October 3.5, 2020
The regular meeting was called to order at 5:00 p.m. virtually via the Zoom platform by Chairperson
Ickes.
Attendance: Susan Ickes, Chair; Vice-Chair; Mark Nault, Commissioner
Excused Absence: William Kendrick
Others: Tami Beyer, Sheryl Hilt, and Becky Rogers
Business:
1. Approval of Minutes: September 17, 2020 regular meeting minutes.
Cmmr. NaultlICkes moved and seconded to approve the regular meeting minutes dated September
17, 2020 as circulated. Motion carried unanimously.
2. Chief Examiner Update
2.1 Position Tracking — 4 vacant and funded FTE positions.
2.2 Approval to call a special meeting on Thursday, November 5, 2020 at 5:00 p.m. to
consider the modifications to position descriptions and Civil Service Rule Revisions
relating to the Clerical Matrix (Clerk, Records Specialist and Civil Clerk positions).
Cmmr. Nault/Ickes moved and seconded to call a special meeting on Thursday, November 5,
2020 at 5:00 p.m., to consider the modifications to position descriptions and Civil Service
Rule Revisions relating to the Clerical Matrix (Clerk, Records Specialist and Civil Clerk
positions). Motion carried unanimously.
2.3 Approval to set a public hearing on Thursday, November 5, 2020 at 5:00 p.m. to
consider revisions to Civil Service Rules relating to the Clerical Matrix.
Cmmr. Nault/Ickes moved and seconded to set a public hearing on Thursday, November 5,
2020 at 5:00 p.m. to consider revisions to Civil Service Rules relating to the clerical matrix.
Motion carried unanimously.
3. Sheriff's Office Update
3.1 Deputy Sheriff— Chief Beyer stated that there is one person in background.
3.2 Corrections Deputies -- Sheryl Hilt asked for approval to establish two additional FTE
corrections deputies as Transport Deputies. She stated that the County Commissioners
during the 2021 budget workshop gave approval of two more FTE corrections deputies
as Transport Deputies for when Building 10 opens up. She questioned if the Civil
Service would approve these two unfunded positions at this time, or if 2020 budget
modifications are necessary before adding the FTEs.
Chair Ickes questioned if the two positions would be funded.

Sheryl Hilt noted the County Commissioners expressed support that the two positions
would be funded in the 2021 budget.
Cmmr. Nault commented that he is in support of approving the two additional
positions as long as there is no special rule prohibiting them and with the
understanding the positions would be fully funded.
Cmmr. Nault/Ickes moved and seconded to approve the establishment of two additional FTE
deputy corrections positions that are currently unfunded but will be funded in the future.
Motion carried unanimously.
4. Adjourn — The meeting adjourned at 5:15 p.m.

November 5, 2020
The special meeting was called to order at 5:00 p.m. virtually via the Zoom platform by
Chair Ickes.
Attendance: Susan Ickes, Chair; William Kendrick, Vice-Chair
Excused Absence: Mark Nault, Commissioner
Others: Tami Beyer, Sheryl Hilt, Anna Pamperin, Rose Kerr, Briana Burgess
Armendariz, and Becky Rogers
Business:
1. Public Hearing to consider approval of revisions to Civil Service Rules relating to
the Clerical Matrix - Revise Section 6.1 - Examinations; New Section 6.14 -
Clerical Promotions; and New Section 7.4 I - Removals of Names by Chief
Examiner
Chief Beyer briefly summarized the history leading up to the clerical matrix
proposal and its intent.
The proposed revisions were read into the record by Becky Rogers.
Chair Ickes opened up the hearing for public comment. No public comment was
received.
Cmmr. Kendrick/Ickes moved and seconded to approve the Civil Service Rules revisions as
circulated and read into the record for Section 6.1, 6.14, and 7.4 L Motion carried unanimously.
2. Approval of revisions to the position descriptions for the following positions:
Clerk (Support Specialist 1), Records Specialist (Support Specialist 2) and Civil
Clerk (Support Specialist 3).
Chair Ickes opened for public comment. No public comment was received.
Becky Rogers requested inclusion of an additional revision, to the three position
descriptions under training, FEMA IS-907: Active Shooter - Annually. Human
Resources staff noted this is standard training for all county position descriptions.
Cmmr. Kendrick/Ickes moved and seconded to approve revisions to the position descriptions for the
Clerk, Records Specialist, and Civil Clerk positions, including FEMA IS-907. Active Shooter-
Annually. Motion carried unanimously.
3. Adjourn - The meeting adjourned at 5:20 p.m.
