to
sign the attached resolutions for Current Expense and Road Property Tax Levy Resolutions and
continue the Resolution Certifying Property Tax Levies for Collection in 2021 to.the December 8,
2020 meeting.
Cmmr. Neatherlin/Shutty moved and seconded to increase the 2021 Current Expense
Property Tax levy by 0%, bank excess capacity,and set the levy at$10,466,495.61.
Motion carried unanimously. N-aye; S-aye;T-aye.
The Commissioners goal and priority was to not raise taxes and to show constituents that they
care and understand what is going on.
Cmmr. Shutty/Neatherlin moved and seconded to increase the 2021 Road Property
Tax Levy by 00/b, bank excess capacity,and set the Levy at$11,208,298.03. This
includes a Diversion of the Road Levy of$1,080,000 and a Levy Shift to Current
Expense of$1,080,000. Motion carried unanimously. N-aye; S-aye;T-aye.
Cmmr. Neatherlin/Shutty moved and seconded to adopt the 2021 Current Expense
and Road Property Tax Levy Resolutions and continue the hearing to the December 81
2020 Commission Meeting at 9:15 a.m. to adopt the resolution certifying to the
County Assessor the property tax levies for collection in 2021. Motion carried
unanimously. N-aye; S-aye;T-aye.
10.2 Public Hearing to consider the sale of real property located at 2169 and 2179 Lake Boulevard in
Shelton, WA; parcel # 32030-51-07010 and 32030-51-10001 for $42,500 to Habitat for
Humanity. Staff: Frank Pinter (Exhibit G)
Cmmr. Shutty/Neatherlin moved and seconded to consider the sale of real property
located at 2169 and 2179 Lake Boulevard in Shelton,WA; parcel # 32030-51-07010
and 32030-51-10001 for$42,500 to Habitat for Humanity. Motion carried
unanimously. N-aye; S-aye;T-aye.
Cmmr. Neatherlin commented this property has come before the Commission multiple times.
The reason for the price drop was due to the cost of developing of the property. Cmmr. Trask
shared her appreciation for Habitat for Humanity.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.

2020 BUDGET
BUDGET SUPPLEMENTAL APPROPRIATIONS AND AMENDMENT REQUESTS-NOTICE OF HEARING
WHEREAS,by reason of conditions which could not be reasonably foreseen at the time of making the budget
for the year 2020,it is necessary to make provisions for supplemental appropriations and amendments to the budget
as required by RCW 36.40.100,and RCW 36.40.195;and
WHEREAS,the revenue and expenditure adjustments to County funds, as listed in Attachment A&B to this
Resolution,are required in order to incorporate into the budget the revenues and expenditures now identified,which
were not known at the time of original budget adoption;and
WHEREAS,the net total of adjustments to 2020 authorized expenditure appropriations in the General Fund is
an increase of$430,000;and
WHEREAS,the net total of adjustments to 2020 authorized expenditure appropriations in funds other than
the General Fund is an increase of$0;and
THEREFORE,BE IT RESOLVED BY THE Board of Mason County Commissioners:
That the 15th day of December,2020 at the hour of 9:15 a.m.,in the Mason County Commissioners Chambers in
Courthouse Building I,411 North 5th Street,Shelton,Washington,is hereby fixed as the time and place for a public
hearing upon the matter of Budget Amendment Requests to the 2020 Budget as provided in Attachment A&B to
this Resolution.

A RESOLUTION OF THE BOARD OF MASON COUNTY COMMISSIONERS, MAKING A DECLARATION OF
SUBSTANTIAL NEED FOR PURPOSES OF SETTING THE LIMIT FACTOR FOR THE CURRENT EXPENSE
PROPERTY TAX LEVY FOR THE YEAR 2021
WHEREAS, RCW 84.55.010 provides that a taxing jurisdiction may levy taxes in an amount no more than
the limit factor multiplied by the highest levy of the most recent three years plus additional amounts
resulting from new construction and improvement to property, newly constructed wind turbines, and
any increase in the value of state-assessed property;
WHEREAS, RCW 84.55.005 (2) (c),the limit factor for a taxing jurisdiction with a population of 10,000 or
over is the lesser of 101 percent or 100 percent plus inflation;
WHEREAS, RCW 84.55.005 (1) defines "inflation" as the percentage change in the implicit price deflator
for personal consumption expenditures for the United States as published for the most recent 12-month
period by the Bureau of Economic Analysis of the federal Department of Commerce in September of the
year before the taxes are payable;
WHEREAS, "inflation"for August 2020 is 0.60152 percent and the limit factor is 100.60152 Percent;
WHEREAS, RCW 84.55.0101 provides for use of a limit factor of 101 percent or less with a finding of
substantial need by two-thirds of the members when the board consists of four members or less;
WHEREAS,the Board of Mason County Commissioners finds that due to increased operating costs there
is a substantial need to set the levy limit at one hundred one percent.
NOW THEREFORE,the Mason County Board of Commissioners of the Current Expense Taxing District of
Mason County, Washington, does hereby resolve that a finding is made of substantial need under RCW
84.55.0101, which authorizes the use of a limit factor of 101 percent for the Current Expense property
tax levy for 2021.

RESOLUTION NO. 202.0-104-
WHEREAS,the Board of Mason County Commissioners has met and considered its
budget for the calendar year 2021 and,
WHEREAS,the Current Expense(District's)actual levy from the previous year was
$10,383,385.25; and,
WHEREAS,the population of Mason County is more than 10,000; and now therefore,
BE IT RESOLVED by the governing body of the taxing district(Current Expense)that
an increase in the regular property tax levy is hereby authorized for the levy to be collected in the
2021 tax year.
The dollar amount of the increase over the actual levy amount from the previous year
shall be$0,which is a percentage increase of 0%from the previous year. This increase is
exclusive of additional revenue resulting from new construction,improvements to property,
newly constructed wind turbines,any increase in the value of state assessed property, any
annexations that have occurred and refunds made. The district will collect an additional
$78,138.16 of revenue from new construction, $0 from refunds levied by the Treasurer,and
$4,972.20 from state assessed utilities.
This resolution reserves unutilized levy for banked capacity. The current banked capacity
reserved for the year 2021 is$107,455.03

WHEREAS,the Board of Mason County Commissioners has met and considered its
budget for the calendar year 2021 and,
WHEREAS,the Road Fund(District's)actual levy from the previous year was
$11,116,428.15; and,
WHEREAS;the population of Mason County is more than 10,000; and now,therefore,
BE IT RESOLVED by the governing body of the taxing district(Road)that an increase
in the regular property tax levy is hereby authorized for the levy to be collected in the 2021 tax
year.
The dollar amount of the increase over the actual levy amount from the previous year
shall be$0 which is a percentage increase of 0%from the previous year. This increase is
exclusive of additional revenue resulting from new construction,improvements to properly,
newly constructed wind turbines, solar,biomass, and geothermal facilities, and any increase in
the value of state assessed property, any annexations that have occurred and refunds made.The
district will collect an additional$86,911.13 of revenue from new construction, $0 from refunds
levied by the Treasurer, and$4,958.75 from state assessed utilities.

RESOLUTION NO. O -I
A MASON COUNTY RESOLUTION AUTHORIZING A SHIFT OF ONE MILLION
EIGHTY THOUSAND DOLLARS ($1,080,000.00)FROM THE ROAD FUND LEVY TO
THE GENERAL(CURRENT EXPENSE)FUND FOR THE YEAR 2021
WHEREAS,pursuant to RCW 84.52.043, at the option of the County legislative
authority, some of the unused levy capacity of the County Road Fund may be shifted to the
County General(Current Expense)Fund,provided that: 1)the rate for the General Fund does not
exceed$2.475 per$1,000.00 of assessed value, and 2)the total levy rate for both the General
Levy and Road Levy within the County does not exceed$4.05 per$1,000.00 of assessed value,
and 3)no other district has its levy capacity reduced as a result of the shift, and 4)the aggregate
of levy rates for all junior and senior taxing districts, other than the State,does not exceed$5.90
per$1,000.00 of assessed land value; and
WHEREAS,based on preliminary values,the County Assessor has determined that a
shift in the amount of one million eighty thousand dollars($1,080,000.00)from the Road Levy to
the General Levy will not conflict with any provisions set forth in RCW 84.52.043; and
WHEREAS,a shift in the amount of$1,080,000.00 from the Road Levy to the General
Levy will not cause the County to increase the total of the two levies in excess of the statutorily
allowed one percent(1.0%)increase; and
WHEREAS, a shift in the amount of$1,080,000.00 from the Road Levy to the General
Levy will not cause the County to exceed$4.05 per$1,000.00 of assessed value for the total levy
rate for both the General Levy and the Road Levy; and
WHEREAS,in the event of calculations made after final values are available would
conflict with any provisions set forth in RCW 84.52.043,the County Assessor will reduce the
levy shift to an amount that will not cause conflict with any provision set forth in RCW
84.52.043; and
WHEREAS,the Board of County Commissioners,after hearing and considering all
relevant public comment,has determined that the General Levy requires an increase in property
tax revenue from the previous year in order to meet the expected expenses and obligations,in
addition to the taxes on the value of new construction and improvements to property and any
increase in value of state assessed property,and it is in the best of interest of the taxpayers of
Mason County that the amount authorized for collection in 2021 is increased by$1,080,000.00;
now therefore
BE IT HEREBY RESOLVED by the Board of Mason County Commissioners that one
million eighty thousand dollars ($1,080,000.00)be shifted from the Road Levy to the General
Levy for collection in 2021.

APPROVAL OF SALE OF SURPLUS PROPERTY
WHEREAS, Mason County owns the tax title parcel # 32030-51-07010 and 32030-51-10001, located at
2169 and 2179 Lake Boulevard, Shelton, WA; and
WHEREAS, this parcel is Tax Title and was deeded to Mason County on February 26, 2013; and
WHEREAS, an attempt to sell was made at the 2019 Tax Title auction with no interested bidders and
per RCW 36.35.150(1)(d.) this parcel can be sold by direct negotiation within twelve months of the
attempted auction; and
WHEREAS, the Board of County Commissioners,.upon the recommendation of the Property Manager,
has determined that the property is surplus to the needs of the County; and
WHEREAS, Mason County has received an offer to purchase the property in the amount of$42,500
from Habitat for Humanity and a public hearing was held on November 24, 2020 to consider the offer;
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Mason County Board of County Commissioners
that the property described above (parcel # 32030-51-07010 and 32030-51-10001) is approved at the price
of$42,500 to Habitat for Humanity; and
BE IT FURTHER RESOLVED, that the proceeds of the sale of said property are to be dedicated first to
any delinquent property tax obligations and related penalties, expenses and assessments; and next to
reimbursement of the Property Management expenses; and finally, to the Current Expense Fund; and
BE IT FURTHER RESOLVED, that the Chair of the Commission is authorized to sign the related closing
documents and the Property Manager initiate payment of 6% fee of sale price to the County's real estate
agent.
