Meeting Minutes

The regular meeting was called to order at 5:01.p.m., in Mason County Building 1, Commission Chambers,
by Chairperson Kelly.
Attendance: Brian Kelly, Chair, Danielle Skeeters-Lindsey, Vice-Chair, B. Dean Byrd, Meghan Andrews,
Chief Tami Beyer; Sheriff Salisbury; Undersheriff Barrett.
The Board immediately went into Executive Session per RCW 42.30.110(f)to receive and evaluate a
complaint brought against a public officer or employee.
At 5:16 p.m.,the Board came out of executive session and immediately went into open session.
Business:
A. Approval of Minutes: Commission Members Byrd/Skeeters-Lindsey moved and seconded to
approve the regular meeting minutes from September 21, 2017. Motion carried.
B. Chief Examiner Update
a. Vacant Position Update—The Chief Examiner noted she had included the unfunded
vacant positions, as requested at the September meeting. A vacant Corrections Deputy
position was listed due to a resignation in the jail. It was clarified the resignation was
prior to termination.
b. News Release - Civil Service Commission vacancy for Danielle Skeeters-Lindsey's position
which comes due the end of December. Applications are being accepted by the County
Commissioners until November g, 2017.
c. Approval to certify the next available name on the Eligibility List for a corrections deputy
due to a temporary vacancy of a full time employee who is on military leave through
October 2o18, per Civil Service Rules(CSR)-Section 8.1.6.
Commission Members Byrd/Skeeters-Lindsey moved and seconded to approve the
certification of a name on the eligibility list for corrections deputy to fill a temporary
full time position until the employee returns from military duty.
C. Sheriff's Office Update
a. Records Specialist—Chief Beyer noted there are two vacancies in the Records specialist
position. One position is unfunded and one is due to resignation. The eligibility list has
expired and they request to have a new test completed, in the event they are able to hire
someone for the open position.
The Chief Examiner noted there were three names certified prior to the eligibility list
expiring, however, one of the three applicants has removed their name. There are two
remaining applicant names on the eligibility list. They could have worked with the two
names; however,they have requested three names to work with.

Board Member Skeeters-Lindsey asked about the rehire list for those that had been laid
off. Chief Examiner noted that there is one Sheriff Deputy on the rehire list.
b. Records Specialist Extra Help - Barbara Hubbard has been asked to fill an extra help
Records Specialist position, in the interim, while they are trying to select a permanent full
time employee. Ms. Hubbard is on the Extra Help eligibility list. She worked as Records
Specialist Extra Help from May to mid-July(2.S mos) and took time off in between
finishing the remainder of the four months. She is eligible to complete the balance of one
and a half months of the allowed four months in a fiscal year.
Undersheriff Barrett commented that until some budget decisions are made in the next
3o days they do not know the status of this position.
c. Volunteer Extra Help—Undersheriff Barrett expressed appreciation with the help Meghan
Andrews provided for Civil Service during the transition of employees.
Undersheriff Barrett asked if there would be a perceived conflict if the Sheriff's Extra Help
volunteer applicants (who have gone through background checks)were to assist in the
Human Resources office. The volunteer(s)would be assigned to work other than Civil
Service duties; thus freeing up staff to work on Civil Service. The Board did not see this
as a conflict as long as the volunteers do not work on Civil Service business.
D. The meeting adjourned at 3:26 p.m.
