HomeMy WebLinkAbout07/26/2018 Mason County Civil Service Commission Meeting Minutes July 26 , 2018 Chairperson Byrd called the special meeting to order at 4 : 01 p . m . , in the Mason County Building 1, Commission Chambers, at 411 N . 5th Street, Shelton , WA by Chairperson Byrd . Attendance : B . Dean Byrd , Chair; Brian Kelly, Vice - Chair; and Matthew Davis, Commissioner Others : Chief Tami Beyer; Sheriff Salisbury; Chief Ryan Spurling; Boston Lynch , Chief Kevin Hanson , Chief Theresia Ehrich ; Chief Jason Dracobly; Michael Heinbach , Shelton - Mason County Journal ; Dawn Twiddy, HR Manager and Becky Rogers, Chief Examiner Business : A . Per RCW 41 . 14 . 070 " Subsequent changes in the designation of which positions are to be exempt may be made only with the concurrence of the sheriff and the civil service commission , and then only after the civil service commission has heard the issue in open meeting . " Chair Byrd invited the Sheriff' s office to speak to the agenda item . Chief Spurling stated the Mason County Commissioners recently passed a resolution , referencing RCW 41 . 14 . 070 . This RCW sets the number of appointed ( unclassified ) positions for 51 through too employees at no more than five positions in the Sheriff' s Office . Currently, the Sheriff has six appointed positions . This is a new process for the Sheriff to revert backwards . They are going through this process to identify an unclassified position , which they will return to a classified position and what it will look like in the future . Sheriff Salisbury also spoke to the issue . He stated they follow the RCW and when the number of employees exceeded too, they added the Chief Administrative Deputy classified position . He referred to opinions he had read from the Attorney General Office and others that this does not have to happen , but it can . If the Board wants to reduce the number of unclassified positions, they can , but in most cases, they do not with the hope that at some point the positions cut within the budget will come back . He expressed concern with the short timeline and the fairness to revert a position within a short period . Chief Spurling added the agreed upon timeline is 3o days . Sheriff Salisbury expressed concern with the position to be reverted and how that is determined comparable to other like positions within the county . Chief Spurling noted the position the Sheriff is prepared to relinquish in this process is the Chief Administrative position . The Chief Administrative Deputy classified position previously replaced a Finance Manager position at a Range 29, per the Non - Represented Salary Scale Range Alignment . He presented to the Civil Service there is a budget manager position ( Range 32 ) which is the same as what Public Works has . The Chief Administrative Deputy position is similar to the budget manager position . The Sheriff has more people, but not quite as high a budget, Mason County Civil Service Commission Meeting Minutes July 26 , 2018 Page 2 but more complicated than the Public Works budget . He asked that the Civil Service consider reverting to the budget manager position ( Range 32 ) rather than the Finance Manager position ( Range 29 ), because of other like positions within the County . Per Sheriff Salisbury, there is money in the Sheriff' s budget . The budget operates 24 hrs/day; 7 days/wk, 365 days/yr that he felt makes it more complicated than other budgets . He voiced objection to take a position , that far back, and not put it in fairness to what other similar positions will be . He asked for consideration of those factors . Chair Byrd stated that the Civil Service Commission does not have jurisdiction over setting of salaries, which is done by the Mason County Commissioners through the salary schedule . There are other opportunities to challenge the salary schedule , which he suggested the Sheriff pursue . Sheriff Salisbury concluded if the number of employees go over too he hoped they would , just as easily, be able to add an unclassified appointed position . Chair Byrd noted the concurrence of the selection of Chief Administrative Deputy, which shall be returned to a classified position of Finance Manger to set the number of unclassified position appointments to no more than five . Chief Spurling asked that the position be reverted to a classified budget manger rather than Finance Manager . Chief Ehrich interjected she is a certified finance officer . The Board reclassified the position six months ago, to include a certified finance officer, for Range 39 rather than 32 . Dawn Twiddy, HR Manager, noted that the previous position , prior to the classified appointment of Chief Administrative Deputy, was a Finance Manager . In orderto change that position title there would need to be a new position description with a new title . This description would need approval by the Civil Service Commission and then the County Commissioners would need to approve it at a second level . Finance Manager was a classified position under Civil Service as a classification for Civil Service . There was not a classification called budget manager on their classification schedule . Chief Ehrich stated there was a newjob description in 2014 when there was a Chief Administrative Deputy appointed . Thejob itself and position description was much different than the previously held Finance Manager position , by the two previous staff. Dawn Twiddy noted the appointed position was previously a classified position . The lastjob description that was classified was a Finance Manager and approved by the Civil Service Mason County Civil Service Commission Meeting Minutes July 26, 2018 Page 3 Commission . Civil Service Rules are specific that any changes to a job description is to be approved by the Civil Service Commission . Chief Spurling reiterated that the Sheriff would have to come back to the Civil Service and ask for a classification for a position description for budget manager and then take the position description to the Mason County Commissioners for approval . The Chair called for a motion . Cmmr. Kelly/Davis moved and seconded to concur with the Sheriff's selection to return the Chief Administrative Deputy classified position to the Finance Manager position as a non-represented classified position under Civil Service in order to meet the requirements in RCW 4101490700 Motion carried unanimously.
