Call to Order—The Chairperson called the regular meeting to order at 9:04 a.m. 2. Pledge of Allegiance—Cmmr. Neatherlin led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3— Sharon Trask. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Micah Sanders and Jann Goodpaster sent in applications for the Historic Preservation Commission. 4.1.2 Washington State Liquor and Cannabis Board sent in a liquor license due to expire and a liquor license application for Westside Pizza. 4.2 Pat Grover presented a Mason County Noxious Weed Control Board News Release. 4.3 The County Commissioners presented a Mason County Recognizes 21 Employees for Years of . Service News Release. 4.4 Chair Trask presented a Solicit for Housing Authority Board of Commissioners Members News Release. 4.5 Cmmr. Shutty presented an Announcement of Public Works Bid Award for the Valley Rose Drive Culvert and Alexander North Shore Road Wall Projects. 5. Open Forum for Citizen Input— No public comment received. 6. Adoption of Agenda - Cmmr. Neatherlin/Shutty moved and seconded to adopt the agenda as presented. Motion carried unanimously. N-aye; S-aye;T-aye. 7. Approval of Minutes— Cmmr. Shutty/Neatherlin moved and seconded to adopt the October 5, 2020 and October 13, 2020 Briefing Minutes; October 6, 2020 Regular Meeting Minutes; and October 13, 2020 Special Meeting Minutes as published. Motion carried unanimously. N-aye; S-aye; T-aye. 8. Approval of Action Agenda: 8.1 Approval of Warrants &Treasure Electronic Remittances Claims Clearing Fund Warrant # 8074957-8075278 $ 1,372,585.89 Direct Deposit Fund Warrant # 71899-72287 $ 736,808.24 Salary Clearing Fund Warrant # 7005468-7005503 $ 1,022,798.80 Treasurer Electronic Remittances $ 163,120.80 8.2 Approval to amend Resolution # 33-18 Housing and Behavioral Health Advisory Board to update the membership sources to include federally recognized tribes and to allow the Advisory Board to vote in Ex-Officio, non-voting members to serve in a consultative role such as the medical officer, managed care organizations, and/or school districts. Resolution # 2020-79 (Exhibit A) 8.3 Approval to enter into a contract extension with MasonWebTV.com for live streaming services of regular Commission meetings and Board of Health meetings for 2021. The rate per regular meeting is $75 for up to 2 hours and each additional hour is $25. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 20, 2020— Page 2 8.4 Approval to sign letter of support for Mason Transit Authority for the grant application being submitted to Washington State Department of Transportation (WSDOT). 8.5 Approval of contract amendment 17 for the Consolidated Contract# CLH18253 to increase funds by $1,741,272 to support Public Health's COVID-19 Response. 8.6 Approval to amend the contract between Healthcare Delivery Services and Mason County Jail increasing the cost of nursing services from $57 per hour to $60 per hour for both the Jail and Administrative nurses. 8.7 Approval of a resolution refinancing the 2008 LTGO, 2019 LTGO, and DOE Loans # L0800017, L1000026, L1100013 to be known as the Mason County Limited Tax General Obligation Refunding Bond 2020A with Columbia Bank. Resolution 2020-80 (Exhibit B) 8.8 Approval of a resolution refinancing the 2008A LTGO to be known as the Mason County Limited Tax General Obligation Refunding Bond 2021 with Cashmere Valley Bank. Resolution 2020-81 (Exhibit C) 8.9 Approval of a resolution refinancing the 2008A GTGO to be known as the Mason County Limited Tax General Obligation Refunding Bond 2020E with North Cascades Bank. Resolution 2020-82 (Exhibit D) 8.10 Approval to create, post and hire a Community Services Pandemic Response Community Health Specialist that is a union position tied directly to COVID-19 funding or Foundational Public Health (FPHS) funding through June 2021. 8.11 Approval to pay Josh Luck, Building Inspector V, 10% Lead Pay effective October 1, 2020 through September 30, 2021. 8.12 Approval to authorize Chair Trask to sign the letter requesting the deadline for COVID-19 funding be extended beyond the November 30, 2020 deadline. 8.13 Approval to pay Kevin Guijosa, Solid Waste Attendant III, lead pay until the Solid Waste Manager position is filled and trained. Cmmr. Neatherlin/Shutty moved and seconded to approve action items 8.1 through 8.13. Motion carried unanimously. N-aye; S-aye;T-aye. The Commissioners expressed their support of items 8.7 through 8.9 to save the taxpayers money and to also take advantage of the low rates and flexibility. A special thank you went out to Lisa Frazier and the Financial Department for their hard work in putting the financial resolutions together. 9. Other Business (Department Heads and Elected Officials) 10. 9:15 a.m. Public Hearings and Items set for a certain time— No public hearings scheduled at this time. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
