MINUTES
November 15, 2012
I. Call Meeting to Order:
The regularly scheduled CS Commission meeting was held in Mason County Building 8.
Present: Chief Examiner, Commission Chair Bright, Commissioner Skeeters-Lindsey,
Commissioner Bariekman.
The meeting came to order at 4:01 PM
II. Minutes: October 18 2012
Note: These minutes were taken by previous Civil Service Chief Examiner, Louann Davis and
transcribed by newly appointed Chief Examiner, Roxanne Bruner
The October minutes were read and a motion to approve was made by Commissioner
Bariekman, second by Commissioner Skeeters-Lindsey, signed by Commission Chair Bright.
III. Business
A. Old Business
1. Sheriff Update—Systems Tech
Chief Examiner presented spreadsheet and documented time line to the commission.
The Chief Examiner will present them to Chief Alvord upon her return from vacation
Monday, November 19, 2012.
The assessment portion of the Systems Tech shall being immediately upon the
completion of the assessment test, TBD by the Sheriff's Office.
The Oral Exam, score sheet and cumulative scoring will be facilitated by the Chief
Examiner in partnership with the Sheriff's Office, expected no later than mid December.
All applicants have been contacted by the Chief Examiner to confirm receipt of
application and to request any changes or withdrawals from the process be made
known.
Discussion was raised regarding the use of A+ certification as a vetting tool for qualifying
applicants. A+ Certification is an industry measure of qualification the Sheriff's Office
could refer to the certification as a part of the assessment, oral board or supplemental
process. The Chief Examiner will relay this to Chief Alvord.

2. Civil Service Changes
Commissioner Bright presented the proposed changes to the Civil Service rules. The
commission discussed the impact of minor changes that are editing issues (changing
Thurston to Mason etc...) and agreed to have the Chief Examiner make these changes.
Commissioner Bariekman also requested that the final version be professional in
appearance and marked with the seal for Mason County.
The revised edit of proposed changes will then be presented to the Sheriff's Department
for approval of changes to the following:
the use of adding electronic notification (6.7), maintaining eligibility lists until it has
fewer than three names (7.2), personnel certification increased from two to three
persons for certification (8.3), definition of extra help (8.15, 8.15 D 2-4) moral turpitude
(10.1 8).
Commissioner Skeeters-Lindsey moved to have the Chief Examiner make editing
changes noted in the draft and for the Sheriff's Office to approve all changes indicated
above. The motion was approved by Commissioner Bariekman.
3. New Chief Examiner Appointed (Cathi, Chair) Roxanne Bruner was recognized as the
new Chief Examiner.
B. New Business
1. RCW Review of Civil Service
RCW 41.14.050 and RCW 41.14.060 were presented and acknowledged by the Chief
Examiner with emphasis that the Chief Examiner is supervised by the Commission.
2. Action Items for 2013 requested
Chief Examiner Salary Increase for Mason County shall be requested to the County
Commission based on comparable counties. The Chief Examiner shall prepare the
documentation and present to the Civil Service Commission at the January Meeting.
Chief Examiner reporting of time and expenses shall commence immediately and be
presented at each CS meeting in writing to the Commission. Chief Examiner
presented current time and submitted hours.
Civil Service Commission activities reviewed per comparable counties shall be
pursued at the first of the year.
Commissioner Skeeters-Lindsey requested that the Sheriff's Office activities be
reported at the Civil Service Commission meetings. This request will be made by the
Chief Examiner to Chief Alvord.

Civil Service Commission meeting dates for 2013 will be determined at the January
meeting.
A new Chair will be selected in January as Commissioner Bright's term ends in
December.
A. Other Business
A discussion on pros and cons of a 5 member Civil Service Commission including any
recruitment process and expense ended with the decision that a 5 member
commission was not needed at this time. An executive session would be required
for any further discussion.
The motion to correct the notation of an unexcused absence of Commissioner
Bariekman at the October meeting was made by Commissioner Skeeters-Lindsey.
Commission Chair Bright confirmed receipt of a message from Commissioner
Bariekman that he would not be in attendance for that meeting. The motion was
approved. Commissioner Bariekman is excused.
IV. Adjourn: Commissioner Skeeters-Lindsey moved to adjourn the meeting, second by
Commissioner Bariekman.
