9:00 A.M. Executive Session RCW 42.30.110(1)(i)Potential Litigation
Commissioners Trask,Neatherlin and Shutty met in an Executive Session with Tim
Whitehead and Mike Dorcy from 9:00 a.m.to 10:15 a.m.Judge George Steele attended
the first session and Frank Pinter attended the second session.
10:25 A.M. Support Services—Frank Pinter
Commissioners Trask,Neatherlin and Shutty attended the meeting via Zoom.
• Request to amend Non-Represented Salary Scale to reflect a 2%general wage increase
effective 1/1/21 to maintain parity with members of the current Collective Bargaining
Agreements was approved to move forward.
• Amendments to the Personnel Policies to include changing how the Comp Time is paid
out and add Christmas Eve as a holiday approved to move forward.
• Frank reviewed CARES Act Expenditures. Right now,considering the approved
expenditures,the funding is overspent by$236,000. Hood Canal Communications
request of$105,000 for delinquent accounts—Cmmr.Trask supports as a utility;Cmmr.
Shutty is concerned that approving this opens up the process for other cable companies to
request funding and believes they could apply to EDC for funding as a business; Cmmr.
Neatherlin also believes they can apply to EDC for funding. $780K for body worn and
vehicle cameras—Cmmr. Shutty noted this commits the County to adding staff in 2021 at
a cost of about$80K. Cmmr.Neatherlin is concerned if funding becomes available the
County may not be eligible if it is already funded;YMCA,$13K and North Mason Boys
&Girls Club for daycare assistance—Cmmrs. Shutty and Trask are supportive of
funding. Frank pointed out the County can apply the CARES Act funding to public
safety employee salaries and we can apply for separate funding for some of the
expenditures. Funding is available until November 30,2020 and the request has to be
submitted by December 15. Conclusion was to remove the request for Sheriff cameras
and consider it in next year's budget and increase the public safety salary request. Under
the Public Health CARES Act dollars,about$400K has been identified for Public Health
salaries.
• Request to purchase a two Jefferson Audio Video Systems(JAV'S)for Building 10 was
approved as a sole source purchase. AOC funding will be used for one system and the
other purchased from the Trial Court Improvement Fund.
• Review of contract with EDC for 2nd round of COVED funding to businesses was
approved to move forward for a total amount of up to$300K allowing up to$I OK for
businesses with less than 20 employees and up to$20K for businesses with 21 or more
employees and up to$1 OK for up to four non-profits.
• Permit fee to City of Shelton for Building 10 and change orders were approved for
November 3 agenda and will be funded from REET 1.
• Weapons screening and campus security contract with Pacific Security approved to move
forward. Cmmr. Shutty noted that we need to plan for security services at Building 10.
• Cmmr.Neatherlin stated Bremerton will be the fiduciary agent for the Gorst Coalition
and he will bring forward additional information.
10:35 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Trask,Neatherlin and Shutty attended the meeting via Zoom.
• Hearing Examiner recommendation for Road Vacation 405 was approved to move
forward.

• Approval for call for bids for 2021 paint line,asphalt emulsion,culvert pipe and lining,
manufacturing and stockpiling of chip seal aggregate and asphaltic materials. '
• The private line occupancy permit for Lettuce Loaf,LLC approved to place on agenda.
• Request for a special market value purchase of two bucket trucks for the road crew to use
for cutting back overhead vegetation approved.
• Next week the public hearings are scheduled for the 2021-2026 6-year TIP and 2021
annual construction program. Cmmr. Shutty would like to consider adding more gravel
road upgrades and connectivity between Log Yard Road and Port of Bremerton; Cmmr.
Neatherlin noted the importance of the Rasor Road connection and Romance Hill Road.
11:15 A.M. Sheriff s Office—Sheryl Hilt
Commissioners Trask,Neatherlin and Shutty attended the meeting via Zoom.
• Sheryl provided a YTD budget status for the Sheriff s office and believes they will be
over spent by about$217K by year end. The Board wants to review the budget.
Undersheriff Adams stated they have filled most of their positions and have had several
staff injuries that have caused some overtime issues to meet minimum staffing
requirements.
The Board recessed at 11:50 a.m.
2:00 P.M. Review of 2021 budget requests made to date
Commissioners Trask,Neatherlin and Shutty attended the meeting via Zoom.
• Jennifer reviewed the current status of the budget. PLR's approved by the Board is at
$874,291;total additions to General Fund since 10/5/20 is$918,369. The 2021 Budget
Level 3 is at$40,800,379 excluding ending fund balance.
• 2%salary increase for General Fund is$75,162;$54,660 for other funds;pay out for
non-union comp time is a minimal cost and could be covered by overtime budgets.
• The General Services CBA cost is not included in the 2021 budget;the estimated cost to
Current Expense is$35K.
• Levy shift in lieu of diversion;Jenn provided information on three options-$500K,$1M
or$2.16M.
• The Courthouse Security budget doesn't include any contract increase. Jenn will also
provide the costs to operate Building 10. Jenn will provide details on the approved
PLR's.Motorpool rates will also be reviewed next Monday.
• The Board wants to know what are one-time expenditures and revenues. Expenditures
are higher than revenue.
