HomeMy WebLinkAbout08/02/2016 Mason County Civil Service Commission Building 1 — Commission Chambers 411 N. 5ch Street, Shelton, WA 98584 August 2, 2016 5:00 p.m. Call Special Meeting to Order: 5:02 PM Roll Call: Commissioners Dean Byrd, Chair, Brian Kelly, Vice-Chair, Danielle Skeeters- Lindsey- Absent, Chief Examiner Dawn Twiddy, Chief Jan Shepherd Business: A. Commissioners Kelly/Byrd moved and seconded to approve the regular meeting minutes of June 16,2016. Motion carried with all in favor. B. Hearing for proposed change to Civil Service Rule 6.9 and 6.10 Chief Examiner Twiddy read the proposed changes into the record and discussed that the changes would be applied to anyone who is currently on the Eligibility Lists that meet the criteria's outlined in the proposed rules. Commissioner Byrd discussed the fact that he has reservations about the changes but would support them if the new rules would help attract and retain qualified local candidates for open positions. Commissioners Byrd/Kelly moved and seconded approval to revise Civil Service Rule 6.9 & 6.10 by adding in section: (B)to reflect: Service Credit for Reserve Deputies: Applicants who are current reserve deputies for the Mason County Sheriffs Office and who obtain a passing score on an examination for original appointment,shall receive an additional 10 (ten) percent preference points. (C) to reflect: Service Credit for Employees of the Mason County Sheriffs Office: Applicants,who are current employees in good standing and off probation within the Mason County Sheriffs Office,and who obtain a passing score on an examination for original appointment shall receive an additional 10 (ten) percent preference points. (D) to reflect: Credit for Mason County Residents: Applicants who have a physical address in Mason County and who obtain a passing score on an examination for original appointment shall receive an additional 10 (ten) percent preference points. Mason County Civil Service Proceedings August 2, 2016 Page 2 Rule 6.10 by adding in section(E)to reflect: Veteran's Scoring Criteria: Veteran's as defined by RCW 41.04.005 who were called to active military service from employment with Mason County shall be awarded 5(five) percent added to promotional examinations until the first promotion only(RCW 41.04.10(3)). Motion carried with all in favor. C. Chief Examiner Update— a. Chief Examiner Twiddy discussed the open Civil Service positions. D. Sheriff's Office Update— a. Chief Shepherd requested a Clerk extra help position be created in the jail for four months to assist with clerical duties while there is a shortage of staff. Commissioners Kelly/Byrd moved and seconded to approve a four month extra help Clerk position in the jail to assist with clerical duties in the jail while there are unfilled staff positions. Motion carried with all in favor. b. Chief Shepherd requested authority to open the Clerk position again and create an Eligibility List. Commissioners Kelly/Byrd moved and seconded to approve the advertising of the Clerk position and creating an Eligibility List. Motion carried with all in favor. c. Chief Shepherd requested to move the current extra help hired person doing the litter grant project as a Community Service Officer to a provisional hire and extend his term beyond the four months allowed. Provisional hires are allowed to extend beyond the four months provided testing for the position is being done. Chief Examiner Twiddy confirmed testing for Community Service Officer was being done and is in the process. Commissioners Kelly/Byrd moved and seconded to approve the Community Service Officer extra help to a provisional hire and extend the hired person beyond the four months allowed as extra help while the testing process is being done to permanently fill the position. Motion carried with all in favor. d. Chief Examiner Twiddy discussed a request Undersheriff Barrett inquired about, which was to extend the 120 day extra help Level 3 Reserve Officer used to augment both the jail and patrol operations Mason County Civil Service Proceedings August 2, 2016 Page 2 that was approved previously. He did not foresee the crisis to only be a four month term. It was discussed that MRSC has already issued Mason County an opinion, that stated in exigent circumstances an extra help could be extended. Commissioners Kelly&Byrd both requested a copy of the email of the opinion. Commissioners Kelly/Byrd moved and seconded to approve the extension of the extra help assignment for a Level 3 Reserve Officer to augment both the jail and the patrol operations for an additional four month period or until the open positions are filled, whichever comes first.
