Meeting Minutes

The regular meeting was called to order at 5 : 00 p . m . , in the Mason County Building 1, Commission
Chambers, at 411 N . 5th Street, Shelton , WA by Chairperson Byrd ,
Attendance : B . Dean Byrd , Chair; Brian Kelly ( excused absence ) ; and Matthew Davis, Commissioner
Others : Chief Tami Beyer and Meghan Andrews, Human Resources
Business :
A . Approval of Minutes : July 26 special meeting and August 16, 2018 regular meeting minutes .
Commissioner Davis/ Byrd moved and seconded to approve the special meeting minutes
for July 26, and the August 16, 2018 regular meeting minutes as circulated . Motion
carried unanimously .
B . Chief Examiner Update
a . Position Control — It was noted that there are six vacant positions (three in Deputy Sheriff
and three in Corrections Deputy)
b . Finance Manager — Job Posting # 18 -49 — Meghan Andrews noted that there are four
applicants that passed the written test with a score of 70% . Typically, the written and oral
board scores are combined . However, because there are only two applicants that received a
70 % score following combining the written test score and the oral board score , it was
requested that the Commission consider the following options for this position :
1 ) The Oral Board score must be passed with a 70% to be combined with the Written test score .
2 ) The Oral Board combined with the Written test score must be passed with a 70% to be placed on
the Eligibility List .
3 ) Everyone who passed the Written test with a 70% will have their score combined with the Oral
Board score and moved to the Eligibility List to be ranked .
The Board discussed the options . It was noted that the written test and oral board are all scored .
Preference points were incorporated for those that lived in Mason County . There were no veterans
preference points . The rule of 70 % or better, is typically followed for deputies . The written
test/excel test for this position had a total score of 65 . The oral test had ten questions with a total
possible score of 300 points . When the scores were combined only two applicants passed with 70 %
or better .
Commissioner Byrd made a motion that the rule for 70% be reviewed and modified in cases of a
limited number of applicants so they can be scored and evaluated on the total merit and not just the
written test .
Chief Beyer stated that Undersheriff Adams noted that there is case law that we should follow
Option 3 so as not to be challenged .

Commissioner Byrd modified his motion to review the Civil Service Rules for the 70% rule and if it is
not in line with Option 3, to amend the rule to be in concurrence with Option 3 . Also requested the
Sheriff' s Office provide a copy of the case citation noted by Chief Beyer.
Motion seconded by Commissioner Davis . Motion carried unanimously .
C . Sheriff' s Office Update
Chief Beyer asked how " in the loop" the Civil Service would like to be included for notification of
possible vacancies such as retirement or other leave .
Chair Byrd stated they would like to be notified in general terms in advance .
Chief Beyer shared that they have a few possible vacancies coming up at the first of the year in
the Patrol Division . Also , there may be one vacancy from the Jail Division before the half year in
2019 .
D . The meeting adjourned at 5 : 13 p . m .
