I would like to confirm that due to their size that the wetland areas fall under the noted exemption criteria. As a result of the delineation results and conversations with Sean in the building department I would like to make the leveled off area intended for the RV cover wider to accommodate a 4 foot setback between the retaining wall and the proposed RV cover. In widening the area, I will remain at least 15 feet from the designated wetland. In relation to the location I proposed in the permit application, I would locate the RV cover approximately 3 feet closer to the nearest property line. SVC identified a total of 3 wetlands (Wetlands A, B,and C) on your property, as illustrated on the attached site plan. These wetlands were rated using the 2004 Western Washington Rating System in accordance with Mason County Code (MCC). Unfortunately, based on property notes (see below) from one of my predecessors in 2011, the property is required to have a wetland study to determine wetland classification and delineation for any future development, consequently, we are unable to process the subject building permit without the wetland report. If you have already completed the wetland study, please provide a copy of it to accompany your building permit, otherwise a wetland study/report by a certified wetland biologist shall be conducted and submitted for review prior to the consideration of any further development occurring on the property. Please address. 2011 Pre-Site Inspection Notes: Wetland critical area: Planning staff confirmed that certain wetlands and associated connecting drainage channels, are located on the subject parcel. These critical areas are regulated under Mason County's Wetlands Chapter 17.01.070 of the Mason County Resource Ordinance. These wetlands are situated at the southern and western portions of the parcel and extend to southeast. The wetlands are likely Category/I/wetlands with moderate plant diversity and drainage flow into and out of the subject parcel. As part of the proposal review for further development (residence or other structures),you need to have a qualified biologist(a list is on the website)prepare a wetland report that delineates the wetland edge, characterizes the wetland category, and determines the proper vegetation buffer using the information from this Wetlands chapter. Development near the wetlands shall have the determined vegetative buffer, and buildings must be set back an additional 15 feet from the outer edge of that buffer. The wetland study must be completed PRIOR to any additional clearing being done;NO CLEARING should take place within the 100 feet closest to the wetland, unless other recommended actions are made in the wetland study. When planning the location of all proposed improvements or removing further vegetation for development consider the proper buffer and setback from the wetland edge in that site plan. Staff measured from the north and south sides of the travel trailer to the proximity of the wetland. The south side of the travel trailer is 60 feet from the wetland edge to the south;the north side of the travel trailer is 50 feet from the wetland edge to the north. When the study is needed, the biologist shall portray the property lines, location of the wetland, connecting drainage channel across the property, and the areas previously disturbed and undisturbed. The site plan shall included projected setbacks and the compensatory plantings as part of the development proposal. The proposed area for drain field is greater than 70 feet from the wetland areas along the drainage channels through the property and still allow for further site development. You would need to confirm with the Health Department what their septic system standards are to make sure about the adequacy of supplying a septic system and droinfield area(s). Please address the wetland study at your earliest convenience and provide a copy to the Planning Department in order to continue the review of the subject building permit (BLD2016-01206).
