Call Meeting to Order: 5:04 PM
Roll Call: Commissioners Danielle Skeeters-Lindsey, Chair, Brian Kelly-Absent, Dean
Byrd, Chief Examiner Dawn Twiddy, Chief Civil Jan Shepherd
Business:
A. Approval of Minutes: Commissioners Byrd/Skeeters-Lindsey moved and
seconded approval of the October 15, 2015 regular meeting minutes as
presented. Motion carried with Commissioners Byrd/Skeeters-Lindsey in
favor.
B. Chief Examiner Update—
a. Lateral New Hire—We recently hired a new lateral deputy who had
been trained through the Federal Law Enforcement Training Center
(FLETC). In the past we have hired several deputies with this training.
Criminal Justice Training Commission (CJTC) has always accepted
the FLETC training as a lateral, but has now said that the deputy we
hired is not eligible as a lateral. Since we have already hired this new
deputy and he has resigned from his previous agency and come to
ours, Chief Osterhout has requested approval to retain this employee
and send him to the CJTC Basic Law Enforcement Training.
Now that we know there is a change in requirements and will ensure
that future deputies are not hired as a lateral in the event they are not
qualified through CJTC.
Commissioners Byrd/Skeeters-Lindsey moved and seconded
approval to accept Chief Osterhouts solution to send Deputy Mike
Pitts through Basic Law Enforcement Academy as a remedy for
CJTC not accepting his previous FLETC training. Motion carried
with Commissioners Byrd/Skeeters-Lindsey in favor.
b. Hearing for Proposed change of Civil Service Rule 8.7 & 8.8
There was a discussion on the proposed change to Civil Service Rule
8.7 and 8.8.

The discussion included the Union's position on the change and
incorporated changes that would meet the needs of the County and the
Union on behalf of the employees.
Commissioners Byrd/Skeeters-Lindsey moved and seconded
approval to direct the Chief Examiner,Dawn Twiddy to publish
the notice to hold a hearing on January 21,2016 at 5:00 p.m. for
proposed revisions to Civil Service Rules 8.7 and 8.7. Motion
carried with Commissioners Byrd/Skeeters-Lindsey in favor.
c. A review of the current open positions as follows: 1 FTE—Financial
Assistant, 1 FTE—Records Specialist, 1 FTE—Clerk, .5 FTE
Community Service Officer, 4 FTE Corrections Deputy(3 female/1
either), 1 Deputy
d. The proposed 2016 meeting schedule was presented.
e. The Chair will need to be elected at the first meeting in January 2016.
f. Public Safety Testing(PST)—PST has adopted by vote to allow entry
level candidates to re-test every three months. Since we were a County
that did not vote in favor of moving it from every 6 months to three
months PST has sent us proposed language that they would suggest us
adopting in our Civil Service Rules to reject the testing score changes
every three months.
The proposed language is: Once an applicant's score is received from
PST it will be placed on an eligibility list and it is valid for one year.
Mason County will not consider any other score until that one year has
passed and the score expires. At that time Mason County will consider
the next available score from the applicant.
There was a discussion about the change to every three months and if
there was any additional work load on the Chief Examiner. Both the
Chief Examiner and Chief Shepherd agreed it doesn't increase the
workload, it is an ongoing process now and is being updated about
once a month as it stands.
Commissioner Skeeters-Lindsey discussed the presentation at the Civil
Service Conference that she attended and wasn't sure why so many
people were concerned about change then and thought maybe it was
just the presentation made versus the real impact on the agencies.
It was agreed upon that this discussion would be revisited at the
January meeting before making any changes,which would allow for
Commissioner Kelly to be present.

C. Sheriff's Office Update
a. Chief Shepherd discussed the open Clerk position and the possibility
of continuing with Mr. Adam as the extra help for another four
months.
There was a discussion about the extra help Civil Service Rule and the
RCW that governs the hiring process and the length of time allowed
for extra help people.
b. Chief Shepherd discussed the Financial Assistant job description and
said that after reviewing the job description she and Chief Ehrich felt
there was no need to make any changes to it. The Sheriff's Office is
ready to post the position as an internal promotional opportunity,per
the Collective Bargaining Agreement.
c. Chief Shepherd discussed the qualifications for the Records Specialist
position and said that she would like to change the qualifications to be
able to attract candidates with the appropriate skills to fill the job
duties.
