HomeMy WebLinkAbout09/18/2014 Mason County Civil Service Commission 411N 5° 8beei Shelton, WA98584 September 18,2014 Regular Meeting Minutes Call Meeting to Order—Chair Kelly called the meeting\o order u15:O] p.m. Roll Call—Present: Brian Kelly, Chair, Commissioners Louann Davis and Danielle Skeeters- Lindsey-Absent, Chief Examiner Dawn Twiddy, Chief Jan Shepherd, Bill Kenny Support Services Director Minutes: August 2|" 2Ol4 regular meeting minutes and Sepiem/bor4,2014 special meeting minutes- Commissioners Davis/Kelly moved and seconded approval ay the August 21"2014 regular meeting minutes and September 4,2014 special meeting minutes as praseu1ed. Motion carried with all imfavor. Business: A. Chief Examiner Update o. Public Records Request'Chief Examiner Tvviddy stated she had received u public records request from Julie Oberbillig. In order to complete the request she will need any documents that the Commission may have in their possession regarding the hiring process ur promoting ofthe Cuoeo{ioom Corporal. Any documentation from October 1,2013 through September 2, 2O|4 pertaining to the establishment of minimum requirements for eligibility Lo be hired into the corrections corporal position.Any eruuUa between the Commission and any employee of the Sheriffs Office regarding the Corrections Corporal position. Commissioner Kelly stated that he had only replied directly to Chief Shepherd on one ennuU in regards to her request for u special meeting. Chief Shepherd stated that she already had u copy of the email in the batch to send tonneto fulfill the request. Commissioner Davis said that she didn't have any enouila between her and the Sheriffs Office that the Chief Examiner had not been copied on. She did however say that there may be documents on her old county email from October 1,2013 until her email was discontinued in January of2Ol4. Chief Examiner Twiddv stated that she would request documents from Commissioner Skcetere'iiudaey since she was unable to attend the Commission meeting. b. Mr. Bill Kenny Support Services Director announced that an attorney on behalf of Mrs. Reeves and uformer jail employee had served the Clerk or the Board with u Claim For Damages with the basis of hostile work environment and retaliation. He said that the claim forms had been sent to the Risk Pool and the Prosecutors Office and the Sheriffs Offioe,which was standard procedures. o. Chief Examiner Twiddy asked if the Sheriffs Office had discussed the need to open a cook position. She said that a gentleman came in to request an application for ucook. Chief Shepherd said she was unaware of any new developments a1 this time. Mr. Kenny said that he had in the past had discussions with Chief Haugen in regards to having a back up cook for various reasons. He suggested there may be a need to do some testing to create an extra help list for the cook position. The Commission thanked Mr. Kenny for his suggestion and asked Chief Shepherd to follow up with Chief Haugen and let them know if creating an extra help list for a cook was a need at this time. C. Sheriff Update a. Chief Shepherd had the week off from work so she was not prepared to talk about anything other then represent the Sheriffs Office at the hearing scheduled for 5:15 for Mr. Brandon Kallgren. Commissioner Kelly recessed the meeting at 5:10 until 5:15 for the hearing set at certain time. Commissioner Kelly reconvened the meeting at 5:17 p.m. for the hearing. D. 5:15 p.m. Hearings set for a specific time. a. Brandon Kallgren requested an appeal to the Civil Service Commission on the removal of his name from the Eligibility List for Entry Level Deputy by the Chief Examiner. Mr. Kallgren was sent a hearing notice via an email and a letter in the mail confirming that he was on the Civil Service Agenda for a hearing in response to his appeal. Mr.Kallgren did not show up for the hearing. There was a discussion regarding the removal of Mr.Kallgrens name from the Eligibility List. Commissioner Davis/Kelly moved and approved to uphold the Chief Examiners decision to remove Mr.Kallgrens name from the Entry Level Deputy Sheriff Eligibility List.Motion carried with all in favor. A written copy of the rendered decisions will be sent to Mr. Kallgren within 10 days of the hearing.
