Call Meeting to Order: 4:02 PM
Roll Call: Commissioners Danielle Skeeters Lindsey, Chair, Brian Kelly, Dean Byrd,
Chief Jan Shepherd, Chief Russ Osterhout, Undersheriff Jim Barrett, Chief
Administrative Deputy Theresia Ehrich, Sergeant Jason Dracobly, Meghan Andrews
Business:
A. Approval of Minutes: Commissioners Kelly/Byrd moved and seconded
approval of the June 4,2015 special meeting minutes and June 18,2015
regular meeting minutes. Motion carried with all in favor®
B. Administrative Hearing
a. Dave Holland called in at 4:13 p.m., the Board introduced themselves
to him and announced they would start the hearing.
Mr. Holland was asked by Cmmr Kelly if he would like to present his
appeal or make any statements regarding his appeal.
Mr. Holland replied that he would prefer to just listen in and is willing
to answer any questions the Board may have.
Cmmr Skeeters Lindsey asked the Sheriff's Office if they have any
additional information other than what was already given to them for
consideration.
Chief Osterhout asked if the Board had listened to the recordings
provided to Chief Twiddy.
The Board replied that they had not heard them but if Chief Osterhoust
thought they should be heard they would play them.
Chief Osterhout stated he was fine if they choose not to listen to the
recordings.

Cmmr Kelly asked Mr. Holland if he had any concerns if the Board
chose not to listen to the recordings.
Mr. Holland responded by saying one of the reasons for his
disqualification was based on a physical altercation he spoke about in
the taped interview and he felt it would be imperative for the Board to
listen to the recording if they were going to base his disqualification on
it.
There was a discussion among the Board, Chief Osterhout, and Mr.
Holland in regards to the reasons for the disqualification.
Commissioners Kelly/Byrd moved and seconded approval to
uphold the decision of the Chief Examiner to remove r® David
Holland's name from the Entry Level Lateral Deputy Eligibility
List based only on fiscal irresponsibility® Motion carried® Kelly-
aye; Byrd-aye; S-no vote
C. Chief Examiner Update
a. Chief Shepherd commented that Chief Twiddy added one line to the
Financial Assistant Classification Specification.
Undersheriff Barrett stated he had spoken with the County
Commissioners during a briefing to explain the need for the additional
financial assistant position due to one of the accreditation standards the
Sheriff's Office has in regards to personnel files. He said the County
Commissioners supported the position change of the open Full Time
Equivalent (FTE) Community Service Officer position and changing it
to a FTE Financial Assistant position.
Commissioners Kelly/Byrd moved to approve the Financial
Assistance Classification Specification as presented with the added
sentence of"Prepares, tracks, documents files and audits
personnel, medical and training records as required by
accreditation standards". Motion carried® Kelly-aye; Byrd-aye; S-
no vote
D. Sheriffs Office Update
a. Chief Shepherd said she would work with Chief Twiddy to move
forward on the testing process for the Financial Assistant position.

b. Chief Shepherd stated she is in the process of reviewing the job
descriptions for her staff and has been working with Chief Twiddy on
language that is standard in most job descriptions. There is one
sentence she would like to see in all of her position descriptions and
that is "Any one position may not include all of the duties listed nor do
the listed examples include all tasks which may be found in positions
of this class". Once the position descriptions are updated she will send
them to Chief Twiddy to be presented for approval.
c. Undersheriff Barrett said there are four open corrections deputy
positions, which he feels very good about given the number of opening
that there have been in the last year and half. There is one open deputy
position, which is to replace someone who left, and they are starting
the background process for the 4th quarter new deputy r TE approved
in the 2015 budget process. There is also one records specialist
position open.
d. Sgt. Dracobly discussed with the Board a concern he has with allowing
out of state people to apply for open positions. He said that it has the
potential of causing financial stress on the budget if the background
investigators are sent to other states to complete the applicant's
employment and personal backgrounds. Recently there were two
applicants, one was from Hawaii and the other was from Louisiana.
Both applicants were disqualified early in the process, so there was not
a need to send the investigator out of state, but it could have happened.
He suggested to the Board that a boundary be considered such as an
applicant must be from Oregon, Idaho, and maybe northern California
to help contain the cost of travel and time out of state.
Cmmr Skeeters Lindsey said it sounds like a reasonable request.
Sgt Dracobly stated he would work on proposed language and would
present it to the Board for consideration at a later date.
