Having considered the evidence presented by the parties in this appeal, the Board hereby :

This decision is based on our finding that :
The hearing was held virtually via Zoom on Thursday, July 23 , 2020 .
The Appellants, Steven & Lisa Kegg, were represented by Lisa Kegg. The Assessor was represented by
IdaMae Jensen.
The Appellant did not appeal the value of the improvements at $ 131 , 990 .
The Appellant testified this is not an income property. The Appellant also testified that the property borders
Goldsborough Creek that is continually eroding away the land.
The Assessor testified that the property was revalued in 2019 .
The Assessor provided four comparable sales, as adjusted ranged in value from $ 174,408 to $ 182, 012 . The
value of the subject property fell at the lower end of this range .
While the Board considered the erosion factor, the Board determined that the value of the subject property
was nevertheless equitable within the neighborhood. Thus the Board did not find any clear, cogent or
convincing evidence to overrule the Assessor' s value .
Therefore, the Board sustains the assessed value of $42 , 500 for the land and $ 131 , 990 for improvements,
for a total of $ 174,490 for the subject property.

This decision is based on our finding that :
The Board held the hearing virtually on Thursday, July 23 , 2020 .
The Appellants, Steven and Lisa Kegg, were represented by Lisa Kegg at the hearing. IdaMae Jensen,
Appraiser ' s Representative, was in attendance .
The Appellant testified and presented written evidence by the County Planner, via an email, that confirmed
165 ' setback from the creek. The creek borders the entire length of the subject property .
The Assessor testified that the subject property is a 1 . 32-acre site and is adjacent to a portion of
Goldsborough Creek and state Highway 101 .
Considering the setback on Goldsborough Creek, the Board determined that the potential buildable area of
the subject property is one acre .
Thus the Board overrules the assessed value of $ 69 , 940 and sets the value at $46,200 for a potentially one-
acre buildable site .
