HomeMy WebLinkAbout08/02/2018 Mason County Civil Service Commission Meeting Minutes August 2, 2018 The special meeting was called to order at 4:01 p.m., in the Mason County Building 1, Commission Chambers, at 411 N. 5th Street, Shelton, WA by Chairperson Byrd. Attendance: B. Dean Byrd, Chair; Brian Kelly, Vice-Chair; and Matthew Davis, Commissioner Others: Chief Tami Beyer; Chief Ryan Spurling; Boston Lynch; Chief Kevin Hanson; Chief Theresia Ehrich; Dawn Twiddy, HR Manager and Becky Rogers, Chief Examiner Business: A. Approval of changes to the Finance Manager position description, including position title change to Sheriff's Office Finance Manager. Chief Spurling noted they took the position description for Public Works Finance Manger, which is similar to the Sheriff's Office Finance Manager. They wanted to match it so there is a consistency in different offices within the County. The position description, which was circulated via email for the meeting, had suggested changes noted in red. Some text had strikeout to eliminate verbiage. On page 3, under the Education and Experience, it was recommended to delete the last bullet, as it is somewhat redundant to the first sentence. Chief Spurling noted that there are scriveners errors which will be shared with the Chief Examiner. Cmmr. Kelly/Davis moved and seconded to approve the changes, which had been noted in red and circulated for the position description for Sheriff's Office Finance Manager, in addition to the following change: Top of Page 3, Education and Experience: eliminate the last bullet "Professional accounting or auditing experience may substitute for education on a year for year basis" as it is similar to the sentence following the heading: "EDUCATION AND EXPERIENCE. Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills, and abilities, required to perform the job." Motion carried unanimously. Mason County Civil Service Commission Meeting Minutes August 2,2018 Page 2 B. Approval to create an eligibility list for a provisional position for Sheriff's Office Finance Manager until filled. Chief Spurling stated this is to provide for temporarily filling the position, in the event the Sheriff's Office Finance Manager position is not filled within 30 days. This is budget season and they cannot have a gap in the position. Chair called for further discussion. No further discussion. Cmmr. Kelly/Davis moved and seconded to approve a provisional hire contingent upon their ability to fill the Sheriff's Office Finance Manager position with appropriate provisional employee under Civil Service Rules (CSR) 8.13. Motion carried unanimously. Dawn Twiddy, HR Manager, stated that she will be briefing the County Commissioners on the position description, at their briefing next Monday. C.
